The social and behavioral implications of location-based services (LBS) are only now beginning to come to light in advanced markets where the services have been adopted by just a little over half the market (Microsoft 2011). Depending on one’s definition of what constitutes location-based services, statistics on the level of adoption differ considerably. While geographic information systems (GIS) can provide information on the static locations of critical infrastructure and evacuation routes, they do not provide the dynamically changing locations of things and people on the move. In contrast, radio frequency identification (RFID) wireless network technology can automatically identify and track the movement of assets (i.e., fire engines, ambulances, and rescue workers) and vulnerable citizens on the move (i.e., the elderly and the disabled), and hence providing local governments and communities with real-time information and enhanced decision-making capabilities, during chaotic disaster response operations (i.e., evacuation). This paper describes a novel approach for enabling the blind to achieve obstacle avoidance and navigation in outdoor environments with the aid of visual sensors, GPS and electro-tactile stimulation. The electro-neural vision system (ENVS) works by extracting a depth map from stereo cameras by measuring the disparity between the stereo images. This range data is then delivered to the fingers via electro-neural stimulation to indicate to the user the range of objects being viewed by the cameras. Location-Based Services: A Vehicle For It&T Convergence , Katina Michael

Location-based services (LBS), more than any other mobile commerce application area has served to bring together information technology and telecommunications (IT&T) industries. While much has been written on the potential of LBS, literature on how it is a catalyst for digital convergence is scant. This paper identifies and explores the various levels of converging technologies in mobile commerce by using three LBS case studies. Through literal replication the findings indicate that IT&T technologies are converging at the infrastructure, appliance and application level. It is predicted that mCommerce applications will increasingly rely on industry convergence to achieve their desired outcomes.
