The Salish Sea is the site of a transboundary fishery whose coastal jurisdiction includes British Columbia, Washington State, the two federal governments, and many Indigenous tribes with sovereign rights. Fishery management becomes increasingly complex when transboundary cooperation is needed. Furthermore, while the Salish Sea region has attempted to facilitate better transboundary collaborative governance, these have generally failed to institutionalize the principles of adaptive management. This research seeks to assess current trust and risk perceptions and analyze the effects of control mechanisms used in the transboundary fishery management network. Trust has been identified as a central characteristic of successful natural resource management (NRM), particularly in the context of implementing participatory approaches to stakeholder engagement. Trust is, however, a multi-dimensional and multi-level concept that is known to evolve recursively through time, challenging efforts to empirically measure its impact on collaboration in different NRM settings. In this communication we identify some of the challenges associated with conceptualizing and operationalizing trust in NRM field research, and pay particular attention to the inter-relationships between the concepts of trust, perceived risk and control due to their multidimensional and interacting roles in inter-organizational collaboration. Sustainable fishery management is a complex multi-sectoral challenge requiring substantial interagency coordination, collaboration, and knowledge sharing. While scholars of public management network theory and natural resource management have identified trust as one of the key ideational network properties that facilitates such interaction, relatively few studies have operationalized and measured the multiple dimensions of trust and their influence on collaboration. This paper provides the materials used to collect survey data for the conceptual replication of Pavlou (2003) by Moqbel and Bartelt (2015). This replication paper used trust and perceived risk, in addition to the technology acceptance model (TAM) factors of perceived usefulness and perceived ease of use, to determine how consumer’s behavioral intentions affect online transactions (Moqbel & Bartelt, 2015). Two hundred forty participants took part in the 15-minute survey, with the option of choosing either online or paper format. This paper provides the data used to analyze the conceptual replication of Pavlou (2003) by Moqbel and Bartelt (2015) which studied factors that impacted consumer’s behavioral intentions to make online transactions by integrating trust and perceived risk with the technology acceptance model (TAM). This paper conducts a conceptual replication of Pavlou (2003) which studied factors that impacted consumer’s behavioral intentions to make online transactions by integrating trust and perceived risk with the technology acceptance model (TAM). We test the generalizability of the model by replicating the study a decade later using a different online setting—personal cloud computing. Our results that are based on 240 observations, confirm the original study’s research model except perceived ease of use lost its direct predictive power to trust, perceived risk and perceived usefulness.
