Natural hazards caused by the alteration of weather patterns expose populations at risk, with an outcome of economic loss, property damage, personal injury, and loss of life. The unpredictability of disasters is a topic of concern to most governments. Disaster policies need more attention in aligning mitigation opportunities with disaster housing recovery (DHR). The effect of flooding, which primarily impacts housing in coastal areas, is one of the most serious issues associated with natural hazard. Myriad challenges regarding earth's common spaces, those unregulated by sovereign state authorities, mount and intensify as resources diminish and competition for commercial, scientific and security advantages increases; the pollution and degradation of those spaces simultaneously expands. Threats to the global commons complicate efforts to achieve international consensus which impedes attempts to develop effective governance. As an example, marine debris is a growing problem and is an existential threat to the global commons.

Since the birth of modern artificial intelligence (AI) at the 1956 Dartmouth Conference, the AI community has pursued modeling and coding of human intelligence into AI reasoning processes (HI Þ MI). The Dartmouth Conference's fundamental assertion was that every aspect of human learning and intelligence could be so precisely described that it could be simulated in AI. With the exception of knowledge specific areas (such as IBM's Big Blue and a few others), sixty years later the AI community is not close to coding global human intelligence into AI. The twenty-first century is defined by the social and technical hazards we face. A hazardous situation is a condition, or event, that threatens the well-being of people, organizations, societies, environments, and property. The most extreme of the hazards are considered X-Events and are an exogenous source of extreme stress to a system. X-Events can also be the unintended outputs of a system with both positive (serendipitous) and negative (catastrophic) consequences. Systems can vary in their ability to withstand these stress events. This ability exists on a continuum of fragility that ranges from fragile (degrading with stress), to robust (unchanged by …
