Coastal resiliency is becoming significantly more critical to the livelihood of coastal communities as the frequency and intensity of storm events increases and is exacerbated by rising sea levels due to climate change. In October 2012 Superstorm Sandy impacted the New York-New Jersey area costing over $70 billion in storm damages and 147 lives lost, as storm surges surpassed record highs for the region. Protruding more than 100 miles into the Atlantic Ocean with over 1,000 miles of shoreline, Long Island is particularly vulnerable to the increasingly ferocious and numerous storms as well as the rising sea levels that climate …

Climate change is borderless, and its impacts are not shared equally by all communities. It causes an imbalance between people by creating a more desirable living environment for some societies while erasing settlements and shelters of some others. Due to floods, sea level rise, destructive storms, drought, and slow-onset factors such as salinization of water and soil, people lose their lands, homes, and natural resources. Resilience is the central concept for understanding how an ecosystem responds to a strong perturbation, and is related to other concepts used to analyze system properties in the face of change such as resistance, recovery, sustainability, vulnerability, stability, adaptive capacity, regime shift, and tipping point. It is extremely challenging to formulate resilience thinking into practice. The current state-of-art approaches of assessing ecosystem resilience may be useful for policy makers and ecosystem resource managers to minimize climatological or natural disaster related impacts. Centralized communication-based control is one of the main methods that can be implemented to achieve autonomous advanced energy management capabilities in DC microgrids. However, its major limitation is the fact that communication bandwidth and computation resources are limited in practical applications. This can be often improved by avoiding redundant communications and complex computations. In this paper, an autonomous communication-based hybrid state/event driven control scheme is proposed. Urban streams are exposed to multiple different stressors on a regular basis, with increased hydrological flashiness representing a common urban stream stressor. Stream metabolism, the coupled ecosystem functions of gross primary production (GPP) and ecosystem respiration (ER), controls numerous other ecosystem functions and integrates multiple processes occurring within streams. We examined the effect of one large (Superstorm Sandy) and multiple small and moderately sized flood events in Baltimore, Maryland, to quantify the response and recovery of urban stream GPP and ER before and after floods of different magnitudes. Flooding is the most common and damaging natural hazard faced by civilization, and flooding threats are likely to increase given current climate change predictions that suggest more intense hurricanes and precipitation. The latter has been recently experienced in the Mexican state of Guerrero, during the severe flood of September 2013. Vulnerability assessment is a promising approach to identifying critical components of complex systems. In such systems, critical components could be crucial links and strategic locations for management and control.
