Wartime Construction Project Outcomes As A Function Of Contract Type, Ryan M. Hoff, Gregory D. Hammond, Peter P. Feng, Edward D. White

The United States has spent more than $23 billion on construction in Afghanistan since 2001. The dynamic security situation created substantial project uncertainty, and many construction projects used cost-plus-fixed-fee contracts (CPFF) instead of the firm-fixed-price (FFP) norm. Using a dataset of 25 wartime construction projects managed by the Air Force Civil Engineer Center, the authors sought to confirm that both contract types yield project outcomes consistent with the established literature. As expected, they found CPFF contracts had greater cost and schedule growth than FFP. However, they did not find differences regarding as-built quality. Particle Image Velocimetry (PIV) was successfully conducted in the Air Force Research Lab Mach 3/ Mach 6 Facility (M3M6F) for the first time. Particle response experiments evaluating the performance of dry ice particles across an oblique shock wave were conducted using a 15 degree half-wedge in nominal Mach 3 flow. Solid carbon dioxide particles are generated through rapid expansion of liquid carbon dioxide via a small nozzle within a simple shroud tube or a tube containing static mixing elements. This thesis investigates a CubeSat design that uses Commercial-Off-The-Shelf (COTS) components to capture, store, process, and downlink collected terrestrial weather data at resolutions near stat-of-the-art. The weather phenomena to be detected and transmitted in a timely manner are cloud formations, wind profiles, ocean currents, sea state, lightning, temperature profiles, and precipitation. Machine learning algorithms have become a ubiquitous, indispensable part of modern life. Neural networks are one of the most successful classes of machine learning algorithms, and have been applied to solve problems previously considered to be the exclusive domain of human intellect. Several methods for selecting neural network configurations exist. The most common such method is error back-propagation. Backpropagation often produces neural networks that perform well, but do not achieve an optimal solution. We demonstrate terahertz (THz) split-ring resonator (SRR) designs with incorporated germanium telluride (GeTe) thin films. GeTe is a chalcogenide that undergoes a nonvolatile phase change from the amorphous to crystalline state at approximately 200 °C, depending on the film thickness and stoichiometry. The phase change also causes a drop in the material's resistivity by six orders of magnitude. In this study, two GeTe-incorporated SRR designs were investigated. The first was an SRR made entirely out of GeTe and the second was a gold SRR structure with a GeTe film incorporated into the gap region of the split ring. These devices …

Laminar flames are an important tool in combustion diagnostics with a host of pre-existing experimental research methods. Currently, however, no method captures time-resolved scalar profile estimates of temperature, and major species concentrations with a single measurement. This work provides IFTS with the capability to measure time-resolved 3D imaging of scalar values in laminar axisymmetric flames. This will make IFTS a useful tool for understanding combustion phenomenon, validating chemical kinetic models, verifying numerical simulations, and system performance estimate. This paper investigates the ability to improve Space Domain Awareness (SDA) by increasing the number of detectable Resident Space Objects (RSOs) from space surveillance sensors. With matched filter based techniques, the expected impulse response, or Point Spread Function (PSF), is compared against the received data. In the situation where the images are spatially undersampled, the modeled PSF may not match the received data if the RSO does not fall in the center of the pixel. Partial ��-ray production cross sections and the total radiative thermal-neutron capture cross section for the 185Re(n,��)186Re reaction were measured using the Prompt Gamma Activation Analysis facility at the Budapest Research Reactor with an enriched 185Re target. The 186Re cross sections were standardized using well-known 35Cl(n,��)36Cl cross sections from irradiation of a stoichiometric natReCl3 target. Investigating insider threat cases is challenging because activities are conducted with legitimate access that makes distinguishing malicious activities from normal activities difficult. To assist with identifying non-normal activities, we propose using two types of pattern discovery to identify a person's behavioral patterns in network data. The behavioral patterns serve to deemphasize normal behavior so that insider threat investigations can focus attention on potentially more relevant. Results from a controlled experiment demonstrate the highlighting of a suspicious event through the reduction of events belonging to discovered patterns. Abstract © 2016 IEEE.

A new method for determining heat transfer coefficient (h) and adiabatic effectiveness (η) waveforms h(t) and η(t) from a single test uses a novel inverse heat transfer methodology to use surface temperature histories obtained using prior art approaches to approximate the h(t) and η(t) waveforms. The method best curve fits the data to a pair of truncated Fourier series.

An electron paramagnetic resonance (EPR) spectrum in neutron-irradiated ZnO crystals is assigned to the zinc-oxygen divacancy. These divacancies are observed in the bulk of both hydrothermally grown and seeded-chemical-vapor-transport-grown crystals after irradiations with fast neutrons. Neutral nonparamagnetic complexes consisting of adjacent zinc and oxygen vacancies are formed during the irradiation. Subsequent illumination below ∼150 K with 442 nm laser light converts these (V2−Zn − V2+O)0 defects to their EPR-active state (V−Zn − V2+O)+ as electrons are transferred to donors. USAREC must decide how to allocate monthly enlistment goals, by aptitude and education level, across its 38 subordinate recruiting battalions in order to maximize the number of enlistment contracts produced each year. Using open source data, this research formulates and constructs a suite of statistical models that predict future transitions into and out of violent conflict and forecasts the regional and global incidences of violent conflict over a ten-year time horizon. A total of thirty predictor variables are tested and evaluated for inclusion in twelve conditional logistic regression models, which calculate the probability that a nation will transition from its current conflict state, either In Conflict or Not in Conflict, to a new state in the following year. The Air Force monitors the strength of its active duty officer force and attempts to achieve the difficult challenge of employing a diversity of talent among career specialties and experience levels. This study completes two objectives, predicting future manning levels for 23 career fields, and providing a statistical framework to assess the stability of these fields. The first part of the study applies regression and survival analysis to subpopulations within the active duty Air Force officer corps, and then aggregates them by year to forecast future personnel levels. The populations of the excited argon 3s23p54s (s5 only) and 3s23p54p configurations in a 10 W radio frequency discharge has been studied using optical emission and diode laser absorption spectroscopy. By optically bleaching the s5→p9 transition with a narrow band laser pump of about 10 W/cm2 at 811 nm, the p9 population was increased by about a factor of 2 at a pressure of 5 Torr. At higher pressure, collisional mixing to adjacent p-states limited the laser-increased p9 population to less than 10 percent. All other laser-induced p-state populations were minimally affected …

The capability of cyber organizations tasked to defend critical infrastructure has been called into question by numerous cybersecurity experts. Hall thrusters are a key technology for current and future unmanned satellites, striking a balance between thrust and fuel economy suitable for many mission profiles of interest. Despite their extensive flight heritage and a large body of research, many phenomena occurring in the plasma discharge of Hall thrusters are not well understood. A satellite QKD model was developed and validated, that allows a user to determine the optimum wavelength for use in a satellite-based QKD link considering the location of ground sites, selected orbit and hardware performance. This thesis explains how the model was developed, validated and presents results from a simulated year-long study of satellite-based quantum key distribution. It was found that diffractive losses and atmospheric losses define a fundamental trade space that drives both orbit and wavelength selection. Polyfluoroalkyl Substances (PFAS), like perfluorooctanoic acid, have been used for the last 50 years in a wide variety of industrial processes and consumer-based products, including polymer additives, lubricants, fire retardants and suppressants, pesticides, and surfactants (Buck et al. 2015). The Department of Defense (DoD) has used PFAS-based Aqueous Film Forming Foam (AFFF) at fire training facilities and aircraft hangars. AFFF has contaminated approximately 600 sites classified as fire training facilities with PFAS (Huang, 2013).

The optimal level of Government Contract Work Breakdown Structure (G-CWBS) reporting for the purposes of Earned Value Management was inspected. The G-Score Metric was proposed, which can quantitatively grade a G-CWBS, based on a new method of calculating an Estimate At Completion (EAC) cost for each reported element. A random program generator created in R replicated the characteristics of DOD program artifacts retrieved from the Cost Analysis Data Enterprise (CADE) system. Accurately predicting the most realistic schedule for a defense acquisitions program is an extremely difficult task considering the inherent risk and uncertainties present in the early stages of a program. We use a multiple regression analysis to predict schedule duration in a defense acquisition program. The prediction scope of our research is limited to predicting schedule duration from program initiation to initial operation capability (IOC).We use the data from 56 programs across all services, which was acquired from a SAR database created by RAND. Autism spectrum disorder (ASD) is a neurodevelopmental condition that can be debilitating to social functioning. Previous functional Magnetic Resonance Imaging (fMRI) classification studies have included only small subject sample sizes (n 50) and have seen high classification accuracy. The recent release of the Autism Brain Imaging Data Exchange (ABIDE) provides fMRI data for over 1,100 subjects. In our research, we derive a subject's functional network connectivity (FNC) from their fMRI data and develop a regularized logistic classifier to determine whether a subject has autism. We obtained up to 65% classification accuracy, similar to other studies using the ABIDE dataset, suggesting …

Game theory is the study of mathematical models of conflict. It provides tools for analyzing dynamic interactions between multiple agents and (in some cases) across multiple interactions. This thesis contains two scholarly articles. The first article is a survey of game-theoretic models of deception. The survey describes the ways researchers use game theory to measure the practicality of deception, model the mechanisms for performing deception, analyze the outcomes of deception, and respond to, or mitigate the effects of deception. In the United States, industrial and terrorist use of chemical, biological, radiological, and nuclear (CBRN) materials pose a risk to public safety. During the initial phase of typical CBRN incidents, emergency responders establish hazard zones based on standard distances from published guidelines and recommendations. This research investigates how standard hazard zones change in a real world environment that accounts for physical boundaries.
