Reports
The Comprehensive Coastal Inventory Program (CCI) at the Virginia Institute of Marine Science (VIMS) has applied a protocol developed for surveying shoreline conditions in Virginia and Maryland to the tidal portion of the Chowan River basin. The protocol includes a method for collecting, classifying, mapping, and reporting conditions to assess riparian shorelines. The Chowan River Riparian Shoreline Assessment is intended to provide data to assist with land use and shoreline management. The effort on the Chowan is the first initiative in North Carolina that uses this protocol. The protocol has been applied to all tidal shoreline in Maryland and is …

In the Chesapeake Bay, there is currently no comprehensive assessment of aquatic habitat heterogeneity or understanding of the effects of multiple stressors on the viability of these habitats. To assess the use of side-scan sonar technology with specially designed classification software, QTC SIDEVIEW developed by Quester Tangent Corporation as a tool to define subtidal nearshore habitat, two representative watersheds of the Chesapeake Bay were surveyed. Relationships between subtidal habitat and shoreline condition as well as linkages of habitat condition to fish community indices were assessed. Side-scan technology had the ability to image habitat at a resolution of less than 1 …

Development Of A Tidal Wetland Inventory And Assessment For York River, Virginia Watershed, Center For Coastal Resources Management, Virginia Institute Of Marine Science
Reports
As part of the Chesapeake 2000 agreement, the Commonwealth of Virginia pledged to a wetland policy of no net-loss. Through conscientious resource protection and management, Virginia’s non-tidal and tidal wetland permit programs, administered by the Virginia Department of Environmental Quality (DEQ) and The Virginia Marine Resources Commission (VMRC) respectfully, are committed to reaching this goal. In order to assist these agencies in realizing no-net loss of wetlands, the availability of baseline data is essential in defining our existing resources and is the basis from which future status and trends can be evaluated along with the effectiveness of permitting and management …

Interagency Shoreline Management Consensus Document, Center For Coastal Resources Management, Virginia Institute Of Marine Science
Reports
There are concerns in the general public and regulatory and environmental advisory agencies regarding the apparent inconsistent and /or contradictory guidance offered to property owners regarding shoreline management in Virginia. There has been a growing interest among the agencies that manage, or otherwise have a role in shoreline management, to develop a Virginia perspective on the issue. This project to develop a consensus position from a VIMS perspective, with funding from the Virginia Coastal Program, may serve as the initiation of an effort to develop consensus guidance on shoreline management that integrates the issues and concerns extant in the various …

Categorization Of Shellfish Tmdl Sites Final Report, Julie Herman, Carl Hershner, Howard Kator
Reports
There were two important goals for this project, including the assembly and compilation of digital data for the Coastal Plain and tidal waters of Virginia, and the categorization of the Division of Shellfish Sanitation (DSS) shellfish growing areas to determine if some are similar enough for water quality models to be effectively transferred from the modeled growing areas to other areas. This report summarizes the data and statistical analyses and discusses the results. Note: The digital data has a very fine resolution. The maps displayed in this report cannot convey this information on 8.5x11" paper. All digital data layers (shape …

Enhancement Of Wetlands Management In Virginia: Cumulative Impact Assessment Final Report, Center For Coastal Resources Management
Enhancement Of Wetlands Management In Virginia: Cumulative Impact Assessment Final Report, Center For Coastal Resources Management
Reports
New protocols and procedures are needed to effectively implement many aspects of the new Virginia nontidal wetlands regulatory program. Effective implementation of the charge to assess and consider cumulative impacts of a proposed project on water quality and fish and wildlife resources will require a consistent and technically based assessment protocol implemented on a watershed basis. This project is the first step in development of the protocol for cumulative impact assessment.
The first step in the process was to review extant literature on cumulative impact assessment in wetlands and to review methods developed for this purpose. These reviews are an …

The ability to coordinate the management of human activities in the landscape from an environmental perspective has been a desired, yet elusive, interest. The ability to accurately value environmental functions economically has confounded this process; but conflicts are not confined to the obvious ones between economics and the environment. Even those activities within the field of environmental management are not always harmonious. A myriad of management activities administered at various levels of government results in a web of responsibilities lacking in any central coordination. Varied local, state, and federal programs administered by different agencies have missions that put them in …

Reports
In coordination with the Department of Conservation and Recreation, the Department of Environmental Quality, the Chesapeake Bay Local Assistance Department and the Virginia Marine Resources Commission (VMRC), the Center for Coastal Resources Management at the Virginia Institute of Marine Science (VIMS) was contracted to develop a tool for local governments that would assist in the decision-making process for marina development. In particular, the agencies wanted to develop a visual representation of the VMRC Criteria for the Siting of Marinas or Community Facilities for Boat Mooring. This was accomplished by gathering available data sets and developing geographic information system (GIS) data …

Virginia’S Coastal Program: Strategic Mapping Of Management Goals, Jennifer Newton, Pamela Mason, Carl Hershner
Reports
Virginia’s Coastal Resources Management Program is a networked program bringing together the activities of many state agencies and institutions to achieve the overarching mission of coastal zone management. The Program’s objectives were originally set out in a series of 25 goals in the 1986 Executive Order (see Appendix B) that established the Program for the Commonwealth under the federal Coastal Zone Management Act. Beginning in May of 1999, representatives of the Virginia state agencies involved with the networked Coastal Program attended a series of meetings to develop logic maps of these twenty-five goals. This document represents the final results of …

Rapidan River Watershed Riparian Restoration Assessment, Friends Of The Rappahannock, Center For Coastal Resources Management, Virginia Institute Of Marine Science
Reports
A canoe based GPS survey was conducted of 111 miles of the Rapidan River and its major tributaries. The purpose of the survey was to collect the necessary baseline data to support the prioritization of stream reaches in the Rapidan River watershed for future streambank and/or riparian corridor restoration projects.
The data were post-processed and overlaid onto digital color orthophoto quarter quad images at a scale of 1: 12,000 (resolution = 2 meters). Areas with critical erosion and/or riparian restoration needs were prioritized based on the analyzed features.

Development Of "No Discharge" Zones In Virginia Tidal Waters Phase I, Center For Coastal Resources Management, Virginia Institute Of Marine Science

he Commonwealth of Virginia currently has no regulations in effect to restrict the discharge of waste from vessels in state waters. This poses concern as Virginia continues its efforts to improve water quality in the Chesapeake Bay. The degradation of critical environmental habitat is accelerated by the introduction of waste, which in turn threatens the ecological, aesthetic, and commercial values of Virginia's waters. The purpose of this project is two-fold. First a comprehensive review of regulatory statutes in states enforcing "no discharge" zones (NDZ) was conducted. This product is delivered as a separate document. Second, a large-scale inventory of environmentally …
