As a result of an extended period of abnormally high precipitation, prolonged snow melt, and subsequent high water tales, Utahns, in 1983 suffered from landslides, debris flows, flooding, and a dam failure. On April 30, 1983, the President determined the Spanish Fork slide-dam and Thistle flood covering Utah, Carbon, and Emery Counties was of sufficient seventy and magnitude to issue a Major Disaster Declaration under Public Law 93-288. The incident period was not closed until July 1, 1983. By the time all flooding had ceased, nineteen additional counties (over 75% of Utah) had been included in the Declaration.

Four small archeological sites were found but were of insufficient significance to warrant their further study or preservation. Providing the enlargement of Deer Creek Reservoir represents the only alternative, a comprehensive study of the community and its historic resources has been recommended, especially as it relates to the use of land and water. In addition, study has been recommended of the settlement as it relates to the understanding of agricultural development in Utah.

The plan for the Central Utah project involves a diversion of water from streams in the Uinta Basin in the Upper Colorado River Basin to the closed Bonneville Basin in Central Utah and other associated water resource developments in both basins. Construction of the initial phase of the project was authorized by the Colorado River Storage Project Act of April 11, 1956 (70 Stat. 105).

The project lands of the Bear River project (first phase) have been classified with respect to their suitability for sustained crop production under irrigation development. This appendix to the feasibility report is a presentation of the investigations and results of these land classification studies.
The land classification surveys were conducted for the purpose of locating and delineating by proper land class and subclass the areas of arable land which could be served under the proposed project facilities. The following report presents estimates of the value of irrigation and of the ability of water users to pay for irrigation water supplied from the development of the Bear River project. A general description of the existing agricultural economy and projections as to future economic conditions with development of the project are also presented in this study. The purpose of this report is to present information regarding the soil capabilities for irrigation, the present and future land use and production pattern, the costs associated with on-farm irrigation development, prospective size and type of farm, direct agricultural benefits and probable farm incomes with proposed irrigation development for the Silt project. In addition to the agricultural phases, this report deals with the impacts of the project on the national forests and the relationship of watershed conditions to the project.

In October 1952 the U. S~ Public Health Service, under provisions of Public l.aw 845 (80th Congress) J prepared a "Report on Interstate Pollution in the Bear River Watershed," with the assistance of the coming, Idaho, and Utah state water pollution control authorities. Included in this report was a description of the area and waters involved, data on stream flows, water uses, pollution contributed, effects of pollution, and a discussion of the existing authority of the States of Wyoming, Idaho, and Utah for enforcement of pollution control.
