Northeast and northwest of Nigeria have, as a result of activities of Boko Haram, bandit and kidnappers, had their public and private properties destroyed. Governments and other stakeholders, upon some successes of the military, have started post-conflict reconstruction to rebuild the war-torn urban and rural communities with the provision of water taking the center stage. This paper looks at the utilisation of Water Resources and a Reconstruction framework for integrating water projects into reconstruction processes. On April 6, 2023, the Atlantic Council’s Cyber Statecraft Initiative hosted a panel discussion on the new National Cybersecurity Strategy. The panel featured four senior officials from the Office of the National Cyber Director (ONCD), the Department of State (DoS), the Department of Justice (DoJ), and the Department of Homeland Security (DHS). The author attended and asked each official to identify the most important elements that policymakers and strategists must understand about cyber. This article highlights historical and recent struggles to express cyber policy, the responses from these officials, and the author’s ongoing research to improve national security cyber policy.

Improving Environmental Protection: One Imagined Touch At A Time, Luke Ingalls Liska

Can imagined touch of flora and fauna (i.e., the plants and animals of the natural world) make you more willing to support environmental protection efforts? Across seven studies, I demonstrate that by asking consumers to imagine touching fauna, marketers can encourage consumers to become more engaged in environmental protection efforts. This effect occurs because imagined touch generates haptic imagery, which enhances a consumer’s emotional attachment to fauna. I demonstrate that emotional attachment to fauna induced via imagined touch enhances individual’s willingness to share Facebook posts, improves their willingness to support increased fines for environment-related offenses, and increases the number of …

Maryland passed legislation to reduce impervious surface effects and stormwater runoff by mandating a remediation fee for ten of its counties. Along with the fee, mandated counties may use funds generated to encourage residents to follow stormwater Best Management Practices (BMPs). This study uses Maryland's Howard County as a case study to examine the potential participation of its residents in financial incentives for the BMPs of rain gardens, cisterns, and permeable pavers. A survey was issued to gauge potential participation of homeowners (n=110), and results were then compared to participation numbers in three similar already implemented financial incentive programs. Virtual worlds, or 3D simulations through which an avatar can travel, is becoming a common means to display products or provide training in new environments. This paper describes the steps in producing the 3D virtual simulation of Snowy River in Fort Stanton Cave, New Mexico. A traditional cave survey and map with cross sections was used to produce a 3D meshed surface of the cave walls using the Blender software package. Photographs were taken of the walls, ceiling, and floor and merged together. The merged montage was applied to the 3D mesh walls as a “texture”. Unity3D was used to …
