The $45.45 billion Broadband, Equity, Access, and Deployment (BEAD) program’s primary objective is to extend broadband service to all unserved and underserved locations in the U.S. and its territories. Several industry studies predict that the BEAD program can meet its goal of providing universal access to broadband service if eligible entities execute their grant programs well. U.S.Environmental Protection Agency (EPA) set the nationwide emission standard policy, but each state in the U.S. has an option to follow the higher emission standard policy set by CARB (California Air Resources Board) in 2004. There are 14 “CARB states” that follow California’s more restrictive standards. The purpose of this paper is to examine the impact of CARB’s tailpipe emission standard policy. Using the panel dataset for 49 U.S. states over a 28-year study period (1987–2015), this paper found the long-term policy effect in reducing CO2 emission from CARB’s tailpipe standard, and its long-run effect is 5.4 times higher than …

The evolution of our national climate change policy at the Environmental Protection Agency (EPA) from the 1990s-2000s, is marked by a backdrop of congressional inaction. In 2007, litigation (Massachusetts v. EPA) required the EPA to re-interpret the Clean Air Act to also apply to greenhouse gases. In the context of sustainable transportation systems, previous studies have either focused only on the transportation system or have not used a methodology that enables the treatment of incomplete, vague, and qualitative information associated with the available data. This study proposes a system of systems (SOS) and a fuzzy logic modeling approach. The SOS includes the Transportation, Activity, and Environment systems. The fuzzy logic modeling approach enables the treatment of the vagueness associated with some of the relevant data. We supply a once a week hands-on curriculum which includes a litter clean-up fieldtrip. Students learn general environmental concepts such as community, conservation, recycling, and litter prevention. They will also have access to Geographic Information Systems and Podcast technology. Through the use of GIS and Podcasts we hope to get community members to collect data and prevent litter and desert dumping. Medium-duty vehicles are used in a broad array of fleet applications, including parcel delivery. These vehicles are excellent candidates for electric drive applications due to their transient-intensive duty cycles, operation in densely populated areas, and relatively high fuel consumption and emissions. The National Renewable Energy Laboratory (NREL) conducted a robust assessment of parcel delivery routes and completed a model-based techno-economic analysis of hybrid electric vehicle (HEV) and plug-in hybrid electric vehicle (PHEV) configurations. First, NREL characterized parcel delivery vehicle usage patterns, most notably daily distance driven and drive-cycle intensity. Property Assessed Clean Energy (PACE) financing is one of several new financial models broadening access to clean energy by addressing the barrier of initial capital cost. The majority of the PACE programs in the market today include PV as an eligible measure. PV appeals to homeowners as a way to reduce utility bills, self-generate sustainable power, increase energy independence and demonstrate a commitment to the environment. If substantial state incentives for PV exist, PV projects can be economic under PACE, especially when partnered with good net metering policies. The third quarter has progressed with the Hector’s Helpers program. We took action with hands-on classroom activities and lead three clean-up field trips. Students learned how to protect public lands in Southern Nevada through our anti-litter and desert dumping initiative. West Career Technical Academy students completed various GIS projects and finished the Adopt-A-Block Handbook. The Hector’s Helpers staff also submitted a formal proposal to study pre- and post-program surveys of students participating in the Hector's Helpers program.
