Executive Summary

• The Weed Sentry program surveyed more than 750 miles of federal lands in Clark County for invasive, exotic plant species.
• Weed Sentry also removed more than 600,000 individual invasive plants from federal
  lands. These removals represent pro-active efforts that may have forestalled large
  infestations difficult and costly to eradicate.
• In response to a request by the manager of the Fish and Wildlife Service Desert National
  Wildlife Refuge, a major effort of surveying springs for plant community composition
  and invasive plants provided unique knowledge services by the Weed Sentry program.
  No such baseline information existed for the Sheep Range. …

This paper documents various unresolved issues in using surface temperature trends as a metric for assessing global and regional climate change. A series of examples ranging from errors caused by temperature measurements at a monitoring station to the undocumented biases in the regionally and globally averaged time series are provided. The issues are poorly understood or documented and relate to micrometeorological impacts due to warm bias in nighttime minimum temperatures, poor siting of the instrumentation, effect of winds as well as surface atmospheric water vapor content on temperature trends, the quantification of uncertainties in the homogenization of surface temperature data, …

Motivated by interest and concern over the changing coastline in Maine, this study uses the concept of sense of place to develop an understanding of how a range of users share the resource, and to explore how place meanings are associated with their social experiences and perceptions. The site for this study was the Stonington region archipelago, an area that has not yet experienced the same amount of development as seen on the southern Maine coast, yet one that has witnessed a boom in recreational use and an influx of people from other areas. From 3 April – 21 September 2007, we monitored the distribution, abundance and productivity of the federally Threatened Western Snowy Plover (Charadrius alexandrinus nivosus) along the Oregon coast. From north to south, we surveyed and monitored plover activity at Sutton Beach, Siltcoos River estuary, the Dunes Overlook, North Tahkenitch Creek, Tenmile Creek, Coos Bay North Spit, Bandon Beach, and New River. Our objectives for the Oregon coastal population in 2007 were to: 1) estimate the size of the adult Snowy Plover population, 2) locate plover nests, 3) continue selected use of mini-exclosures (MEs) to protect nests from predators …

Living shorelines represent a shoreline management option that combines various erosion control methodologies and/or structures while at the same time restoring or preserving natural shoreline vegetation communities. A common living shoreline design in Chesapeake Bay includes a low offshore rock sill to absorb wave energy with an emergent wetland landward of the sill to enhance erosion control, provide critical habitat, and improve water quality condition. This report presents the results of striped bass (Morone saxatilis) tagging and monitoring activities in Virginia during the period 1 September 2006 through 31 August 2007. It includes an assessment of the biological characteristics of striped bass taken from the 2007 spring spawning run, estimates of annual survival and fishing mortality based on annual spring tagging, and the preliminary results of the fall 2006 study that documents the prevalence of mycobacterial infections of striped bass in Chesapeake Bay. If Larvae Were Smart: A Simple Model For Optimal Settlement Behavior Of Competent Larvae, Robert J. Toonen, Andrew J. Tyre

Much research has been done on larval settlement cues. Rather than having simple fixed responses to constant environmental stimuli, it seems likely that settlement decisions made by individual larvae should vary depending on the individual and the conditions under which it encounters that cue. Here, we present a simple stochastic dynamic programming model that explores the conditions under which larvae may maximize their lifetime fitness by accepting lower quality habitat rather than continuing to search for superior habitat. Our model predicts that there is a relatively narrow range of parameter values over which larval selectivity among habitat types changes dramatically …

This document is an environmental assessment (EA) of the proposal to modify A.V. Watkins Dam under the Safety of Dams (SOD) Act of 1978 (Public Law 95-578, as amended). The proposed SOD modifications would correct safety deficiencies of the dam without affecting the purpose or benefits of the dam. Specifically, the embankment and foundation of the dam need to be repaired. The repairs are needed to restore the reservoir to full function and to incorporate state-of-the-art defensive measures of controlling seepage within the foundation and embankment. Uganda’s “National Policy for the Conservation and Management of Wetland Resources” was launched in 1995 to promote the protection of Uganda’s wetlands in order to sustain their ecological and socioeconomic functions. Despite the formal policy, wetlands continue to be drained and converted. This report examines factors that account for the divide between the National Wetlands Policy and reality. Six weeks were spent researching the challenges associated with implementing the National Wetlands Policy. The Huon Forest District comprises 762,800 hectares of forests in southwest Tasmania, with 128,900 hectares of that total designated as state forest managed by Forestry Tasmania. These forests are used primarily for wood production, although tourism, carbon storage, leatherwood honey and the specialty timbers industry are competing for access to these forests. This study examines the socio-economic values of these uses and determines whether the Huon Forest District is being utilized efficiently.

Harvests of American eel along the U.S. Atlantic Coast have declined in recent years, and similar patterns have been noted in the Canadian Maritime Provinces as well as in Europe with its congener, A. anguilla (Ciccotti et al., 4 1995). Fishery independent indices of abundance have also shown a decline in American eel populations in recent years (Richkus and Whalen, 1999; Geer, 2003; Montane and Fabrizio, 2006). Possible explanations for this decline include Gulf Stream shifts, pollution, overfishing, parasites, and barriers to fish passage (Castonguay et al., 1994; Haro et al., 2000). In addition, local factors such as unfavorable wind-driven …
