Since the moratorium, there have been no monitoring programs that provided direct assessment of stock recovery until this project began in 1998. The ban on in-river fishing in Virginia remained in effect, creating a dilemma for managers who needed reliable information in order to make a rational decision on when the in-river ban could safely be lifted. To address this deficiency, we proposed a method of scientific monitoring to estimate catch rates relative to those recorded before the prohibition of in-river fishing in 1994. This monitoring program began in 1998 and consisted of sampling techniques and locations that were consistent …

To comply with federal legislation, states throughout the country are replacing old town dumps with a regional system for municipal solid waste disposal.This system includes trash-to-energy incinerators and ash landfills as well as recycling and reduction facilities. While these new types of facilities are expected to be environmentally safer, they have concentrated the disposal process of waste generated throughout the state in fewer locations. State leaders champion the use of newer, cleaner disposal methods, while local community groups complain that they have become the dumping grounds for the state. “A Last Chance For Wilderness”: Defining The Allagash Wilderness Waterway, 1959-1966, Richard W. Judd

Seen in national perspective, the Allagash Wilderness Waterway is arguably Maine's most dramatic environmental accomplishment. The waterway resulted from an extended debate over several mutually exclusive proposals for the north Maine woods— dams to flood it; national parks to preserve it; and recreational schemes to transform it into a Coney Island of the North. In the mid-1960s, a coalition of landowners and conservationists cobbled together a preservation plan that conformed to the 1968 Federal Wild and Scenic River Act but pioneered several unique features that gave the wilderness idea a decidedly “eastern” twist. Christopher Beach argues that Maine's contemporary environmental movement was created in the late 1960s when oil companies seeking sites for new refineries and tanker ports saw the Maine coast as ideally situated for expansion: close to southern New England and the mid-Atlantic coast, but relatively undeveloped and in need of economic re-energizing or so they thought. Hearings and conflict among fishers, state and local officials and politicians, residents (seasonal and permanent) and environmentalists created a long-term debate that in turn spawned a new understanding of Maine as a pastoral landscape for the modern world. Over 75 people braved the wintry weather to attend the Eleventh Platte River Basin Ecosystem Symposium that convened in Kearney on 27 February 2001. Icy roads lead to cancellation of only 2 papers. Seventeen papers were presented and 5 posters were on display. Nebraska Public Radio and NTV News covered the event. The presentations were excellent and participants were well satisfied with not only the program but also the food. This year the symposium broadened its charge to include more discussion on community-based environmental protection, sustainable development, and policy-making. The aims of the hydrogeological study were to assess the characteristics of aquifers within the weathered zone, throughout the Dongolocking Reserves and in the surrounding farmland; provide baseline data on root zone salt store (EM38) and vertical distribution of stored salts (EM38) through the use of ground-based geophysical techniques; identify remnant bush at risk of salinisation; suggest management options to address any observed salinity problems; provide a groundwater monitoring network.

FLUXNET is a global network of micrometeorological flux measurement sites that measure the exchanges of carbon dioxide, water vapor, and energy between the biosphere and atmosphere. At present over 140 sites are operating on a long-term and continuous basis. Vegetation under study includes temperate conifer and broadleaved (deciduous and evergreen) forests, tropical and boreal forests, crops, grasslands, chaparral, wetlands, and tundra. Sites exist on five continents and their latitudinal distribution ranges from 70°N to 30°S.

The Parameterization for Land–Atmosphere–Cloud Exchange (PLACE) module is used within the Fifth- Generation Pennsylvania State University–National Center for Atmospheric Research Mesoscale Model (MM5) to determine the importance of individual land surface parameters in simulating surface temperatures. Sensitivity tests indicate that soil moisture and the coverage and thickness of green vegetation [as manifested by the values of fractional green vegetation coverage (fVEG) and leaf area index (LAI)] have a large effect on the magnitudes of surface sensible heat fluxes. The combined influence of LAI and fVEG is larger than the influence of soil moisture on the partitioning of the surface energy …

Air temperature measurement has inherent biases associated with the particular radiation shield and sensor deployed. The replacement of the Cotton Region Shelter (CRS) with the Maximum–Minimum Temperature System (MMTS) and the introduction of Automated Surface Observing System (ASOS) air temperature observing systems during the NWS modernization introduced bias shifts in federal networks that required quantification. In rapidly developing nonfederal networks, the Gill shield temperature systems are widely used. All of these systems house an air temperature sensor in a radiation shield to prevent radiation loading on the sensors; a side effect is that the air temperature entering a shield is …

Northern bobwhite (Colinus virginianus) and scaled quail (Callipepla squamata) populations have declined throughout most of their distribution, and these declines have become more dramatic in recent years. In this review, we examine the role of predation in quail management. Predation is the major source of nest loss and of mortality for young and adult quail. Mean nest success across studies reviewed was 28%. Estimates of annual survival rates have varied from 5 to 26% for radiotelemetry studies and from 15 to 30% based on age-ratio studies. Breeding season survival estimates ranged from 13 to 51% in telemetry …

Insect-protected crops like Bollgard (Monsanto Company, St. Louis) Bacillus thuringiensis (Bt) cotton are bringing cotton growers new alternatives to broad-spectrum insecticide use in integrated pest management. After five years (1996-2000) of commercial use, a number of benefits of Bt cotton technology to growers, the environment, and society at large have been reported; however, the benefits of the technology have not been examined to date from a holistic point of view. A large number of techniques are available for assessing populations of vertebrates. However, application of many of those techniques to Galliformes is hampered by a variety of constraints. These problems are often magnified by poor understanding of the biology of many species of concern, and an absence of valid estimates of abundance and demographic parameters. Researchers interested in developing estimates of Galliformes populations must address a number of key issues before collecting field data, to avoid biases in the resulting population estimates. General guidance exists for the identification of appropriate population estimation techniques, and a dichotomous key has been developed …

The Atlantic Sea Scallop Fishery In The U.S.And Canada: A Natural Experiment In Fisheries Management Regimes, Robert Repetto

The Atlantic sea scallop fisheries in the U.S. and Canadian offshore waters provide a natural experiment in fisheries management regimes. Starting in 1986, in side by side areas of George’s Bank, Canada adopted a rights-based approach while the U.S. continued with effort controls. Analysis of their experiences shows that the resource has been better maintained in Canada with lower fishing effort, that the Canadian fishing industry has become more prosperous and innovative relative to that in the U.S., and that the Canadian co-management regime is more cooperative. Several species of freshwater unionid mussels in the genus Lampsilis exhibit a remarkable reproductive strategy. Female mussels of these species enclose their larvae in a minnow-like lure, called a ‘superconglutinate’, to attract piscivorous fishes. When a fish attempts to ingest the superconglutinate the lure ruptures and the larvae are released to parasitize the fish. Of the four species of mussel which exhibit this strategy and are endemic to the Gulf Coast drainages of the southeastern United States, three are protected under the Endangered Species Act, and one is recognized as imperilled. The arid Southwest of the United States is confronted with increasing water demands. Past efforts to meet water demand have been directed toward development of scarce water resources. Now the times are changing and conservation programs are being instituted to expand supplies for the growing population. In Las Vegas, the tides are shifting to conservation programs. The Southern Nevada Water Authority (SNWA), an agency comprised of the local water utilities, have united to find new sources of water to feed the growing city. The data inventory developed for the Shoreline Situation Reports are based on a three-tiered shoreline assessment approach. This assessment characterizes conditions in the shorezone observed from a small boat moving along the shoreline. Handheld GPS units record data observations in the field. The three tiered shoreline assessment approach divides the shorezone into three regions:

the bank, evaluated for height, stability, cover and natural protection
