This paper was prepared to set out the proposed direction for compliance and other operational matters under a new management plan for the West Coast Rock Lobster Managed Fishery (the new Management Plan) which is expected to commence operation on 15 January 2013. It is one of two papers being released by the Department of Fisheries (Department) for comment as part of consultation on the development of this legislation, and is designed to encourage public involvement in the changes to the management arrangements for the West Coast Rock Lobster Managed Fishery (the fishery).

The Land Systems of the Kimberley Region Report describes and maps the landscapes, soils and vegetation of the Kimberley region. This report is a consolidation of surveys carried out by different organisations, across different areas of the Kimberley, since the 1940s. The Kimberley region, as defined in this bulletin, covers 330 070km². The report categorises the Kimberley region into 111 land systems. Under each land system, the report identifies the vulnerabilities of those areas, and provides recommendations on how to achieve sustainable use. The discussion paper for a five-year management strategy for the recreational trout fishery (Fisheries Management Paper No. 234) was released for public comment in September 2009. It attracted a moderate level of comment with 17 written submissions being received from a variety of stakeholders. The RFFSS considered these submissions and took into account the issues raised in developing the recommendations contained within this paper.

The purpose of this report has been to investigate potential reallocation mechanisms for the transfer and/or adjustment of catch shares between sectors and the requirements to allow for their implementation, with particular reference to their application in the Western and South Australian rock lobster fisheries. While the report focuses on the commercial and recreational sectors of these fisheries, potentially all non-commercial fishing sectors could be included under a given mechanism in the same manner as that outlined for the recreational sector, subject to the appropriateness of allowing the sector’s allocation to be transferable

We undertook three studies into the potassium requirements of high rainfall pastures: 1. Between 1999 and 2009, soil testing was conducted in 48 dairy paddocks at Vasse Research Centre (VRC) in the south-west of Western Australia (WA). This study will be referred to as the VRC soil test study.
2. Between 2002 and 2007, a potassium experiment was undertaken at Boyanup to improve our knowledge of potassium requirements of intensively grazed ryegrass pastures. This will be referred to as the Boyanup potassium experiment.

During 1999-2009, soil testing for pH (in CaCl2) was used to determine lime application for 48 paddocks at the Vasse Research Centre at Busselton, in the south-west of Western Australia (WA).
Paddocks had been grazed intensively by dairy cows and their young stock over a period of 10 years, as part of the Vasse Milk Farmlets and Greener Pastures farming system projects. Pasture consisted of annual ryegrasses with some subterranean clover. Soils in the 48 paddocks were 1-2 m sand to sandy loam over massive clay, known locally as Abba sand.

We undertook three main studies during the Greener Pastures project:
1. From mid 2005 to late 2008, a farming systems study was undertaken with five rates of nitrogen fertiliser as the main treatment. This study will be referred to as the ‘nitrogen response farmlets’.

Dairy farmers in Western Australia have a long history of being concerned for the environment in which they live and work, from early involvement with Landcare District Committees through to participating in the various programs run in DairyCatch.
They have planted trees, organised soil testing programs, carried out salinity surveys and, more recently, have signed up for effluent, nutrient and irrigation water management programs. Following the setting of a 40 tonne Total Allowable Recreational Catch (TARC) for the Perth recreational abalone fishery, a working group was formed to examine future management options.
The Metropolitan Roe’s Abalone Recreational Fishery Working Group (“the Working Group”) examined historical management, key principles, amenity of fishing, bag limits, license numbers, season length and timing of the season to assist its deliberations. A questionnaire was also sent out to 1,000 abalone recreational licence holders, with 20 per cent of licensees providing a detailed response.

As part of the Outcomes of the Wetline Review released in 2007 (Fisheries Management Paper 224) the then Minister for Fisheries approved the drafting of the Gascoyne Demersal Scalefish Fishery Management Plan (the Plan). The Hon Norman Moore MLC, Minister for Fisheries re-approved those decisions in 2009. The draft Plan will supersede the Shark Bay Snapper Management Plan 1994.

The Shark Bay Prawn Fishery and Shark Bay Scallop Fishery operate in the same general areas of Shark Bay (although there are some differences in their areas of operation). The interrelationship between trawling activities for the two target species (prawns and scallops) has raised both management challenges and industry conflicts over time. To allow for a greater understanding of potential allocation adjustment mechanisms and requirements for their implementation, Western Australia’s Department of Fisheries is exploring potential mechanisms with reference to their application in the Western and South Australian rock lobster fisheries. This project created a regional scale (1:100 000) acid sulfate soil (ASS) hazard map for the Lake Warden and Esperance town areas, using a combination of existing soil-landscape mapping information and elevation data, supported by field observations and laboratory data from 18 soil cores and 29 additional borelogs with descriptive information useful for identifying ASS and potential ASS materials. All data gathered during this project used common standards and protocols developed in Australia for identifying and mapping ASS materials. Climate change has the potential to reshape the Australian wine industry. Regions will be differentially impacted and will respond according to their unique viticultural, environmental, economic and social characteristics. An industry forum and regional workshop series was held in Western Australia focusing on three wine regions: Margaret River, Pemberton and Mount Barker. Fine scale climate information (mesoscale maps) and overviews of current and emerging technologies and resources that can be used by the wine industry to plan for and manage the risks and opportunities resulting from a changing and variable climate were presented.
