Forensic Computing is a new and quickly developing field. It is in the process of becoming an academic discipline or sub-discipline with all the features from full undergraduate and postgraduate course provision to conferences and journals. An important question in this process of turning into an established discipline is whether it will coincide with the recognition of the graduates as professionals. This paper hopes to stimulate the debate as to whether forensic computing is or should be a discipline. Often evidence from a single case does not reveal any suspicious patterns to aid investigations in forensic accounting and other forensic fields. In contrast, correlation of sets of evidence from several cases with suitable background knowledge may reveal suspicious patterns. Link Discovery (LD) has recently emerged as a promising new area for such tasks. Currently LD mostly relies on deterministic graphical techniques. Other relevant techniques are Bayesian probabilistic and causal networks. These techniques need further development to handle rare events. This paper combines first-order logic (FOL) and probabilistic semantic inference (PSI) to address this challenge. Previous research has shown this …

Mixed Signals: Rational-Choice Theories Of Social Norms And The Pragmatics Of Explanation, W. Bradley Wendel

The question of how societies secure cooperation and order in the absence of state enforced sanctions has long vexed law and economics scholars. Recently the concept of social norms--informally enforced rules of behavior--has occupied the attention of a large number of these theorists, who are concerned with understanding why economically rational actors would bother to follow rules whose costs seem to outweigh their benefits. Because of the prestige (or at least trendiness) of law and economics, it seems that now everyone in the legal academy is talking about social norms. Recent changes in federal telecommunications legislation have underscored the importance of an up-to-date and effective telecommunications-use policy in business organizations. With the proliferation of the Internet, intranets, and email as commonplace business tools, the potential for misuse and subsequent liability has become an increasing concern. Even though the recent Supreme Court decision struck down the obscenity provisions of the Communications Decency Act (CDA), it left intact legislation that effectively mandates development of a sound telecommunications-use policy. In addition to potential liability for systems misuse, organizations have also had to address issues of individual employee privacy within the new systems.

A standard problem with the objectivity of social scientific theory in particular is that it is either self-referential, in which case it seems to undermine itself as ideology, or self-excepting, which seem pragmatically self-refuting. Using the example of Marx and his theory of ideology, I show how self-referential theories that include themselves in their scope of explanation can be objective. Ideology may be roughly defined as belief distorted by class interest. I show how Marx thought that natural science was informed by class interest but not therefore necessarily ideology. This paper briefly summarizes the development of the Third United Nations Law of the Sea Conference (UNCLOS III)and the influence that national security had on its development.The missions of the navy as promulgated by Chief of Naval Operations, Admiral Elmo Zumwalt are: Strategic Deterrence;Sea Control; Projection of Force Ashore; and Naval Presence. The effect of the Draft Convention, InformalText (DC IT) provisions in five areas are discussed. These areas are: Transit of International Straits; Archipelagos;the Territorial Sea; the Exclusive Economic Zone; and the Deep Seabed.
