This report is intended to describe, document, and evaluate the approach used in the Utah Multihazards Mitigation Project (UMP) which culminated in the Utah Plan, and to make that project experience available for use by other State and local governments throughout the nation. The report summarizes the planning and decision-making process followed, describes the specific mitigation measures identified, and assesses the transferability of the Utah approach and requirements for its replication by other State and local governments.

The 300-acre Monticello Mill Tailings site is comprised of a 7S-acre inactive uranium and vanadium milling operation and affected peripheral properties in Monticello, San Juan County, Utah. Surrounding land use is rural residential and agricultural. The site overlies a shallow alluvial aquifer, and part of the site lies within the floodplain of Montezuma Creek. Approximately IS-acres of wetlands adjacent to Montezuma Creek also have been contaminated by tailings. In 1940, the site was operated as a vanadium ore-buying station. Milling of ore began in 1942, and a vanadium/uranium sludge product was produced onsite from 1943 to 1944. Onsite uranium milling …

The 19,150-acre Marble Canyon Wilderness Study Area (NV-040-086) was evaluated for mineral resources (known) and mineral resource potential (undiscovered), and field work was conducted in 1987. The acreage includes 6,435 acres that is now designated as part of the Mount Moriah Wilderness under the Nevada Wilderness Protection Act of 1989 (S. 974), most but not all of which is included in 8,300 acres fro which the U.S. Bureau of Land Management requested a mineral survey. The Monticello Vicinity Properties site, also known as the Monticello Radiation Contaminated Properties, is a federally-owned abandoned vanadium and uranium mill area in the city of Monticello, San Juan County, Utah. Land use in the area is residential, however, there is limited commercial use as well. Milling of vanadium and uranium occurred from 1944 to 1960. This document is the final technical report on the first phase of a multiyear archeological program conducted in Canyonlands National Park. Some of the purposes of this project are to gather information for upgrading the park's interpretive program, increase the scientific understanding of Canyonlands' prehistory, and prepare a research design to guide future investigation. Archeological inventory of 4500 acres in the Needles District revealed a previously undocumented Archaic occupation and showed that Formative peoples using the area were primarily the Mesa Verde Anasazi, not the Fremont and Anasazi as previously thought. During December 1979 through August 1980, pilot plants and laboratory facilities were operated at the LaVerkin Springs, Utah site to characterize the water and to evaluate various pretreatment processes and desalting processes. The pretreatment processes studied included aeration-precipitation, lime treatment, lime-soda ash treatment, and lime-ion exchange treatment. Desalting at 80 and 90 percent water recovery levels was studied with both electrodialysis and high pressure reverse osmosis process equipment. Also, a "spiractor" was evaluated at the site as a lime-soda ash reactor and as a calcium sulfate desupersaturator. Data and results obtained from the test program will be used for feasibility …

This handbook contains information on the best current practices to minimize disturbances and adverse impacts of surface mining on fish and wildlife resources. Current state and federal legislation was reviewed to determine those practices which were most compatible with the best technology currently available, fish and wildlife plans, and reclamation plans for the Uinta-Southwestern region of the U.S. The information presented includes risks, limitations, approximate costs, and maintenance and management requirements of each practice. Plans for the restoration of specific habitats, according to the best current practices, are also included.

In situ testing was conducted in the Gibson Dome No. 1 (GD-1) borehole in southeastern Utah at depths ranging from 954 to 1,507 m (3,130 to 4,945 feet). These tests were made in a number of salt strata to measure (1) stress-strain behavior of the borehole (hole "squeeze"); (2) short-term borehole creep; and (3) in situ stresses in salt strata. Laboratory triaxial strength and creep tests were conducted on core removed from GD-1 to provide engineering data under a variety of test conditions (stress state, strain rate, and temperature). This study is a part of the U.S. Department of Energy's (DOE) National Waste Terminal Storage Program (NWTS). The scope of DOE's NWTS responsibilities include providing the technology and facilities to isolate high-level radio-active wastes for as long as the wastes represent a hazard. Emplacement of waste packages in mined geologic repositories deep underground in various types of rock formations is one method being evaluated. North Horn Mountain is part of a deeply dissected plateau in central Utah which is characterized by deep, arrow, steep-walled canyons with local relief of more that 1,000 feet. Geologic units exposed in the North Hort Mountain area range in age from Late Cretaceous to Holocene and contain two mineable seams of Cretaceous coal. The area is in the drainage basin of the San Rafael River, in the Colorado River Basin. Runoff from the mountain is ephemeral. The Utah/western Colorado area of the Rocky Mountain Region has adequate coal and water resources to support additional thermal generation plants beyond those already in service. Also within the region are several sites suitable for large-sized hydroelectric pumped-storage projects for purposes of supplying peaking power. The close proximity of these types of electric generating facilities is desirable in providing offpeak energy during the pumping cycle for the pumped-storage units. Three exploratory drill holes were drilled at Salt Valley, Utah, to study the geologic, physical, geochemical, and hydrologic properties of the evaporite sequence in the Permian Paradox Member of the Hermosa Formation. The results of these studies will be used to help to determine the suitability of salt deposits in the Paradox basin as a storage medium for radioactive waste material.
