Browning Beach is situated on the south shore of Rhode Island just to the west of Matunick. Midway along the barrier beach connecting Green Hill Point and Matunick Point is a narrow strand separating Card's Pond from Block Island Sound. Five homes were built along this section of the barrier beach in the early 1930's. At that time, the homes were situated near the back property lines. Aerial photographs indicate the primary dune system was well established and densely vegetated. The Massachusetts Chapter 91 Waterways Program is a licensing program through which the Commonwealth carries out its responsibilities under the Public Trust Doctrine. It was unclear when this study was undertaken whether public participation in the program development process resulted in a different program than the draft program the state originally proposed in 1986. This qualitative case study was developed based on hundreds of pages of letters, comments and testimony from the public, press clippings and interviews. The primary finding is that public participation, particularly from so-called special interest groups, resulted in a final program which was significantly different from …

Global temperatures are expected to increase as a result of the so-called "greenhouse" effect, causing concern among scientists who fear that the sea level may rise as much as three meters by 2100. Using mid-range seal-level-rise scenarios of 1.5 and 2 meters potential socioeconomic impacts on coastal Bangladesh are discussed. The geography is described point out the spatial extent and magnitude of potential damages. Mitigation banking has been used as a means of facilitating the permit process by removing the negotiation of appropriate mitigation for development from the confines of the permit process. A developer with frequent needs to mitigate for losses associated with Section 404 and Section 10 requirements may, using a mitigation bank, consolidate mitigation and in so doing, potentially reduce mitigation costs. This thesis addresses the potential application of sea-surface temperature (SST) data to economic resource markets. It considers the revolution in technology and the accessibility of timely, accurate SST observations for resource markets. Specifically, it addresses issues related to pelagic fisheries and the fish meal industry. The thesis presents a discussion and overview of the upwelling ecosystem of Peru and the Peruvian anchovy (Engraulis ringens) including quantitative analysis and forecasts for the fishery and fish meal prices. The impact of privately owned sewage treatment plants, a viable alternative to on-site septic systems, is examined in regards to future land-use patterns. It was hypothesized that the use of these facilities would lead to a greater loss of open space, in the coastal City of Gloucester, Massachusetts, than if only conventional on-site septic systems were to be permitted. Constraints to development such as zoning, wetlands, soil characteristics, parcel size, and economic viability were applied to undeveloped property in Gloucester. The armed conflict between Argentina and Britain over the Falkland Islands (Islas Malvinas) early in 1982, resulted in a confusing partition of the maritime area around these islands. The military strategies and policies developed by both countries during and after the war created an unclear situation regarding limits and jurisdictions, thus delaying managerial actions and regulation enforcement over the fishing resources of the area. Several foreign fishing fleets operating in the region at the time, took advantage of the lack of protective legislation and recognized authority, resulting in overfishing of species such as squid and hake. The Rhode Island Marine Debris Pilot Project was initiated in Newport, R.I. during the summer of 1991. The objective of the project was to decrease recreational boaters' contribution to marine debris. Two methods were used to achieve this goal. First, trash and recycling disposal facilities were increased around the harbor. Secondly, educational literature on the environmental consequences of marine debris, and the law that applies to overboard disposal, were distributed throughout the local marine community. The purpose of this study was to describe the waste management practices utilized in randomly selected Iowa public schools overall and stratified by student enrollment. The sample consisted of 100 public schools in Iowa. All public schools with enrollments of 900 or more were chosen. The remaining schools in this sample were selected based on stratified random sampling techniques. A questionnaire was constructed to ascertain the presence and extent of waste management in Iowa public schools. This questionnaire was used as the tool for collecting data. Aspects of the ecology of the cownose ray, Rhinoptera bonasus, in the lower Chesapeake Bay and its tributaries were studied using aerial surveys, biotelemetry, and examination of stomach contents. The Chesapeake Bay was surveyed by airplane during 1986-1989, to examine the distribution of cownose rays and estimate their abundance using line transect methods. Cownose rays resided in Chesapeake Bay throughout the summer months, entering in early June and emigrating in late September. They were usually absent, or nearly so, by late October. Mean monthly abundance ranged from none present in May and November, to a September average of 9.3 &\cdot& …

The western gray squirrel (Sciurus griseus griseus Ord) occur only in the Pacific states and in a small corner of extreme western Nevada. Field studies of aspects of the ecology of the most widely distributed subspecies of western gray squirrel (S. griseus) were conducted at three sites in the ponderosa pine-Oregon white oak zone on the eastern slopes of Mt. Hood, Wasco County, Oregon, between 1981 and 1989. From 1981 through 1987, a Hunter Cooperation Program provided remains of squirrels shot during the annual late summer-early autumn hunting season. Studies were conducted to examine the effects of total length (TL), prey abundance, and water temperature on approximate body composition, condition index, and overwinter survival of young-of-the-year (YOY) largemouth bass Micropterus salmoides in South Dakota. Growth and condition of YOY largemouth bass stocks from South Dakota and Wisconsin were also compared. Study areas included two South Dakota University impoundments (0.8 hectare each), a gravel pit (7. 3 hectare), and laboratory aquaria. Hatchery reared YOY largemouth bass were graded into short (19-45 mm TL) and long (58-135 mm TL) length groups. Overwinter mortality was 78% and 85% in the two impoundments, …

The eggs of the Japanese medaka (Oryzias latipes) were employed in a number of studies to develop a routine, standardized assay which can assess the acute and sublethal impacts of individual toxicants and complex mixtures. The eggs of this Cyprinodont minnow were topically treated with each toxicant or mixture dissolved in membrane permeable dimethylsulfoxide (DMSO) solvent. Nine chemicals were initially evaluated with two, pentachlorophenol (PCP) and tributyltin chloride (TBTCl), subsequently selected for extensive evaluations of salinity tolerance and the accuracy of the topical exposure method for representing a typical immersion exposure. A model of zinc accumulation by the American oyster, Crassostrea virginica, is developed by relating in-situ zinc body burden to time-integration of uptake. Short-term uptake rates are estimated in laboratory by introducing &\sp{lcub}65{rcub}&Zn to oysters of various weights in aquaria with salinities of 18&\perthous& and 12&\perthous&. Uptake of &\sp{lcub}65{rcub}&Zn by an oyster: (1) varies as a power function of the body weight (soft tissue dry weight) of the oyster (&dy\over{lcub}dt{rcub}& = kW&\sp{lcub}\beta{rcub}&), (2) is inversely related to the salinity of ambient water, and (3) increases linearly with ambient concentration. Ontario's blue box has elicited strong arguments from observers on both sides of a debate regarding the recycling programme‘s promotion of social change in the province. Both supporters and critics agree on our eventual need to change from a consumer to a conserver society through the 3Rs of waste management (reduce. reuse. recycle). but they disagree on whether the blue box programme ultimately encourages this change.
