In November 2021, the Mauricio Gastón Institute at the University of Massachusetts Boston partnered with the Woods Hole Group (WHG) to develop a community outreach strategy for the Climate Change Deep Dive Model, Alternative Analysis, and Targeted Outreach & Engagement project in the Point/Palmer Cove neighborhood (El Punto), in the city of Salem, MA. El Punto, including its residents, workers, infrastructure, and development areas, is particularly vulnerable to climate change impacts (such as sea level rise, storm surge, precipitation, and heat waves). The Urban Harbors Institute (UHI), University of Massachusetts Boston assisted the Gloucester Fisheries Commission to conduct a study of commercial dockage in Gloucester Inner Harbor. The study presents a review of existing conditions and expected needs to serve as the basis for the Fisheries Commission to formulate recommendations for ensuring sufficient commercial dockage to support the future fishery. Strategies for the future Gloucester fisheries include measures to increase landings of groundfish, landings of alternative species, and value-added processing.

Most boaters who moor their vessels in Massachusetts waters have traditionally employed free swinging moorings that use heavy bottom chain. In important sensitive habitats such as eelgrass beds, these types of moorings often have negative impacts on the benthic habitat – from the circular movement of the chain around the anchor point, and/or from the anchor itself.

This document objectively describes the different characteristics of conventional moorings versus conservation moorings designed to minimize disruption to the benthic habitat. This report includes discussions on the following topics:

Nantucket’s shellfisheries are significant both locally and nationally. Locally, commercial and recreational shellfishing are critical to the Island’s history, culture, and economy. Nationally, the Island’s largest commercial shellfishery — the Nantucket bay scallop fishery is one of the last wild-harvest bay scallop fisheries in the country, but there is growing concern over the health of the overall population and the sustainability of the fishery. Green Pond is one of a number of coastal ponds in Falmouth. It covers over 135 acres and is an important natural and recreational resource for the people of Falmouth and visitors. Most of the area around the pond is private residential property interspersed with a few commercial businesses and open space. As with other areas of Massachusetts, the tidelands around the pond fall within the jurisdiction of Chapter 91 (the Massachusetts Public Waterfront Act). In this report we provide a framework for implementing ecosystem based management (EBM) and suggest a range of science information tools and their appropriate application to the decision making process. These tools can be broadly classified as modeling tools, decision analysis tools, and indicators. Modeling tools allow the user to organize data, communicate scientific findings to management and stakeholder audiences, and test alternative management scenarios. When used unwisely, however, models can preclude options, present unusable scenarios, generate results in scales that differ from management needs, and impose huge time, data, and technical requirements (Manno et al., 2008). In 2004, Natick submitted a Beneficial Use Determination Application for a restricted use determination by the state Department of Environmental Protection (DEP) for a pilot project to demonstrate that debris collected from sweeping Town roads could be reused to the benefit of the Town. By doing this, the Town would avoid the associated high landfill disposal costs of the sweeping debris, as well as of the cost of disposing excess compost that the Town could now mix with the debris. During the course of this study, 413 boaters, seven pumpout facility operators and a number of state and municipal officials either were interviewed or completed questionnaires focused on the boat sewage pumpout facilities along the South Shore of Massachusetts.

The aims of the boater survey were to:

  • learn how well informed boaters were regarding the location of sewage pumpouts;

This survey provides a preliminary review of the activities of pumpout facilities in the No Discharge Areas of Massachusetts. It highlights areas of concern, identifies potential improvements and focuses further research.

Based on data from Massachusetts Coastal Zone Management, there are 100 pumpout facilities in Massachusetts, located in 56 towns. Of these 52, have one or more pumpout boats. Due to financial limitations and the time available, any attempt to survey all these facilities was beyond the scope of this study. A major effort, costing in the neighborhood of $2 billion, is under way to restore the environmental quality of Boston Harbor. While Boston Harbor is unquestionably one of the most polluted urban estuaries in the world, it is also one of the least understood with respect to the basic physics, chemistry, and biology involved. This information is essential for the purpose of identifying processes that control the transport, effect, and fate of contaminants entering the estuary.
