This paper evaluates whether municipalities with Pay-As-You-Throw (PAYT) programs dispose of less trash per household than municipalities without them. Given how much trash U.S. residents produce, the negative environmental effects associated with trash disposal, as well as how much the U.S. Environmental Protection Agency advocates for PAYT, it is important to closely analyze whether these programs actually do their job. This paper formally analyzes the effects of PAYT programs using the Massachusetts Department of Environmental Protection’s trash disposal data from 2011-2015. After controlling for municipality and time heterogeneity, my analysis shows that PAYT programs reduce trash per household by a …

As the school is already investing in solar power, my study looked at the feasibility of a wind turbine or geothermal heat pump unit on the campus. While there are as yet no wind energy facilities in New England coastal waters, a number of wind turbine projects are now operating on land adjacent to the coast. In the Gulf of Maine region (from Maine to Massachusetts), at least two such projects, one in Falmouth, Massachusetts, and another on the island of Vinalhaven, Maine, began operation with public backing only to face subsequent opposition from some who were initially project supporters. The study presents a review of existing conditions and expected needs to serve as the basis for the Fisheries Commission to formulate recommendations for ensuring sufficient commercial dockage to support the future fishery. Strategies for the future Gloucester fisheries include measures to increase landings of groundfish, landings of alternative species, and value-added processing.

Most boaters who moor their vessels in Massachusetts waters have traditionally employed free swinging moorings that use heavy bottom chain. In important sensitive habitats such as eelgrass beds, these types of moorings often have negative impacts on the benthic habitat – from the circular movement of the chain around the anchor point, and/or from the anchor itself.

To anticipate and adapt to these changes, it is necessary to understand their individual and aggregate impacts on forest growth and composition. We conducted a simulation experiment to evaluate regional forest change in Massachusetts, USA over the next 50 years (2010–2060). Our objective was to estimate, assuming a linear continuation of recent trends, the relative and interactive influence of continued growth and succession, climate change, forest conversion to developed uses, and timber harvest on live aboveground biomass (AGB) and tree species composition. The non-native Asian shore is becoming a dominant species in southeastern Massachusetts beaches. A study was conducted to test whether environmental conditions across beaches in southeastern Massachusetts had an effect on the crab species inhabiting those areas. Although this was the main focus, it was found that the invasive Asian shore crab has had an ecological impact on the native crab populations. Six southeastern Massachusetts beaches (Scituate Beach, Plymouth Beach, Mass Trust Estuary, Ellisville Harbor, Gooseberry Island, and Sandwich Marsh) were visited and crab species were counted in measured sites, generally two sites pe r beach. In this report we provide a framework for implementing ecosystem based management (EBM) and suggest a range of science information tools and their appropriate application to the decision making process. These tools can be broadly classified as modeling tools, decision analysis tools, and indicators. Modeling tools allow the user to organize data, communicate scientific findings to management and stakeholder audiences, and test alternative management scenarios. In 2004, Natick submitted a Beneficial Use Determination Application for a restricted use determination by the state Department of Environmental Protection (DEP) for a pilot project to demonstrate that debris collected from sweeping Town roads could be reused to the benefit of the Town. By doing this, the Town would avoid the associated high landfill disposal costs of the sweeping debris, as well as of the cost of disposing excess compost that the Town could now mix with the debris. During the course of this study, 413 boaters, seven pumpout facility operators and a number of state and municipal officials either were interviewed or completed questionnaires focused on the boat sewage pumpout facilities along the South Shore of Massachusetts.

This survey provides a preliminary review of the activities of pumpout facilities in the No Discharge Areas of Massachusetts. It highlights areas of concern, identifies potential improvements and focuses further research.

Based on data from Massachusetts Coastal Zone Management, there are 100 pumpout facilities in Massachusetts, located in 56 towns. Of these 52, have one or more pumpout boats. Due to financial limitations and the time available, any attempt to survey all these facilities was beyond the scope of this study.
