Winter and summer in-situ measurements of sediment oxygen demand (SOD) and nutrient exchange rates (NERs) were taken from sandy and muddy sediments in Hillsborough Bay during 1986. The summer-mud SOD rate of 0.23 g 02/m2/hr was roughly twice the summer-sand, winter-sand and winter-mud SOD rates. In general, nutrient flux rates into the water column were usually greater from mud relative to sand, and during the summer compared to the winter. Reservations in the application of the SOD/NER data and recommendations for future SOD/NER measurements are discussed.

The final product is a detailed restoration and management plan for three minor tributaries in the Tampa Bay watershed and one general application. It is the intent of the Council to implement all elements of the four plans wherever feasible during Developments of Regional Impact (DRI's) and Intergovernmental Coordination and Review (IC&R) reviews and through coordinat.ion with the DNR gill-net license fee habitat restoration program, as well as local government initiatives. The efforts of the Council's Agency on Bay Management will also be critical in implementing the findings and recommendations of this project.

Preliminary Study Of The Seagrasses In Middle Tampa Bay Between Apollo Beach And Simmons Park, Mangrove Systems, Inc.

Comparison of recent (1986) and earlier (1983) aerial photography indicated that an apparent recovery of seagrasses was occurring on the subtidal shelf north of Simmons Park (Ruskin) and south of Apollo Beach, in Middle Tampa Bay (Fig. 1). This was suggested by the numerous circular patches of grass observed on the offshore portions of the shelf. This observation provided the incentive to undertake a preliminary assessment of seagrass species composition, percent cover, and shoot density along transects in this area. This study was a cooperative effort between the Bay Study Program (City of Tampa) and Mangrove Systems, Inc.

This report identifies the quality and trends of Florida's surface waters, the causes of water quality problems and the present cleanup activities conducted by DER and EPA to improve these problem areas. The assessment was accomplished by analyzing the available STORET water quality data for the 1970-1985 time period (STORET is EPA's computerized water quality data base). Data from approximately 97,000 water quality samples were assessed in this report which necessitated the extensive use of computer analysis. The winter sampling of the sediment nutrient exchange rate study of Hillsborough Bay has been completed. These results constitute the interim report of the winter nutrient exchange sampling of Phase II as described in the Plan of Study submitted to the Florida Department of Environmental Regulation on March 31, 1986. The results include winter SOD rate estimates in sandy and muddy sediments. Results also include winter NER estimates in sandy and muddy sediments for total phosphorus (unfiltered), PO4-P, TKN (unfiltered), NO2-N+NO3-N, NH3-N and organic N. Surface sediments were mapped to determine the approximate boundaries and percent areal coverage of "mud" in Hillsborough Bay. Depth recorder soundings along 29 transects were used in conjunction with sediment grain size analyses form 19 stations to produce a sediment map.

The City of Tampa is planning a study of sediment nutrient exchange rates in Hillsborough Bay, Florida. The study will supply the FDER Water Quality Analysis Section with information to refine the mathematical modeling of Hillsborough Bay for wasteload allocation. The initial effort, Phase I, will produce a map of Hillsborough Bay identifying areas of "sandy" and "muddy" sediments, and to estimate the areal coverage of these sediment types. Man's ever increasing activities in the Elizabeth River, i.e. dredging, disposal of dredged material and waterfront development, have drastically altered the river floor, reshaped the shoreline and changed the circulation. Long-continued dredging of shipping channels, which is fostered by coal export, larger ships, and military needs, has moved 220 million cu yds of sediment since 1870. As a result channel depth has increased 1.8 fold, and maintenance dredging rates have doubled about every 35 years. Open water disposal released 40 million cu yds into Hampton Roads and lower Chesapeake Bay. Landfill buried tributary creeks, moved the waterfront into the river …

The safe disposal of fly ash from power plants remains a concern because of dwindling available disposal sites and potential or actual environmental consequences. During the period from 1957 to 1974, the Virginia Electric and Power Co. station at Yorktown used a mixture of coal and refinery coke for power generation. The fly ash and bottom ash byproducts were disposed of in borrow pits which drain into Chisman Creek, a small estuary near the York River. In 1980 a domestic well near the pits turned green and tests revealed high concentrations of V and Se in some wells. Subsequently, contaminated …

The North pacific fur seals of Alaska's Pribilof Islands have been subjected to commercial harvest for nearly 200 years. The harvest has been regulated under international agreement almost continuously since 1911; first under the 1911 North Pacific Fur Seal Convention, and following that under the 1957 Interim Convention on Conservation of North Pacific Fur Seals. Both Conventions banned pelagic sealing and divided the restricted land harvest among the four member states, the United States, Canada, Japan, and the Soviet Union. Management under the 1911 convention resulted in a steady increase in the severely depleted fur seal herd, restoring the population …

Acid rain is more accurately referred to as acid deposition since acidity is deposited in both the wet and dry form. Acid rain results from the conversion of sulfur and nitrogen gases to sulfates and nitrates, respectively. In the United States, sulfur compounds are responsible for about two-thirds of the acidity in precipitation; nitrogen compounds, one-third. In 1980, man-made sources in the United States emitted approximately 26 million tons of sulfur dioxide and 21 million tons nitrogen oxides. On July 8, 1980, the Galveston district of the U.S. Army Corps of Engineers (Corps) issued the permits required for the construction of an onshore deepwater port. The proposed port expansion project has been the subject of extensive controversy and litigation. The primary conflict has centered on the exclusion of a worst case oil spill analysis, as required by recent Council on Environmental Quality (CEQ) regulations. A rational-deductive approach to this decision leads to the conclusion that the economically and environmentally favored choice would have been to include the worst case analysis in the initial Environmental Impact Statement (EIS). Alum sludge, generated in the processing of surface water .for drinking water supplies, has traditionally been discharged into nearby streams in Virginia and elsewhere. Alum sludge contains aluminum in an insoluble and non-toxic form. There remains concern, however, that alum sludge may have a negative impact on receiving waters.
