In January 2006 CLIR (the Council on Library and Information Resources) formed a committee of advisors to develop strategically directed scholarly communication and preservation agendas that would appeal to and create value for CLIR constituents and the broader communities of stakeholders whose existence is entwined with these two topics. This report represents the findings as presented by Ann Okerson (the committee leader) and the committee findings between mid-January and late March 2006, identifying possible directions and studies to be pursued in CLIR's scholarly communication programs over the next three years.

Nationalism appears to be part of the human condition; it may well be related to the human tendency toward tribalism. Whatever the case, nationalism appears to be a permanent feature on the global landscape. Globalization, while not a new phenomenon by any means, seems to be having a tremendous dilutory effect on the sovereignty of states; it now appears to be carrying the assault to the cultural frontiers of nationalism. Unlike the Westphalian constructs, however, nations will not so easily succumb. Investigating Omitted Variable Bias In Regression Parameter Estimation: A Genetic Algorithm Approach, Lonnie K. Stevans, David N. Sessions

Bias in regression estimates resulting from the omission of a correlated relevant variable is a well known phenomenon. In this study, we apply a genetic algorithm to estimate the missing variable and, using that estimated variable, demonstrate that significant bias in regression estimates can be substantially corrected with relatively high confidence in effective models. Our interest is restricted to the case of a missing binary indicator variable and the analytical properties of bias and MSE dominance of the resulting dependent error generated vector process. These findings are compared to prior results for the independent error proxy process. Simulations are run …

Ghost-busting, or less colloquially, anti-Cartesianism or non-representationalism, is a loose and internally fluid coalition (philosophical and empirical) comprising Dynamical, Embodied, Extended, Distributed, and Situated (DEEDS) theories of cognition. Gilbert Ryle – DEEDS’ anglophonic masthead [1] – supposedly exorcised the Cartesian propensity to postulate mind as an apparition-like entity somehow situated in the body. Ryle’s behaviouristic recommendation was, that just as we don’t see the wind blowing but only see the trees waving, so too should we conceive intelligence as manifest though action. Since its first inception in the debate on the relationship between environment and growth in 1992, the Environmental Kuznets Curve has been subject of continuous and intense scrutiny. The literature can be roughly divided in two historical phases. Initially, after the seminal contributions, additional work aimed to extend the investigation to new pollutants and to verify the existence of an inverted-U shape as well as assessing the value of the turning point. In this paper we specify and estimate different Markov-switching (MS) regime autoregressive models. The empirical performance of the univariate MS models used to describe the switches between different economic regimes for the G-7 countries is in general not satisfactory. We extend these models to verify if the inclusion of asymmetric oil shocks as an exogenous variable improves the ability of each specification to identify the different phases of the business cycle for each country under scrutiny.
