The Regis University Networking Lab Practicum (NLP) allows MSCIT graduate students the opportunity to gain hands-on experience in IT topics in a controlled computer network environment. The NLP also introduces students to a wide range of external IT projects such as the Volunteer System Project. The Volunteer System Project was the construction of a database system for a non-profit organization. The Volunteer System captures all of the personnel data, work time and project affiliation information and is a critical tool in managing and maintaining a successful volunteer workforce. A Transformational Communications Architecture (TCA) has been proposed by the US government with the goal of creating "an Internet in the sky." This thesis presents a framework which places user requirements at the heart of routing and topological decision-making within the TCA. It provides new terminology to describe data transmissions and link characteristics and an approach to formulating cost functions to better meet user needs. The framework is intended to stimulate interest and focus efforts on how to meet military specific requirements by taking advantage of the TCA's diverse capabilities and topology. The Applications Service Provider (ASP) arrangement has engendered a revolution in the area of corporate information technology (IT) by transforming software from a packaged off-the-shelf product to an on-line virtual service.

The focus of this study is to establish a sound mathematical foundation for evaluating software rental agreements (embedding exit flexibility) by incorporating a real options framework (based upon the Black-Scholes approach) into the traditional capital budgeting technique. It is difficult to achieve mutual understanding of complex information between individuals that are separated geographically. Two well-known techniques commonly used to deal with this difficultly are collaboration and information visualization. This thesis develops a generic flexible framework that supports both collaboration and information visualization. It introduces the Collaborative Visualization Environment (COVE) framework, which simplifies the development of real-time synchronous multi-user applications by decoupling the elements of collaboration from the application. Over the past two decades computers in research and development organizations have become a complex and integral part of the work process. Yet to date only a handful of systematic investigations have addressed issues involving scientists' or other professionals' use of computers, and very little is known about factors influencing use (Bikson and Gutek, 1983; Blacker and Brown, 1986; Collopy, 1988; Gasser, 1986; Helander, 1985; Nickolson, 1985; Pope, 1985).
