Three Essays On Veterinary Drug Maximum Residue Limits, Akinbode Okunola

This dissertation consists of three essays: the first examines the prevalence of veterinary drug maximum residue limits (MRLs), the regulatory behavior of countries in setting these MRLs, and the degree of country-level compliance with international standards of Codex Alimentarius (Codex). The second evaluates the extent to which compliance with international standards across countries can help to manage potential transmission of resistant bacterial from animals to humans through consumption of contaminated meat, dairy and aquaculture products. The third focuses on how differences in regulatory standards across countries can impact international trade in the global beef, pork, and poultry markets.

Simparica TRIO®, a canine endectocide manufactured by Zoetis, contains sarolaner, moxidectin, and pyrantel pamoate salt in an orally administered chewable tablet. These compounds are all toxic to both cats and dogs in sufficient amounts. As Simparica TRIO® rises in popularity among pet owners, Felis catus (felines, cats) in multi-pet households (households with both cats and dogs) are at increased risk of overdosage and toxicosis from accidental ingestion of Simparica TRIO® due to their smaller weight.

Although there is extensive evidence of declines in the American Kestrel (Falco sparverius) population across North America, the cause of such declines remains a mystery. One hypothesized driver of decline is anticoagulant rodenticide (AR) exposure, which could potentially cause mortality or reduced fitness. We investigated AR exposure in wild American Kestrels in Utah, USA. We collected and tested for AR residues in liver samples (n = 8) from kestrels opportunistically encountered dead and in blood samples (n = 71) from live wild kestrels, both nestlings and adults. Many antibiotics and medications used in the treatment of animals have a withdrawal time; residues are a concern for the meat industry. The most recently published 2009 USDA-FSIS Residue Program Data Report listed 135,389 Inspector-in-Charge-Generated (IICG) residue samples from 43,142,500 beef and dairy cattle inspected that year at harvest. Of these samples, 1,306 contained violative antibiotic residues and 327 violative flunixin meglumine residues. Two classes of antimicrobials comprised over half of the documented violative antimicrobial residues (beta-lactams that include ceftiofur and sulfa drugs that include sulfadimethoxine). While the violative residue rate seems small, violative residues are unacceptable. Management of carcasses …
