School attendance is universal in the Bangladeshi Association for Life Skills, Income, and Knowledge for Adolescents (BALIKA) study area, but the persistence of early and child marriage leads to high dropout rates among girls. Compulsory primary education is free in Bangladesh, and policies to improve access to schooling are generally credited with universal schooling at young ages. Only 1 percent of 12–15-year-olds have never attended school compared to 9 percent among 15–18-year-olds in the study area. The recent expansion of educational opportunity presents new challenges. Despite government commitment to universal secondary education in India, few adolescents transition to and successfully complete secondary education. In India, limited efforts have been directed at parents to promote positive attitudes toward education and school completion. Recognizing the need for identifying effective intervention strategies to engage parents and communities to promote secondary education for girls, the Population Council and partners are pilot-testing an intervention to support adolescent girls’ transition to and retention in secondary education. During the 30+ years that the Population Council has been operating in Egypt, Council researchers have examined many facets of young people’s lives, including conducting nationally representative surveys in 1997, 2009, and 2014. This research has documented the marginalization of Egyptian women in the public sphere, including the labor market, as well as gender inequities in mobility and access to schooling. Neqdar Nesharek is a social and economic empowerment program that evolved in response to this research and from the Council’s experience over the last few years working closely with out-of-school girls in Upper Egypt via the Ishraq program. The recently launched Rashtriya Kishor Swasthya Karyakram (RKSK) health program seeks to enable all adolescents and youth to realize their full potential by making informed and responsible decisions concerning their health and well-being and by accessing the services and support needed to implement their decisions. To realize this vision, the RKSK framework acknowledges that the strengthening of Adolescent Friendly Health Clinics (AFHCs) and the provision of correct knowledge and information through counseling services are two of its seven critical components. The Adolescent Development and Participation (ADAP) program is UNICEF Nepal’s endeavor to inform the design and implementation of an evidence-based program for adolescents. This ADAP Baseline Study Final Report documents the first comprehensive study of the lives of adolescents in 15 districts of Nepal with high levels of child deprivation where UNICEF is focusing its intervention. The ADAP Baseline Study is aligned with the National Plan of Action for Holistic Development of Adolescents launched in 2013, and highlights the sociocultural and behavioral aspects of adolescents in six domains: Education and Skills; Livelihoods and Financial Literacy; Enabling and Protective Environment; Gender …

Most mainstream HIV-prevention programs focus on increasing knowledge related to HIV transmission and risky sexual behaviors. These initiatives often do not take into account gender issues or power dynamics, nor do they address the risk that marital partners face within their relationships. Such programs assume that marriage is a safe haven for women and that their HIV risk is minimal. Understanding factors that place minor girls at risk of being trafficked for commercial sexual exploitation (CSE) and the consequences of trafficking for their health and life-course trajectories is limited by the scattered evidence available on these issues. The role of various stakeholders in trafficking, namely, families, traffickers, and brothel owners, and the role of law enforcement agencies in preventing it are also poorly understood. In the early 2000s, the Population Council collaborated on the first rigorously evaluated program in Africa to delay the age of marriage and support girls married as children. Berhane Hewan (Light for Eve) targeted married and unmarried girls aged 10–19 in rural areas of Amhara. The program’s four components—community conversations to raise awareness and address cultural and social norms, provision of school supplies to remain in school, conditional asset transfer to address economic incentives to marry girls, and girls’ mentoring groups—were based on formative research and consultations with local leadership. The theory of change behind the Adolescent Girls Empowerment Program (AGEP) posits that adolescent girls are empowered by acquiring social, health, and economic assets. Girls can draw on these assets to reduce vulnerabilities and expand opportunities, thereby increasing their likelihood of completing school, delaying sexual debut, and reducing the risk of early marriage, unintended pregnancy, acquisition of HIV, and so on. AGEP serves vulnerable adolescent girls in Zambia aged 10–19 in two age cohorts: 10–14-year-olds and 15–19-year-olds. Approximately one in eight of the world’s population is a girl or young woman aged 10–24 and attention is increasingly focusing on the central role of adolescent girls in achieving global health and development goals. Areas of focus by the development field include girls’ education, health, child marriage, and the experience of violence. This study analyzes the educational and health impacts of a program for slum-dwelling girls, including child domestic workers and rural-urban migrants. The Population Council and partners are working on a program to generate evidence on what works to prevent child marriage in Bangladesh. This report is an integral part of the program and presents evidence from a baseline study conducted in three districts in southern Bangladesh. The study documents data from a survey conducted in 96 villages on education, livelihoods, sexual and reproductive health, and social life. There is a recognition in India’s policies and programs of the need to actively engage parents in enabling their adolescent children to make safe and healthy transitions to adulthood. The Population Council, in partnership with CEDPA India, initiated an intervention project for parents of adolescents aimed at developing and testing a program to foster closer relationships between parents and their adolescent children. Previous studies have suggested ways in which the seclusion of Bangladeshi women by purdah exerts a strong influence on girls’ lives. The Expanding the Evidence Base on Comprehensive Care for Survivors of Sexual Violence in sub-Saharan Africa program was a four-year agreement between the Swedish-Norwegian Regional HIV and AIDS Team for Africa, Embassy of Sweden, Lusaka (the S-N Team), and the Population Council. From 2009 to 2013, the program sought to mitigate the impact and incidence of sexual and gender-based violence (SGBV) in sub-Saharan Africa by strengthening the capacities of medical, legal, and justice sectors to care for survivors of such violence. Vouchers, a demand-side financing (DSF) instrument for health-care services, were introduced in Bangladesh in 2006. The DSF program grants vouchers to pregnant women to receive free antenatal, delivery, and postpartum care services as well as free medicine, and financial assistance is provided for transportation. Deliveries with skilled service providers are financially incentivized and providers are reimbursed for their services from a special fund. After piloting DSF initially in 21 subdistricts (upazilas), the government expanded it to another 12 upazilas in 2007 (the second phase), and in its third phase in 2010 the program was expanded to another 11 upazilas. Obstetric fistula is a maternal morbidity condition that occurs in some low-income countries and is caused by prolonged obstructed labor that results in a hole between the vagina and the bladder or rectum through which urine or feces leak. Unrepaired fistula can lead to lifelong ostracism, stigma, and shame. Obstetric fistula is preventable and treatable, but women in these countries experience delays in seeking repair due to a number of factors including awareness of their condition as well as the potential for treatment, resources necessary for seeking care, lack of skilled fistula surgeons, and long hospital waiting times. The concept of accountability is increasingly important in the family planning (FP) and reproductive health (RH) field. While much recent discussion has focused on developing global or national-level mechanisms for accountability, less emphasis has been placed on understanding the relevance of “social accountability” approaches for ensuring access to, and quality of, FP/RH services. Social accountability refers to the efforts of citizens and civil society to scrutinize and hold duty bearers (politicians, government officials, and service providers) to account for providing promised services, actions most often at the subnational or community level. The Evidence Project, in collaboration with the Evidence to Action Project, the Health Policy Project, and MEASURE Evaluation convened a meeting to discuss research gaps related to scale-up. The concept of accountability is important in the family planning (FP) and reproductive health (RH) sector, building on a rich history of community involvement and civil society participation. There are three categories of FP/RH accountability initiatives: tracking donor and government financial commitments, tracking national-level program implementation, and tracking service-delivery outcomes. The third category, often referred to as “social accountability,” includes the efforts of citizens and civil society to scrutinize and hold duty bearers to account for providing promised services, most often at the subnational or community levels. Developing countries, especially in sub-Saharan Africa, have disproportionately high unmet contraceptive needs compared to other regions, and especially high levels of unmet need for spacing pregnancies. To address some of sub-Saharan Africa’s barriers to effective contraception, there is renewed focus on new methods that offer greater ease of use. New methods under investigation would not require daily action, their use would be controlled by women themselves, and they would require no medical providers or significant health-system infrastructure for service delivery. Despite widespread use, the majority of indicators proposed as measures of the quality of maternal health services have not been sufficiently validated. To help accurately track progress toward national and global maternal health goals, the present study sought to validate and identify a set of maternal health indicators that can be practically applied in facility and population-based surveys. To evaluate the indicators, the study employed a facility-based design. The study was conducted in public/government hospital facilities in Kenya and Mexico. Ghana has made significant progress toward reducing the maternal mortality ratio but the rate is still unacceptably high. Up to 26 percent of married Ghanaian women have unmet need for family planning and one in four currently married women is using a modern contraceptive method.
