The recently approved dissemination strategy of the Population Council's ANE OR/TA Project aims to improve the communication process for diffusing study results, enhance their utilization, and institutionalize the operations research communications methods in each of the ANE OR/TA countries. A communications needs assessment was conducted to re-examine the target audiences, define the type of messages each responds to best, identify the most appropriate mix of media for transmitting those messages, and consolidate linkages with other communications professionals working within related fields. The Indonesia Norplant® Removal Assessment Study was prepared for the World Bank and USAID/Indonesia. All women interviewed had Norplant (contraceptive implant) inserted for five or more years before the interview. For the entire sample, 8.2 percent had not yet had Norplant removed at the time of the interview. This report indicates a very high continuation rate for each Norplant insertion cohort from 1987 through 1991. Almost all Norplant users continue through the fourth year. Between the end of the fourth year and the end of the fifth year, there is a sharp drop in use from 90 percent to 66 …

In the past eight years, many operations research (OR) programs were implemented in Indonesia to increase the availability, accessibility, and acceptability of services desired by family planning (FP) users. OR has also been employed to improve quality and sustainability by studying the performance, efficiency, and effectiveness of services delivered by providers. Nonetheless, relatively little is known about the true effects of OR studies in identifying and solving program problems in order to support the planning and coordinating of a particular program. Following the International Population and Development Conference in Cairo, there has been widespread consensus in the international community that family planning (FP) programs must be people-centered and focus not just on contraception, but on the reproductive health (RH) of men and women throughout their lives. This policy brief reviews the research and policy implications of promoting the Lactational Amenorrhea Method (LAM) as a component of FP counseling in India. A population-based study was conducted to determine the prevalence and pattern of abortion use among women in two communities of Nigeria. The results show a high frequency of reports of unwanted pregnancy and induced abortion among the women. Furthermore they suggest that detailed information can be obtained on abortion in areas with restrictive laws if a sensitive approach to interviewing is adopted. The results presented in this report have implications as the Nigerian government begins designing a set of realistic policies and programs to address the high rate of morbidity and mortality associated with induced abortion in that country. In February 1996, IPPF/WHR and the Population Council’s Ebert Program on Critical Issues in Reproductive Health jointly hosted a meeting on the challenge of incorporating sexuality into family planning. This report was compiled after organizers concluded that the ideas and strategies presented during the meeting merited wider recognition and debate within the family planning field. The meeting examined five myths that have prevented family planning and reproductive health services from dealing directly with issues of sexuality and gender. This report presents the results of interviews conducted with 60 trained DMPA service providers from seven of the ten local government units (LGUs) covered by Phase I of the Philippine Department of Health's DMPA Reintroduction Program. DMPA, or Depot-medroxyprogesterone acetate, is an injectable contraceptive commonly known as Depo-Provera. The interviews were undertaken as part of the DMPA Monitoring and Follow-up Studies sponsored by the Population Council under the Asia and Near East Operations Research and Technical Assistance (ANE OR/TA) Project. This study involved secondary analysis of a substantial set of 1987–88 focus group data from Bangladesh’s Matlab Thana, where the Family Planning and Health Services Project was underway since 1977. The project was highly successful in increasing family planning (FP) acceptance and provided a rich research base for studying the diffusion of FP and its effects. The study involved 36 focus groups with fieldworkers, community women, husbands, educated women, and community leaders. In Bangladesh, contraceptive commodities are received at the peripheral level (thana and below) from thana stores on a monthly basis by using the “pull” system. It is expected that at any point in time a worker or a center at the peripheral level will have a two-to-three-month stock of contraceptives. Many surveys/studies have indicated, however, that stockouts of contraceptives are quite frequent. To investigate an improved system of contraceptive distribution, a three-cell experimental study was undertaken.
