In Bangladesh, where efforts to prevent child marriage have focused on the enforcement of laws and policies, little research exists on what approaches work best to delay marriage and why. To help fill this evidence gap, in 2012 the Population Council and partners embarked on a four-year study to understand whether skills-building approaches to empower girls can delay marriage in three districts in southern Bangladesh where child marriage rates are high. The BALIKA project reported here is the first rigorously evaluated study to provide evidence on approaches to delay child marriage in Bangladesh. BALIKA results show that programs that educate …

Data presented in this Bangladeshi Association for Life Skills, Income, and Knowledge for Adolescents (BALIKA) fact sheet, “Highlight on Gender and Rights,” reveal that attitudes about gender equitability differ across domains and by the background characteristics of respondents in terms of education, marital status, and age. Those who are married, less educated, and young are less aware of gender equality and rights including domestic violence, autonomy, and confidence. The data suggest specific areas where interventions may produce positive outcomes. The Population Council and partners are working on a program to generate evidence on what works to prevent child marriage in Bangladesh. This report is an integral part of the program and presents evidence from a baseline study conducted in three districts in southern Bangladesh. The study documents data from a survey conducted in 96 villages on education, livelihoods, sexual and reproductive health, and social life. The program, which offers skills development for girls who are at highest risk and live in impoverished areas of the country with the highest child marriage prevalence, explores the potential benefits of investing in …

Previous studies have suggested ways in which the seclusion of Bangladeshi women by purdah exerts a strong influence on girls’ lives. School attendance is universal in the Bangladeshi Association for Life Skills, Income, and Knowledge for Adolescents (BALIKA) study area, but the persistence of early and child marriage leads to high dropout rates among girls. Compulsory primary education is free in Bangladesh, and policies to improve access to schooling are generally credited with universal schooling at young ages. Only 1 percent of 12–15-year-olds have never attended school compared to 9 percent among 15–18-year-olds in the study area. The recent expansion of educational opportunity presents new challenges. There are few income-earning opportunities for adolescent girls in the Bangladeshi Association for Life Skills, Income, and Knowledge for Adolescents (BALIKA) study area, and livelihoods opportunities vary considerably by economic status and education. The ability to acquire livelihood-relevant skills, networks, and work experience during adolescence can be an important predictor of productive capacity later in life. However, across the study districts, the proportion of adolescent girls who are working is low. Most girls work as tutors or are engaged in the agricultural and poultry sector. In the early 2000s, the Population Council collaborated on the first rigorously evaluated program in Africa to delay the age of marriage and support girls married as children. Berhane Hewan (Light for Eve) targeted married and unmarried girls aged 10–19 in rural areas of Amhara. The program’s four components—community conversations to raise awareness and address cultural and social norms, provision of school supplies to remain in school, conditional asset transfer to address economic incentives to marry girls, and girls’ mentoring groups—were based on formative research and consultations with local leadership. In Bangladesh, marriage marks the beginning of sanctioned sexual activity as well as increased social isolation. When girls are not in school, they miss the opportunity to interact with same-age peers and form social networks. They may be less likely to gain skills and knowledge and have less earning power. Married adolescents have poorer sexual and reproductive health knowledge and more unequal gender attitudes. Young girls who are married to much-older men are in a disadvantaged position to negotiate in their marital home. This research brief describes girls' experience of early marriage, education, and sexual behavior in the Tabora region of Tanzania. Research shows that a considerable proportion of girls married early, have only limited discussions on health issues with their spouses, experience intimate partner violence, and have high unmet need for family planning. Tabora Development Foundation Trust, in partnership with the Population Council, is implementing strategies—including community awareness, support to get girls back into school and keep them there, and conditional transfers—to increase marriage age in the rural Tabora region. Eradicating child marriage has long been on the agenda of the United Nations and of individual countries. Indeed, all countries where child marriage occurs are signatories to international charters and covenants that discourage the practice. Despite these agreements, marriage before age 18—often without the young bride’s consent—persists. Population Council researchers are seeking to prevent child marriage and support married girls in several countries, including Bangladesh, Burkina Faso, Egypt, Ethiopia, Guatemala, India, Kenya, Nigeria, and Vietnam. In the next ten years, if current patterns continue, more than 100 million girls will marry before the age of 18, according to Population Council analyses of United Nations country data. Child marriage—any marriage that occurs before age 18—is considered a human rights violation by international convention. Marriage transforms virtually all aspects of girls’ lives. Typically, girls who marry are moved from their familial home and village, lose contact with friends, initiate sexual activity with someone they barely know, and soon become mothers. In 2001, UNICEF initiated a pilot intervention to test whether livelihoods opportunities could ameliorate early marriage and other adverse outcomes for girls in rural Bangladesh. Kishori Abhijan (“Adolescent Girls’ Adventure”) aimed to lower school dropout rates, increase girls’ independent economic activity, and raise the age at which girls marry. Life-skills training consisted of enhancing self-esteem and leadership skills and providing education related to gender roles and discrimination, health and nutrition, and legislation and legal rights, particularly early marriage and girls’ and women’s rights. Ethiopia has extremely high rates of child marriage and an HIV epidemic that disproportionately affects females. In the rural Amhara region, 50 percent of girls are married by age 15 and 80 percent are married by age 18. Researchers conducted a survey of more than 1,800 adolescents in the Amhara Region. Based on the findings, in 2004 the Amhara Regional Bureau of Youth and Sports and the Population Council created the Berhane Hewan (“Light for Eve”) project. The program presented in this case study, the Association for the Struggle Against Violence Against Women (ALVF, from its name in French) in Cameroon, provides counseling, language and literacy training, economic support, and empowerment activities for girls who have fled (or been thrown out of) early or forced marriages to help them overcome their adversities. Early marriage occurs frequently in rural areas of Burkina Faso and curtails girls' ability to complete their education and fulfill their potential. Once married, girls tend to be less mobile and have limited social networks compared to unmarried girls, and married girls are expected to begin childbearing almost immediately. Given their young age, pregnant adolescents may be at risk of complications during childbirth. Despite the large number of married girls and girls at risk of early marriage in Burkina Faso’s rural areas, few programs address the issue of early marriage directly. This working paper examines the influence of household poverty experienced during early childhood on early marriage and outcomes in schooling and workforce participation during adolescence for girls in Nepal. Much of the evidence concerning these relationships is drawn from cross-sectional data that cannot be used, and has not been able, to address causality. This Population Council study uses longitudinal data from the Nepal Living Standards Survey (NLSS), a two-wave panel in which the waves were conducted eight years apart to address these questions. Analyzing the data by household-wealth quintiles reveals surprisingly nonlinear results indicating that these associations are largest for …

To better understand the lives of adolescents in rural Ethiopia, researchers conducted a survey of adolescents in Amhara Region. The study found that many girls experienced early, unwanted arranged marriages, resulting in early unwanted sexual initiation and pregnancy, as well as social isolation in new marital homes. Based on the findings of this study, the Population Council and the Ethiopian Ministry of Youth and Sports created a program to support girls who are married early, with a view to increasing their social networks, improving their ability to protect themselves from HIV/AIDS, and supporting their reproductive health. The development of a context-appropriate program to delay marriage in rural Ethiopia took place over many years and in stages. The program that ultimately became known as “Berhane Hewan” was developed by building an evidence base of understanding on the populations being served and developing partnerships between the Population Council and like-minded agencies with complementary expertise.
