This consultation paper has been prepared to support the statewide strategic review of Western Australia’s (WA) charter fishing sector, which was initiated as a government commitment.
The paper details issues and proposals relating to the management and licensing framework, development opportunities and representation model for the charter fishing industry. The proposals have been developed in consultation with the Charter Review Working Group. The Department of Primary Industries and Regional Development (DPIRD) now seeks comment from relevant stakeholders on the issues and proposals outlined within this paper.

Consistent with national trends, the Department of Primary Industries and Regional Development (DPIRD) is transitioning to the globally recognised Stock Synthesis (SS) platform to support more robust, transparent, and internationally aligned assessments. To ensure this transition remains scientifically sound, DPIRD commissioned an independent expert review in 2025, following a previous review in 2024. In Western Australia (WA), stock assessments for key demersal species, including snapper and red emperor, have traditionally used bespoke integrated models developed in-house by the Department of Primary Industries and Regional Development (DPIRD). In line with other Australian jurisdictions, DPIRD is transitioning to Stock Synthesis (SS) as its primary platform for integrated stock assessments of WA finfish. Ongoing monitoring of recreational fisheries in the Perth Metropolitan zone is essential to ensure the sustainable use of fisheries resources. Surveys of shore- and boatbased recreational fishers within the Metropolitan zone of the West Coast bioregion provide information on human dimensions and catch-per-fisher as well as mean length and weight of key recreationally caught species. For shore-based fishers, estimates of fishing effort, catch and harvest are also presented for key nearshore species. What are the main findings?- Four spectral indices were identified as important for the quantification of seagrass within and adjacent to the MSC-certified Western Australia Enhanced Greenlip Abalone Fishery. The Normalised Difference Aquatic Vegetation Index (NDAVI) and Depth Invariant Index of the blue and green bands were the most important indices.
- Similar seagrass cover and distribution were observed inside and outside of the fishery area of operation.

The wild-catch fishing industry plays a significant role in Western Australia’s economy, particularly in regional communities. This report summarises the economic contribution of the commercial wild-catch fishing sector in 2024, based on REMPLAN’s input-output (I-O) modelling methodology and DPIRD data and analysis. This report focuses on key economic indicators including total economic output, gross value added (GVA), and employment (FTEs).

Harvest strategies for Western Australia’s (WA) aquatic resources are formal documents developed to support decision-making processes that ensure the outcomes are consistent with the principles of Ecologically Sustainable Development (ESD; Fletcher 2002a) and Ecosystem Based Fisheries Management (EBFM; Fletcher et al. 2012). Harvest strategies are a key component of all contemporary fishery management systems and a requirement for certification under the Marine Stewardship Council (MSC). The objectives of ESD are reflected in the objectives of the Fish Resources Management Act 1994 (FRMA).

The Mid-West Scallop Resource (Resource) is only accessed by the Abrolhos Islands Mid-West Trawl Managed Fishery (AIMWTMF). The AIMWTMF is the second largest scallop fishery in Western Australia. Access is limited to the 10 licences granted to access the Resource, which are managed through a range of, gear controls, catch rates and seasonal closures. They access saucer scallops, Ylistrum balloti (formerly Amusium balloti) using otter trawls fished over predominantly sand. The fishery was certified by the Marine Stewardship Council in 2021, with the fishery entering re-certification in 2026.

Marine waters along the Western Australian coastline are characterised by low ecosystem productivity and high species diversity of fishes. With over 3,000 known species comprising estuarine, nearshore, demersal and pelagic fishes in the region, many contribute to important commercial and recreational fisheries (Lenanton et al. 1991; Molony et al. 2011; Newman et al. 2018). The Pilbara Demersal Scalefish Resource (PDSR) includes over 60 demersal scalefish species. The resource is accessed by the Pilbara Trap Managed Fishery, Pilbara Fish Trawl (Interim) Managed Fishery, and the Pilbara Line Fishery (PTMF, PFTIMF & PLF respectively) as well as the recreational and charter fisheries.

Obtaining reliable estimates of the effective number of breeders (Nb) and generational effective population size (Ne) for fishery-important species is challenging because they are often iteroparous and highly abundant, which can lead to bias and imprecision. Seismic studies are conducted to investigate subterranean structures for, among other things, indications of petroleum and mineral deposits. Within the marine environment, these studies use sub-surface airguns to create powerful sound waves that penetrate the substrate, with their variable reflection time and strength being used to model seabed densities, structure, and composition. There is a growing body of work examining the effects of seismic surveys on marine fauna, primarily marine mammals and to a lesser extent fishes and invertebrates. Recently published studies on the southern rock lobster have shown these intense sound waves can affect lobster physiology and short-term behaviour. …

Currently, little information exists describing the population structure of great hammerhead sharks (Sphyrna mokarran) in Australian waters. Aims
This study used single nucleotide polymorphisms to investigate fine-scale population structure in S. mokarran across the Indo-Pacific. Methods
DNA was extracted from 235 individuals across six Australian locations and a Red Sea outgroup. Population parameters were calculated and visualised to test structuring across locations. Key results
No fine-scale population structuring was observed for S. mokarran across the Indo-Pacific. However, population structuring occurred for all Australian locations when compared to the Red Sea outgroup. Conclusions

On 27 October 2023, the Department of Primary Industries and Regional Development (DPIRD, Department) convened an ecological risk assessment (ERA) of the fisheries that access the statewide Cephalopod Resource (Resource), which comprises a range of octopus, squid and cuttlefish species. This document contains the background information used to support the ERA risk scoring process, and a summary of the workshop discussions that were relevant to the risk scoring. The Temperate Demersal Gillnet and Demersal Longline Fisheries (TDGDLF) are one of the main commercial shark fisheries in Australia. Most fishers in the TDGDLF use demersal gillnets to target sharks with scalefish taken in smaller amounts. Demersal longlines are also permitted but are not widely used. Demersal gillnets are size selective, but they do not necessarily discriminate among species, catching target and non-target species.

Northwestern Australia is thought to have some of the world’s last remaining viable sawfish populations, although little quantitative data exists on their status or trends. This study examined 17 years of logbook bycatch records (n = 815) for green sawfish Pristis zijsron and narrow sawfish Anoxypristis cuspidata from a trawl fishery operating on the Australian North West Shelf. Incidental sawfish captures by the fishery are rare, occurring approximately once every 75 trawls (~199 trawl hours). Harvest strategies are utilised in the management of fishery resources globally. Critical to their success is harvest strategy evaluation, whereby future performance is assessed through projection modelling. Using the observed relationship between a puerulus settlement index and model-estimated recruitment, we evaluated a southern rock lobster (Jasus edwardsii) harvest strategy in South Australia. Short-to-medium puerulus settlement recruitment forecasting was incorporated into future projections of catch, catch per unit effort, and percent unexploited egg production (%UEP) during 2019–2022. Observed values of indicators that closely aligned with projected outputs indicated that puerulus forecasting underpinned reliable evaluation of future fishery performance. A …
