Volunteer-based citizen monitoring has increasingly become part of the natural resources monitoring framework, but it is often unclear whether the data quality from these programs is sufficient for integration with traditional efforts conducted by professional scientists. At present, the biological and physical characteristics of California’s rocky reef kelp forests are concurrently monitored by two such groups, using similar methodologies—underwater visual census (UVC) of fish, benthic invertebrates, and reef habitat, though the volunteer group limits their sampling to transects close to the reef surface and they use a more constrained list of species for enumeration and measurement. Fisheries that target fish spawning aggregations can exhibit hyperstability, in which catch per unit effort (CPUE) remains elevated as stock abundance declines, but empirical support is limited. We compiled several fishery-dependent and fishery-independent data sets to assess stock trends in the barred sand bass (Paralabrax nebulifer) and the kelp bass (Paralabrax clathratus) in southern California, USA, evaluate the interaction between spawning aggregations and fishing activities, and test for hyperstability. Annual and seasonal trends from fisheries and population data indicate that regional stocks of both species have collapsed in response to overfishing of spawning aggregations and changes in environmental conditions. A unique 38-year time-series of power-plant entrapment data collected across ∼170 km of the southern California coastline was examined to describe the decadal-scale trends in common Southern California Bight sciaenid abundance in relation to oceanographic conditions. Adult catches for five of seven species declined at differing rates and severity. Declines of up to 94% were detected in historically common species such as Genyonemus lineatus, whereas historically less abundant species have increased dramatically, e.g. Umbrina roncador (2626%). Over time, the entrapped community became increasingly influenced by species with more southerly distributions, indicated by a significant decline in the average latitudinal midpoint …

There is an urgent need for primary data that can be used to quantify the value of marine aquaculture facilities that also describe influences on the surrounding natural ecosystem and its wild fish communities. Divers completed 360 transect replicates below a net-cage and at nearby and distant rocky reefs off Catalina Island, California, estimating the species abundance and size class of all conspicuous fishes in the water column. We observed 10,234 fishes aggregating below the net-cage with a mean annual density of 142 (SE ± 30) per 100 m2 and diversity H′ 2.29. At the adjacent reference reef, we counted …

The yellowfin croaker, Umbrina roncador Jordan & Gilbert, 1882, is a common nearshore and surf-zone species in the southern California bight. Age was determined for individuals (n = 1,209) using annual increments in otoliths, and size at age was modeled using the von Bertalanffy growth curve (L∞ = 307.754 mm, k = 0.278 yr−1, t0 = −0.995 yr; maximum age = 15 yr). Females (L∞= 313.173 mm, k = 0.307 yr−1, t0 = −0.771 yr) grew significantly faster and larger than males (L∞= 298.886, k = 0.269 yr−1, t0 = −1.072 yr). What to do about fisheries collapse and the decline of large fishes in marine ecosystems is a critical debate on a global scale. To address one aspect of this debate, a major fisheries management action, the removal of gill nets in 1994 from the nearshore arena in the Southern California Bight (34°26′30″N, 120°27′09″W to 33°32′03″N, 117°07′28″W) was analyzed. First, the impetus for the gill net ban was the crash of the commercial fishery for white seabass (Atractoscion nobilis; Sciaenidae) in the early 1980s. The black perch, Embiotoca jacksoni Agassiz, 1853, is a common reef fish associated with nearshore marine habitats of California, with the majority of the population occurring within the Southern California Bight. Black perch were collected throughout southern California from Santa Barbara to Carlsbad, including Santa Catalina Island, to determine their physical characteristics, growth, sex ratio, periodicity of reproduction, and length of gestation. Courtship observations were conducted using scuba along the King Harbor Breakwater in Redondo Beach, California, from January 2004 to December 2005 to verify periodicity of courting and associated reproductive behaviors. Nearshore, coastal and embayment areas off southern California were sampled to determine the spatial and temporal patterns abundance and size distributions of young white seabass in the shallow (5–14 m) waters from Santa Barbara south to Imperial Beach off San Diego. A total of 19 stations, 13 in nearshore coastal waters and 6 in embayments, dispersed along the Southern California Bight were surveyed in each sampling month using 45.7 m variable mesh, monofilament gill nets. To offset habitat loss and increase fishery production, an eelgrass mitigation habitat was completed in San Diego Bay, California in 1997. This mitigation effort consisted of the transplantation of eelgrass, Zostera marina L., in the western portion of the bay. In addition to the establishment of a new eelgrass bed, four enhancement reefs made of either quarry rock or concrete rubble were created to further enhance fishery stocks and the area's ecosystem. The conspicuous and cryptic fish assemblage of the Los Angeles Federal Breakwater was assessed from 2002 to 2003. Thirty-five species were observed or collected during the study period. The assemblage of cryptic fishes was composed primarily of a mix of Oregonian and San Diegan, species including snubnose sculpin (Orthonopias triacis), coralline sculpin (Artedius corallinus) and blackeye goby (Rhinogobiops nicholsii). The species composition of conspicuous fishes was approximately equal between taxa from these two provinces. Blacksmith (Chromis punctipinnis), black perch (Embiotoca jacksoni) and kelp bass (Paralabrax clathratus) dominated the assemblage of conspicuous fishes. Aim  To create a molecular phylogenetic hypothesis for the closely related serranid genera Alphestes Bloch and Schneider and Dermatolepis Gill and assess the role of the Panamanian Isthmus in speciation within these reef fishes. Location  Tropical eastern Pacific, Caribbean, and Indian Oceans. Methods  Sequence data from one nuclear (TMO-4C4) and three mitochondrial genes (16S, 12S, and cytochrome b) were used in maximum parsimony and maximum likelihood analyses. Results  Here we show that previously hypothesized trans-isthmian geminate species are not each other's closest living relatives. Species of Alphestes Bloch and Schneider in the eastern Pacific are sister taxa indicating post-closure speciation. …

Partial sequences of 16S and 12S mitochondrial ribosomal DNA were used to examine the phylogenetic relationships of the primarily eastern Pacific genus Paralabrax (Perciformes: Serranidae) and allied taxa. Paralabrax is considered a basal serranine, which is itself considered the basal subfamily in the Serranidae. Multiple serranines reported closely related to Paralabrax from the genera Serranus, Hypoplectrus, Cratinus, and Centropristis were used as outgroups. Species from the remaining two subfamilies, Epinephilinae and Anthiinae, of the Serranidae were also used in the analyses. The abundance of two embiotocids (Embiotoca jacksoni and Rhacochilus vacca) was surveyed continually from 1974 to 1998 on the breakwaters comprising King Harbor in Redondo Beach, California, and a nearby natural rocky-reef as a reference. Embiotocids provide an interesting model for reef-fish production because they are viviparous and their entire ontogeny can be observed on the reefs. We deduce that the two reef populations of both species were stable at their carrying capacity. This carrying capacity was greater in King Harbor throughout the study. Do artificial reefs serve as productive marine fish habitats (sources) or do fish assemblages of such reefs contribute little to the gene pool of succeeding generations (sinks)? Using data from a 24-year study of the breakwater at King Harbor (California, USA), annual densities of reef fish larvae were compared with densities observed elsewhere in the Southern California Bight. Larval production at King Harbor has decreased over the study period, as has the size of the fish assemblage. Both declines may be related to recorded increases in water temperature. Historically, attempts to elucidate evolutionary relationships among members of the genus Epinephelus (Teleostei: Serranidae), commonly known as groupers, have been hindered by the overwhelming number of species (98, sensu stricto), a pan global distribution, and the lack of morphological specializations traditionally used in ichthyological classification. To date, no comprehensive phylogenetic study, morphological or molecular, to evaluate the monophyly of this genus has been presented. The sex ratios, growth, and mortality of the golden spotted rock bass Paralabrax auroguttatus (Serranidae) were determined for populations from Islas Encantadas and Bahía de los Angeles in the Gulf of California. Specimens ranged from 137 to 479 mm standard length and from 135 to 3,100 g. Sagittal otoliths were used to determine age. A von Bertalanffy model of growth for both populations combined was estimated as Lt = 474.4·(1 − e −0.115( t + 2.093)), where Lt is fish length at age t. In an attempt to characterize species specific-growth rates of two Eastern Pacific groupers, individuals from two sympatric species, Epinephelus labriformis (n = 173), and Cephalopholis panamensis (n = 127), were collected at various localities in Mexico and the Galápagos archipelago in 1997 and 1998. Sagittal otoliths were removed, and age of each individual was determined by direct visual inspection of annuli present following sectioning. Length/weight relationships were determined, and growth curves were generated using the von Bertalanffy growth model. Habitat valuation is an essential tool for tracking changes in habitat quality and in adjudicating environmental mitigation. All current methods for estimating habitat values of coastal marine sites rely heavily on the opinion of experts or on data variables that can readily be manipulated to influence the outcome. As a result, unbiased, quantitative comparisons between the values of different marine habitats are generally unavailable. In contrast to most artificial reefs which are placed at relatively deep depths so as not to interfere with shipping, rocky breakwaters provide important habitat in the intertidal-shallow subtidal zone. This zone is especially preferred for recruitment by many rocky shore fishes. The breakwaters of King Harbor, Redondo Beach, California enhance this zone. Further, the lee of the outer breakwater provides a stable, quiet water area for numerous Young-of-Year (YOY) fishes. By means of SCUBA we monitored YOY abundance from 1986-1990.
