This document details my proposed decisions regarding the new management arrangements for the West Coast and Gascoyne commercial “wetline” fisheries. Before finalising my position on the new management arrangements for these fisheries I invite any final comments on the proposed arrangements set out in this document. Feeding sheep is a significant cost to any sheep or mixed farm enterprise in southern Australia. The cost is usually managed by annually sourcing feed on-farm. However, this feed source can become scarce when we experience unusual dry spells within seasons (termed a 'dry season', such as a dry winter or spring), a late break to the season, a drought year, or even worse, successive drought years.

Climate change research suggests that southern Australia will experience higher annual temperatures and a decline in mean growing season rainfall (particularly winter and spring) over the coming decades. This will affect the productivity …

In its discussion paper (Fisheries Management Paper No.198), which was widely distributed and publicised, the Recreational Freshwater Fisheries Stakeholder Sub-Committee (RFFSS) of the Recreational Fishing Advisory Committee (RFAC) put forward a range of proposals for community discussion. These proposals were developed after an assessment of historic catch information and the consideration of scientific advice. The proposals also took into account the outcomes and recommendations of the previous review of the recreational marron fishery that was undertaken in 2002. The discussion paper attracted reasonable comment, with 78 written submissions being received from recreational fishers and other stakeholders. The RFFSS would like …

The review of the Recreational Marron Fishery is now complete and I would like to thank all members of the RFAC Recreational Freshwater Fisheries Stakeholder Sub-Committee (RFFSS) for their efforts in what has been a challenging task. I would also like to thank those members of the community who made submissions on the draft discussion paper. After careful consideration of the Recreational Freshwater Fisheries Stakeholder Sub-Committee’s recommendations and the wide range of issues raised in submissions, I have made my decisions in respect to the future management arrangements for recreational marron fishing.

The FRMA was implemented on 1 October 1995 following widespread public consultation and support from both Houses of Parliament. Quota management systems are now in place for the New Zealand, Tasmanian and South Australian rock lobster fisheries. New Zealand was the first to move to QMS (1989), followed by the Southern Zone of South Australia (1993), Tasmania (1998) and Northern Zone South Australia (2001). As part of a review of the system of management used for the West Coast Rock Lobster Fishery, a West Australian delegation visited New Zealand, Tasmania and South Australia in 2004 to learn more about the management systems in place for their respective rock lobster fisheries.
