The Minister for Fisheries established the Integrated Fisheries Management Allocation Advisory Committee (IFAAC), under Section 42 of the Fish Resources Management Act 1994 (FRMA), in 2004 to investigate IFM resource allocation issues and make recommendations to him on optimal resource use.

The IFAAC has prepared this report, which documents the committee’s initial position on allocations for the west coast demersal scalefish resource, along with the reasons for its conclusions as a basis for widespread community consultation. This report follows the IFAAC’s preliminary investigation of the west coast demersal scalefish resource sharing issues and consultation with stakeholders.

This report on the West Coast Demersal Scalefish fishery is the third in a series of Integrated Fisheries Management (IFM) resource reports required under the Government policy on IFM. The effect of commercial fishing on bycatch species and the marine ecosystem generally, has emerged as a significant national and international issue. Environmental issues associated with bycatch – including impacts on the ecology of non-target species of fish and wildlife – are important issues to address in reducing the impacts, or potential impacts, of commercial fisheries.

Following the setting of a 40 tonne Total Allowable Recreational Catch (TARC) for the Perth recreational abalone fishery, a working group was formed to examine future management options.

The Metropolitan Roe’s Abalone Recreational Fishery Working Group (“the Working Group”) examined historical management, key principles, amenity of fishing, bag limits, license numbers, season length and timing of the season to assist its deliberations. A questionnaire was also sent out to 1,000 abalone recreational licence holders, with 20 per cent of licensees providing a detailed response.

Virginia’s shellfish aquaculture industry continues to add significant value to the State’s seafood marketplace. While Virginia’s watermen harvest hard clams and oysters from the State’s public resources, they also grow shellfish for consumers. In recent years, following the lead of the hard clam industry, there has been a significant transition toward intensive aquaculture of native oysters. The once-extensive oyster planting has disappeared primarily as a result of endemic oyster diseases and wildlife predation of seed oysters. As part of the Outcomes of the Wetline Review released in 2007 (Fisheries Management Paper 224) the then Minister for Fisheries approved the drafting of the Gascoyne Demersal Scalefish Fishery Management Plan (the Plan). The Hon Norman Moore MLC, Minister for Fisheries re-approved those decisions in 2009. The draft Plan will supersede the Shark Bay Snapper Management Plan 1994.

Relatively few evaluations of aquatic macroinvertebrate and fish communities have been published in peer-reviewed literature detailing the effect of varying residual basal area (RBA) after timber harvesting in riparian buffers. Our analysis investigated the effects of partial harvesting within riparian buffers on aquatic macroinvertebrate and fish communities in small streams from two experiments in northern Minnesota northern hardwood-aspen forests. Each experiment evaluated partial harvesting within riparian buffers. In both experiments, benthic macroinvertebrates and fish were collected 1 year prior to harvest and in each of 3 years after harvest. Abstract

In this study, Miller re-analyzed acoustic bat data collected from June-August 2003 that was part of a baseline inventory of bat species in three national parks in the Lake Superior region. While the original study presented base-line data on the presence/absence of bat species in these parks, this reanalysis provides estimates of relative abundance and temporal activity of the identified species. Using a suite of recently developed acoustic analysis tools, Miller created species specific filters. Multimetric indices, such as the Index of Biological Integrity (IBI), are increasingly used bymanagement agencies to determine whether surface water quality is impaired. However, important questions about the variability of these indices have not been thoroughly addressed in the scientific literature. In this study, we used a bootstrap approach to quantify variability associated with fish IBIs developed for streams in two Minnesota river basins. We further placed this variability into a management context by comparing it to impairment thresholds currently used in water quality determinations for Minnesota streams. To allow for a greater understanding of potential allocation adjustment mechanisms and requirements for their implementation, Western Australia’s Department of Fisheries is exploring potential mechanisms with reference to their application in the Western and South Australian rock lobster fisheries. This work is being conducted as part of the Fisheries Research and Development Corporation (FRDC) project 2007/050 Developing Mechanisms for the Transfer and/or Adjustment of Rock Lobster Shares Between Sectors in Western Australia and South Australia. The Minister for Fisheries has determined that the allocation for sectors in the western rock lobster fishery after reserving one tonne for the customary sector shall be 95 per cent commercial and five per cent recreational.

The notional Sustainable Harvest Level (SHL) for rock lobster is expressed as a range, depending on the status of the stock rather than a specific quantitative limit.

The index of biotic integrity (IBI) is a commonly used bioassessment tool that integrates abundance and richness measures to assess water quality. In developing IBIs that are both responsive to human disturbance and resistant to natural variability and sampling error, water managersmust decide how to weigh information about rare and abundant taxa, which in turn requires an understanding of the sensitivity of indices to rare taxa.
