Proposals for revising the state water laws have been discussed by interested groups throughout the state. The South Dakota Coordinating Committee has prepared two reports on the problems involved and alternative solutions have been suggested. This pamphlet is a summary of the basic suggestions which were considered by the South Dakota Coordinating Committee for Missouri Basin Development.

For all kinds of farm planning input and output data relating to costs, yields and labor requirements are needed. Although labor is a major factor in the cost of producing livestock and livestock products little information is available on this input for South Dakota. Some estimates are available, but these estimates are average labor requirements which are based upon farm records obtained in the Corn Belt. These data may be questioned with respect to representativeness for this state. Rapid changes in farm practices, largely caused by labor shortages and favorable price-cost relationships, have characterized South Dakota agriculture during the last decade. These changes have raised the questions as to how well they pay. The farmer is always faced with the problem of determining the profitableness of changes in farm practices. Currently, the dollar value of irrigation, soil conservation practices, and various livestock systems of farming are important problems. What are the profitable patterns of crops and livestock for areas in Central South Dakota? This is a question that farmers in South Dakota are especially concerned with at the present time.
