This paper aims to inquire how agricultural insurance can be an effective and efficient coping mechanism to prevent the poorest in remote rural areas of East Asia and the Pacific from falling into the poverty trap when faced with natural disasters. Field research was conducted to examine upland and lowland farmers’ experiences with agricultural insurance and program implementation by insurance providers in Japan and the Philippines. A Study On Fire Hazards Of Oil Tanks In Urban Areas With Scale Model Experiments, Ho Yin Ng, Yu Wan, Wan Ki Chow

Large fuel tanks are located in an urban area of Tsing Yi in Hong Kong, giving potentially high risks to people living nearby if a fire was to occur. Scale modeling experiments were carried out to investigate the potential of fire hazards. Propanol pool fires with five different scales of oil tanks were studied first. Appropriate tank sizes were then put in a 1/2500 architectural scale model on the Tsing Yi Island to study a fuel tank fire. Gravitational natural hazards such as snow avalanches, rockfalls, shallow landslides and volcanic activity represent a risk to mountain communities around the world. In particular, where documentary records about these processes are rare, decisions on risk management and land-use planning have to be based on a variety of other sources including vegetation, tree-ring data and natural hazard process models. Last summer, Nepal’s Terai region experienced some of the worst flooding in recent memory. Climate change is expected to increase the number of natural disasters that Nepal experiences in coming years, and more vulnerable demographics will be more adversely affected. Fish farming is a highly profitable and slowly growing industry based primarily in the Terai, that many believe is less vulnerable to climate-related risks than conventional forms of agriculture, and thus a possible livelihood adaptation strategy.
