Marine heatwave data sets are calculated by NOAA’s National Centers for Environmental Information using Optimum Interpolation Sea Surface Temperature (OISST) data. The NOAA 1/4° OISST is a long-term Climate Data Record that incorporates observations from different platforms (satellites, ships, buoys and Argo floats) into a regular global grid. The in situ component of this input is critical.

The recovery of marine megafauna can lead to improved ecosystem function and services, but not all stakeholders may benefit equally. Quantifying the local economic value of a species’ presence may appeal to broader range of stakeholders when developing conservation strategies. This study aims to examine the economic effect recreational activities can have on a local region, and to determine what role the presence of southern sea otters (Enhydra lutris nereis) had on the value visitors placed on the visit and the area’s preservation. Eelgrass Restoration In San Francisco Bay: An Interdisciplinary Stated Preference Classroom Experiment, Camille M. Antinori

This paper aims to integrate experiential, interdisciplinary approaches into environmental economics courses through a stated preference analysis for eelgrass beds harboring aquatic plants foundational to many estuaries and coastal zones. It argues that such approaches are necessary in undergraduate education to support real-world needs in oceans and climate policy. Through collaboration with ecologists and peers, students developed willingness-to-pay measures of $35 and $42 for a 10-year restoration program for 200 acres of eelgrass (Zostera marina) in the San Francisco Bay based on open- and closed-ended elicitation formats. Disease and overfishing have led to a dramatic decline in wild populations and subsequent harvests of the eastern oyster Crassostrea virginica over the past few decades in Delaware and other states along the Atlantic Coast. However, in addition to their value as food to consumers, oysters, whether wild populations or cultured stocks, can provide ecosystem services such as nutrient removal, which may result in localized water quality improvements. Aquatic Invasive Species Change Ecosystem Services From The World's Largest Wild Sockeye Salmon Fisheries In Alaska, Tobias Schwoerer, Joseph M. Little, Milo D. Adkison

This study combines a multi-method approach to structured expert judgment with market valuation to forecast fisheries damages from introduced invasive species. The method is applied to a case study of Alaska’s first submersed aquatic invasive plant, Elodea spp., threatening Alaska’s salmon fisheries. Assuming that Elodea spp. remains unmanaged, estimated mean damages to commercial sockeye fisheries aggregated across Alaska amount to a potential $159 million annually with a 5% chance of exceeding $577 million annually ($2015 USD). The associated mean loss of natural capital amounts to $5.1 billion cumulatively over the next 100 years reaching $400 million after 10 years. …

This study assesses the risk of fish from illegal, unregulated and unreported (IUU) sources passing through the world’s most important fishing ports and explores the drivers of this risk.
Like previous studies it has attempted to rank ports and States based on landings and vessel visits reported by governments by using Automatic Identification System (AIS) positional data transmitted by fishing and fish carrier vessels to identify the locations of ports and rank them based on the frequency of visits by foreign-flagged and domestic-flagged vessels. The problem of marine plastic debris impacts all of the world’s oceans and requires all nations to respond. However, developing States require funds to improve waste management infrastructure and services in order to reduce marine debris at source. Plastics manufacturers and retailers globally must be incentivised to design products for the environment as well as for the collection and end-of-life treatment facilities available within the intended markets. The presence of Phragmites australis, an invasive wetland plant, negatively affects coastal property values and home prices rise with distance from Phragmites. Home prices increased as distance to Phragmites increased at a rate of $3.90/meter. Removing Phragmites from a property so that the next closest Phragmites was 400 m away results in a property value increase of over $1,500. Removing all Phragmites within 400 m of any property results in a total property value impact of $837,000. This generates about $13,457-$15,121 in additional property taxes each year once the prices and taxes adjust to the plant’s removal. We …

The nation's coasts and oceans contribute much to the United States economy. For the past 14 years, the National Ocean Economics Program (NOEP), now a program of the Center for the Blue Economy at the Monterey Institute of International Studies, has compiled time-series data that track economic activities, demographics, ports and cargo volume and value, natural resource production and value, non-market values, and federal expenditures in the U.S. coastal zone both on land and in the water. This report estimates the economic impact of commercial fishing within all California National Marine Sanctuaries (CA NMS) according to the California Ocean Fish Harvester Economic Model (COFHE). The methodology applies county multipliers to estimates of harvest revenue from CA NMS in order to calculate output, income, value added and employment. This report also describes a profile of the commercial fish industry in the CA NMS. CA NMS includes all existing National Marine Sanctuary sites in California: Channel Islands (CINMS), Monterey Bay (MBNMS), Cordell Bank (CBNMS) and Gulf of the Farallones (GFNMS).

Planned changes to the European Union’s Bathing Waters Directive (2006/7 EC) will force member states to produce improvements in a number of parameters of coastal water quality. This study uses the choice experiment method to estimate the economic benefits attached to such improvements, based on a sample of recreationalists on beaches in Ireland. The analysis indicates that improvements in all of the bathing water related attributes studied result in positive willingness to pay, and also show evidence of scope effects. Using random parameters and latent class modelling techniques, potential heterogeneity in preferences is then investigated and shown to be present …
