This report was created by the University of Washington’s Technology Law and Policy Clinic for the Uniform Law Commission (ULC). It was created at the request of Robert Lloyd, Professor of Law at the University of Tennessee and a member of the ULC’s subcommittee for autonomous vehicles. The report aims to do three things: (1) present the existing autonomous vehicle provisions on the books in California, Michigan, Florida, Nevada, and Washington, D.C.; (2) analyze these provisions, address related questions raised in the ULC’s Final Report, and make recommendations to the ULC; and (3) offer draft provision language to illustrate our …

Much has been reported about Singapore Airlines (“SIA”) mistakenly charging economy rates for around 900 business-class seats due to a computer input error. Yesterday, SIA said that it would honour those tickets at economy rates, reversing its previous position that it would not, and closing the episode on a note of goodwill. This blog entry explores the legal analysis behind the episode on the assumption that Singapore contract law applies, so as to maintain its general relevance to a Singaporean audience and its specific application to online retailers concerned about making similar pricing errors. Determinants Of Traffic Fatalities In The U.S., Hanna Stapleton

Journal of Undergraduate Research at Minnesota State University, Mankato

This paper investigates the determinants of motor vehicle fatalities in each of the 50 states in the U.S., along with the District of Columbia. Using a panel data set from 1994 to 2005, we analyze how the factors, such as safety belt laws, speed control, alcohol usage, fine, driving conditions and annual vehicle-miles of travel (VMT), affect the incidence of traffic fatalities. Econometric models are developed and the estimates are obtained from a general-to-specific specification search based upon all the diagnostic tests in order to increase the probability of selecting models which are statistically reliable. Abstract

Drone technology is evolving rapidly. Microdrones—what the FAA calls “sUAS”—already on the market at the $1,000 level, have the capability to supplement manned helicopters in support of public safety operations, news reporting, and powerline and pipeline patrol, when manned helicopter support is infeasible, untimely, or unsafe.

Larger drones–"machodrones”–are not yet available outside battlefield and counterterrorism spaces. Approximating the size of manned helicopters, but without pilots, or with human pilots being optional, their design is still in its infancy as designers await greater clarity in the regulatory requirements that will drive airworthiness certification.

This Comment critically analyzes bills, statutes, and regulations that govern the use of autonomous vehicles. Autonomous vehicles, also known as self-driving cars, represent the future of personal transportation. States have begun to regulate the testing and implantation of this technology onto public highways, and the federal government has suggested baseline regulations for states to consider when proposing future legislation. First, this Comment provides a brief overview of autonomous vehicle technology, as well as the pros and cons of a self- driving vehicle. Given the historically dangerous nature of space travel, an accident will probably occur at some point, resulting in passengers’ injury or death.
