Our purposes are to begin to discuss the California Youth Authority, its policies, its programs, and consistent with the agenda, we are going to be talking about essentially the parole decisions and policies associated with that, the early release policies which have already started being developed, the day pass issue that is used by the Youth Authority and I think quite properly the issues of public safety associated with that are to be discussed.

The subject of this interim hearing of the Assembly Judiciary Committee is unaccredited law schools. The hearing will focus on AB 304, authored by Assemblyman Walter Ingalls.

In California there are four methods of studying law which satisfy one of the requirements for admission to practice law. AB 304 would limit the methods of preparing for admission to the practice of law to either graduation from and accredited law school or study in an unaccredited law school which has been certified by the State Bar Committee of Bar Examiners as meeting specified standards and requirements.

This Note examines the courts' accommodation of the labor and bankruptcy policies when a debtor in possession or trustee seeks to reject a collective bargaining agreement. Part I criticizes a series of recent cases that failed to confront the statutory conflict. If these courts had recognized the conflict between the language of the Bankruptcy Act (now the Code) and the Labor Act, they would have been forced to consider whether the labor and bankruptcy policies actually clashed. Part II finds that in most instances they do not, and argues that requiring the debtor in possession to bargain with the union …

The subcommittee has called this hearing today for the purpose of examining the crisis of diminishing resources which currently affect programs and services in Los Angeles County and throughout the State. Local governments, in the wake of Proposition 13, have reduced expenditures for many important functions, including criminal justice functions. Probation departments in this process have been particularly vulnerable to reductions in programs and staffing and have received ·heavier cuts than other criminal justice agencies. This Article evaluates the benefits and burdens of shifting litigation risk from management to the enterprise. The Article begins by considering the nature of the legal risks confronting the corporate executive, and the principles of common law that developed to counter those risks. The Article proceeds to assess the two statutory responses to threats of personal liability against the corporate executive: indemnification statutes, and director and officer insurance. Finally, after comparing the effective absolute immunity available to corporate executives with the qualified immunity enjoyed by high-level government officials, the Article concludes that indemnification practices have overinsulated the corporate officer from …

Since the enactment of the California Coastal Act of 1976, the California Coastal Commission has been at the forefront in dealing with a multitude of energy developments proposed along the coastline.
