A complete, modern legal system must be created in each of the "developing nations" of the world to meet the needs of rapid social and economic growth. The problems experienced in imposing a new legal system upon a "developing" society are frequently similar among the various nations. Professor Sedier discusses these problems of general legal development with respect to several new nations. His detailed analysis of the progress of the Ethiopian legal system brings into focus the common denominators of legal and societal evolution. In forty-four states of the Union and in Alaska, Porto Rico, Hawaii, and the Philippine Islands there are workmen's compensation acts. A great majority of these acts provide for a board or commission to settle all disputes as to compensation. Practice before these boards and commissions has become a large share of the business of many lawyers and of many law firms. To them, in particular, and to the legal profession, in general, the question raised in the recent case of Goodman v. Beall is of considerable interest. Only historians know that Michigan, Illinois and Wisconsin were once, at least in legal theory, governed by the Custom of Paris. That fact has not left a mark upon the actual law of any of those jurisdictions. Nor is the reason far to seek. Professor Sunderland addresses the pernicious involvement of legislators in legal reform, contrary to the English model. This duty should be left to those who know the Law better than any: "The courts constitute the judicial department of the state, and the judges who preside and the lawyers who practice in them are the selected group of trained men charged with the responsibility for administering the law."

The title of this brilliant little volume might, more accurately, have been, "The Spirits of the Common Law," for it depicts the common law as the battleground of many conflicting spirits, from which a few relatively permanent ideas and ideals have emerged triumphant. As a whole, the book is a pluralistic-idealistic interpretation of legal history. Idealistic, because Dean Pound finds that the fundamentals of the 'common law have been shaped by ideas and ideals rather than by economic determinism or class struggle; he definitely rejects a purely economic interpretation of legal history, although he demands a sociological one (pp. io-ii). …

There are not more than one hundred and forty practicing English lawyers in the whole Province but they practically all read French and the greater number speak French sufficiently well to conduct business or examine a witness in Court. Lawyers from the other Provinces seldom seek admission to the Quebec Bar unless they are prepared to specialize in some branch of law in which they have gained a national reputation, or enter some established firm.
