This chapter links the failure of U.S. social citizenship ideals to a broader weakness in U.S. ideas citizenship. To better advance policies of economic equality, U.S. law and politics needs a stronger vision not just of economic equality, but of gender equality and of democracy in general. Feminist scholars have analyzed how ideas about gender help shape the common assumption that the costs of raising and sustaining capable, productive citizens are largely private family responsibilities. Some strands of queer theory have echoed conservative law-and-economics (neoliberalism) in criticizing feminism's turn to the state and to moral principle to solve problems of dependency and dominance. The language of “moral values” dominates contemporary political debates. As currently constructed, this language offers little room for those of us who believe in full sexual and gender equality for women, for people who are lesbian, gay or bisexual, and for transgender and intersex people. Indeed, it offers little room for anyone whose moral values do not fit into the Religious Right’s narrowly contrived meaning of morality.

The authors of this paper believe in full sexual and gender equality. We understand these goals as a moral agenda. And we believe a Moral Values Project can help to bring about the …

In "Campaign Finance and Electoral Reform: A Feminist Economics Perspective," we begin by examining the impact of the current regime of campaign finance on the American political system, in terms of the possibilities for corruption, for inegalitarian agenda-setting, and on the quality of representation by officeholders. We then briefly review attempts to regulate this system, from the Tillman Act of 1907 to the 2002 Bipartisan Campaign Reform Act ("McCain-Feingold"). We examine and critique the extant proposals for change, including legislation and/or regulation to "plug the holes" in FECA (the Federal Election Campaign Act of 1971), public financing of all federal …
