United States Foreign Policy Toward South Africa: An Appraisal, Charles G. Burr
United States Foreign Policy Toward South Africa: An Appraisal, Charles G. Burr
Vanderbilt Journal of Transnational Law
In recent years there have been notable cases in which United States involvement in African affairs has had a serious bearing on the United States' general international position, affecting its relations with the United Nations and other states, both African and non-African. The foremost of these cases is South Africa. In the view of many observers of the situation, the actions of the South African government cause reactions that jeopardize United States interests throughout the remainder of independent black Africa, undermine United States influence in the United Nations, and stimulate the nationalist movements within and outside South Africa to seek …

The Amending Of Articles 23 And 27 Of The United Nations Charter: A Mathematical Analysis, Robert S. Junn
Vanderbilt Journal of Transnational Law
From the time of the San Francisco Conference, the composition of the Security Council and its voting procedure was most severely criticized. The basic criticism had been the veto power of the five permanent members on substantive resolutions. This resulted in a long and vigorous political struggle on the part of the non-veto members of the Organization to amend the Charter in order to increase their voting strength in the Security Council. When the changes on membership and voting procedure came into force on August 31, 1965, a great victory was claimed. This case of the United Nations is intriguing …

The Law-Making Treaties Of The International Telecommunication Union Through Time And In Space, J. Henry Glazer
Michigan Law Review
On the twenty-fifth of June, the Government of the United States of America received an invitation to attend in Russia a conference of plenipotentiaries to consider the revision of an important multilateral convention. Since the conference involved matters which, by American municipal practice, were solely within the competence of private enterprise and not subject to the control of government, the United States at first refused to attend. Russia, however, assured the United States that representatives of private enterprises would be welcome. Relations between these two countries were on such a friendly basis that the United States accepted the invitation extended …

United Nations General Assembly--A Captive Of Its Own Procedures, Erle Cocke Jr.
United Nations General Assembly--A Captive Of Its Own Procedures, Erle Cocke Jr.
Vanderbilt Law Review
The work of the Assembly is hindered by its tedious parliamentary procedures. Its procedures should be expedited. A thorough review of these procedures and practices has been had only twice. Consideration of the procedures of the Main Committees where most of the work is done has not been had since the Fourth Session of the United Nations General Assembly. The laggard work of the Assembly increases the cost, places a great burden on the Foreign Offices of member Nations, and hinders the Assembly's efficiently discharging its functions. These functions have grown far beyond those originally intended, and the membership of …

Atoms For Peace: The New International Atomic Energy Agency, Bernhard G. Bechhoefer, Eric Stein
Michigan Law Review
On October 26, 1956 seventy states signed an international agreement described as the Statute of an International Atomic Energy Agency. This signing followed a conference of over a month in which eighty-two states participated. All of the participating states supported the text which resulted from this conference-a truly remarkable result considering that the subject of the conference was atomic energy with its far-reaching international security implications.

International Law And The United Nations, University Of Michigan Law School
Summer Institute on International and Comparative Law
In June, 1955, the University of Michigan Law School held a six-day Summer Institute dealing with problems of international law and of the United Nations. This was the eighth in the series of annual Summer Institutes dealing with important problems in areas of public concern, often with particular emphasis upon the comparative or international law aspects involved. The 1955 Institute came at the time of the tenth anniversary of the signing of the United Nations Charter on June 26, 1945, and approximately a decade after the termination of hostilities in World War II. The growth of the United Nations during …

International Law-Trusteeship Compared With Mandate, Donald S. Leeper S. Ed.
International Law-Trusteeship Compared With Mandate, Donald S. Leeper S. Ed.
Michigan Law Review
The mandate system represented an attempt to cope with the problem of nonself-governing territories as an international responsibility and, for the most part, was an advancement over former methods of treatment. The system was not perfect and its operation pointed up a number of its defects. The framers of the United Nations Charter formulated the trusteeship system to take the place of the mandate system, correcting its defects and adding certain innovations. The purpose of this comment is to present a brief comparison of the two systems and to consider a few of the major problems presented.
