This article explores four areas involved in training lawyers appropriate to the needs of tribal nations. First, the American Indian tribes, as the indigenous sovereigns, present legal needs and opportunities unique from other minority groups. Development of Indian law depends on the exercise of sovereign power by the Indian nations, not constitutional equal protection of an ethnic minority. The architectural work of developing the governments, i.e., creating tribal law and operating tribal courts, calls for the legal-warrior's critical ability to meld customary perspectives with knowledge and skills acquired in legal professional training. Shrinking Indian Country: A State Offensive To Divest Tribal Sovereignty, Gloria Valencia-Weber

In Sac and Fox, the Oklahoma Tax Commission (OTC) argued that the Sac and Fox reservation was disestablished in the 1891 Allotment Agreement, and therefore the tribe was deprived of a cognizable land base on which it could exercise governmental power immune from the reach of the state. Based on this characterization of the land base, the OTC then argued that it could reach into Sac and Fox land and impose income and vehicle taxes. The tribe, of course, rejected any such characterization of its land base and resisted any attempt by the state to interfere with its sovereign control …

In the multiplication of European voyages of discovery and exploration between the years 1487 and 1780, the slow process of direct sea contact between regions and continents ultimately yielded a worldwide network of relationships for a new era, an era in which humankind continues to participate. North America was opened to European settlement as a result of an aborted series of English, French, and Dutch voyages intended to find a northern route to Asia. Human Rights Education Programs For Indigenous Peoples: Teaching Whose Human Rights, Lynda Frost

During the difficult decades of the 1970s and 1980s, human rights organizations (HROs), especially nongovernmental HROs, flourished in the Americas. The HROs directed their attention and resources toward documenting and denouncing the numerous and flagrant violations of human rights occurring in the region More recently the HROs found, partly because of their success, that demands for their services and funding for their projects have diminished. In an effort to revive and refocus their energy, many HROs have turned to human rights education as a new focus. Latin America has a strong tradition of popular education. In 1979, when the military rule in Brazil was coming to an end, I dedicated some of my time to student political activity supporting the return of democracy. Several students used to show their political beliefs by posting banners on the windows of their cars. I had several in my car. One of them, probably the one that raised the most curiosity, read: "For the demarcation of indigenous lands." It was very charming, but none of us knew exactly its real meaning and implications.
