These three projects highlight various aspects of the Institute for Community Inclusion's efforts to increase community engagement of people with intellectual and developmental disabilities, both locally and nationally. The Transitions to Work project, for which ICI provides evaluation assistance, partners with Boston-area employers to increase engagement of adults with disabilities in the regional workforce. The Community Life Engagement initiative complements the employment focus by looking at other aspects of community life, such as volunteerism and participation in community events and resources. On the national level, Real People Real Jobs is a website and publication series highlighting the employment successes of …

The U.S. Department of Justice is currently investigating the state of Wisconsin with respect to its administration of the Milwaukee Parental Choice Program (MPCP), which provides low-income students with public money to attend private schools. Faced with complaints of disability discrimination by private schools accepting voucher students, DOJ has ordered Wisconsin to oversee and police these schools to ensure compliance with Title II of the Americans with Disabilities Act, which applies to states and their agencies, and § 504 of the Rehabilitation Act, which applies to recipients of federal funding. Social Security Disability Insurance (DI) and Supplemental Security Income (SSI) are the foundation of the social safety net for Americans with disabilities. Both provide cash benefits, and because neither program is limited to specific impairments or to workers in particular occupations, as is the case with many public and private disability plans, they are broadly accessible to the American people and the most expensive of the nation's disability benefit programs. Excluding expenditures for health care, DI and SSI combined account for almost three-quarters of annual federal spending on the disabled (U.S. GAO 1999).

In FY2013, an estimated 607,959 individuals received day or employment supports from state IDD program agencies. This number grew from 457,405 in FY1999. The estimated number of individuals in integrated employment services increased from 108,680 in FY1999 to 113,271 in FY2013. State investment continues to emphasize facility-based and non-work services, rather than integrated employment services. Figure 1 shows the trends in the percentage of people served in integrated employment and facility-based and non-work settings between FY2004 and FY2013.

Prior to 2012, four data projects funded by the Administration on Intellectual and Developmental Disabilities (AIDD)—Access to Integrated Employment, Family and Individual Information Systems Project, Residential Information Systems Project, and the State of the States in Developmental Disabilities—only collected data from the 50 states and the District of Columbia. However, a 2012 Funding Opportunity Announcement (FOA) from AIDD requested that applicable AIDD data projects include the five U.S. Territories (American Samoa, the Commonwealth of the Northern Marianas Islands, Guam, Puerto Rico, and the Virgin Islands) in their data collection and analysis efforts. We do this because data sources vary in the specific target groups that can be described.

It is a matter of time before the next widespread pandemic or natural disaster hits the United States (U.S.). The international response to the 2009 H1N1 influenza stands as a cautionary tale about how prepared the world is for such an emergency. Although the pandemic fortunately proved to be less severe than initially anticipated, it nevertheless resulted in shortages of medical equipment, overburdened hospitals, and preventable patient deaths, particularly among young people.

Enacted in 1990, the Americans with Disabilities Act (ADA) is a watershed piece of legislation which enshrines in law a social promise of equality and inclusion into all facets of life, while offering an inspiring model that much of the world has come to embrace. Paid Family Leave policies are rare in the United States. Around the world, one hundred and eighty-two countries provide some form of paid maternity leave, and seventy countries also offer paid paternity leave. It is estimated that only 36 percent of U.S. employees have access to paid leave if they get sick, a policy that is almost universal in other developed countries, and only 12 percent of employees have access to paid family leave. Presently, just three states have implemented Paid Family Leave (PFL) to help offset the cost of time taken off of work to care for a newborn …

Social Support Substitution And The Earnings Rebound: Evidence From A Regression Discontinuity In Disability Insurance Reform, Lex Borghans, Anne C. Gielen, Erzo F. P. Luttmer

We exploit a cohort discontinuity in the stringency of Dutch disability reforms to estimate the effects of decreased DI (disability insurance) generosity on behavior of existing recipients. We find evidence of social support substitution: individuals on average offset €1.00 of lost DI benefits by collecting €0.30 more from other social assistance programs, but this benefit-substitution effect declines over time. Individuals also exhibit a rebound in earnings: earnings increase by €0.62 on average per euro of lost DI benefits and this effect remains roughly constant over time. This is strong evidence of substantial remaining earnings capacity among long-term claimants of DI.

Blind people, the target population being analyzed, possibly face higher rates of unemployment or underemployment compared to others with disabilities. They face higher poverty rates than any other minority group or group of people with disabilities. Typically, various statistics cite that 70% of working-aged blind people are not in the workforce. Federal acts have been implemented to increase employment outcomes in an attempt to improve employment outcomes for all with disabilities. Selecting employees for hire and promotion is one of the most essential functions of an organization. Many companies that have positions which contain a physical component rely on physical ability testing as part of their selection procedure. The establishment of both the Civil Rights Act and the Americans with Disabilities Act (ADA) had a profound impact on the manner in which selection testing may legally be conducted (Gutman, Koppes, & Vodanovich, 2011). The current study sought to analyze court cases involving physical ability testing. Results revealed that pure ability tests did not significantly differ from work sample tests with regard …

Presently, research suggests the involvement of individuals with intellectual disabilities (IDs) in making end-of-life (EOL) decisions appears to be minimal (Ellison & Rosielle, 2008).

The reasons for the lack of involvement include but are not limited to communication challenges, lack of education on caring for individuals with IDs by the medical community, incorrect assumptions that the individual lacks cognitive capacity to consent, and fear of legal consequences if formal caregivers are accused of not providing enough care. (Wagemans et al., 2010).

Where Schools Close In Chicago, Randall K. Johnson

It is often assumed that schools close, disproportionately, in disadvantaged parts of Chicago. The assumption, however, has yet to be substantiated by research. As a result, this article tests the assumption in order to explain where schools close in Chicago. It does so by introducing a new Chicago Public School (CPS) closings dataset. The dataset sheds some light on the phenomenon by identifying 130 schools that closed, twenty-seven ZIP codes that experienced CPS closings and three demographic characteristics of these ZIP codes. In the process, this dataset helps to explain how CPS closings relate to race, income and location.
