Mr. Carter Goes To Washington, Allen K. Rostron
Mr. Carter Goes To Washington, Allen K. Rostron
Faculty Works
Jimmy Carter's presidency began like Frank Capra's "Mr. Smith Goes to Washington" (1939), as the tale of an idealistic and innocent outsider making his way from a humble small town to the nation's capital. Following that promising beginning, disappointment and frustration followed. The story of Carter's undoing found reflection in several films of that era, particularly "...And Justice for All" (1979), "The Seduction of Joe Tynan" (1979), and "Brubaker" (1980). Each concerns an idealistic hero whose uncompromised good intentions cannot prosper. These films capture a unique period when events tested America's enduring belief in the efficacy of virtue.

The New World Order: Sovereignty, Human Rights And The Self-Determination Of Peoples, Mortimer N.S. Sellers
The New World Order: Sovereignty, Human Rights And The Self-Determination Of Peoples, Mortimer N.S. Sellers
Books
The end of the Cold War has allowed for the prospect of a New World Order, in which the United Nations and other 'international actors' may return to their post-war mandate of maintaining international peace and security through collective action. This book addresses the central question of sovereignty under the new regime: which internal actions of states will justify intervention by the international community? The unifying theme of these chapters — written from a wide variety of national and cultural perspectives — is the conflict between cultural relativism and human rights in the postmodern world. Eleven authors address these questions …

Geographically Sexual?: Advancing Lesbian And Gay Interests Through Proportional Representation, Darren Rosenblum
Geographically Sexual?: Advancing Lesbian And Gay Interests Through Proportional Representation, Darren Rosenblum
Elisabeth Haub School of Law Faculty Publications
Part I of this Article explores lesbian and gay interests and representational characteristics. Part II highlights the inadequacies of a single-member districting system in representing the interests of lesbian and gay communities. It concludes with an examination of the New York City Council's 1991 redistricting, where the mobilization of strong lesbian and gay communities in a receptive environment nonetheless failed to lead to effective representation of lesbian and gay interests in the City Council. Part III describes proportional representation systems and reveals how such systems would better serve lesbian and gay communities. Part IV acknowledges the political and legal obstacles …

W.E.B. Du Bois demonstrated poignant insight into the character of American society when he predicted in 1901 that the fundamental problem of the 20th Century would be the problem of the color line. Du Bois was writing in the aftermath of the first reconstruction that saw the institutionalization of Jim Crow and white dominance across the South. This period was symbolized by the infamous Plessy v. Ferguson decision in 1896. It was also marked by the capitulation of white Republican custodians of Reconstruction to the racist demands of southern politics, including the massive ejection of Black politicians from public office, …

Into The Thicket: Pursuing Moral And Political Visions In Labor Law, John W. Teeter Jr
Into The Thicket: Pursuing Moral And Political Visions In Labor Law, John W. Teeter Jr
Faculty Articles
Teachers should attempt to illuminate the moral and political implications of life as a labor lawyer and encourage students to reflect critically on what they think is ethical and why. Regardless of whether they represent management or unions, labor lawyers inevitably confront serious ethical issues. Teachers cannot—nor should they—resolve these issues for their students; they must follow the pull of their own moral and political beliefs. But teachers should at least assure that their students consider the ethical implications of life as a labor lawyer. This enriches the students’ thinking by placing them in real-world predicaments and enabling them to …

Short Circuit: The Overselling Of Television In Politics, Larry S. Gibson
Faculty Scholarship
Television and now the Internet are at the forefront of American political campaigning but many local elections are won on the ground with little or no investment in television. This piece, originally developed as a book proposal, examines the development of political campaigns in Baltimore, Maryland and nationally with a particular emphasis on the experience of African American candidates.

The Voice Of Edith Cowan: Australia's First Woman Parliamentarian 1921-1924, Harry C.J. Phillips
The Voice Of Edith Cowan: Australia's First Woman Parliamentarian 1921-1924, Harry C.J. Phillips
Research outputs pre 2011
On 12 March 1996 the Honourable Justice French, as Chancellor of Edith Cowan University, led a rededication ceremony of the Edith Cowan Clock Tower. This occasion, the seventy-fifth anniversary of Edith Cowan's election to the Legislative Assembly, was immediately followed by a breakfast at the nearby Parliament of Western Australia. During the evening a touring exhibition of Edith Cowan's life was launched titled "A Tough Nut to Crack". Then five days later Professor Geoffrey Bolton spoke at St George's Cathedral to celebrate a "Life of Service" by Edith Cowan.
The Voice of Edith Cowan is another contribution to the anniversary. …
The System Worked: Our Schizophrenic Stance On Welfare, Robert L. Tsai
The System Worked: Our Schizophrenic Stance On Welfare, Robert L. Tsai
Faculty Scholarship
This is a review of Steven M. Teles's book, Whose Welfare? AFDC and Elite Politics (University Press of Kansas, 1996), which argues that welfare policy reflects a dynamic of elite dissensus, in which public policy fails to reflect popular opinion. I make two central points in the review: first, there are reasons to believe that welfare policy does, in fact, reflect a deeply conflicted American electorate; and second, such a conflict may reveal a healthy deliberative order struggling to reconcile changing priorities with enduring values.

The Center's 16th annual summer conference will explore the meaning of sustainability in the context of the West's demands, development, and natural values. Presentations by leading experts will address the broad concept of sustainable development, with a particular look at Arizona's experience. The focus will be …
