City Of Las Vegas Municipal Court House Arrest Program Evaluation, Karen Coyne, Michele Hornstein, Timothy Shattler May 2007

City Of Las Vegas Municipal Court House Arrest Program Evaluation, Karen Coyne, Michele Hornstein, Timothy Shattler

UNLV Theses, Dissertations, Professional Papers, and Capstones

The City of Las Vegas operates a municipal detention facility, primarily housing offenders who have committed misdemeanor crimes within the 130 square miles of the Las Vegas City limits. Similar to many jurisdictions, within the State of Nevada, but also across the Country, the offender population is on the rise. The City’s inmate population has grown steadily at a rate of 10%, annually, for five years. This trend, when calculated as a future projection, suggests the City must be prepared for the misdemeanant population to swell from its current daily average of 1144 to more than 3000 inmates by the …

Immigration Reform In America: Past, Present, And Future, Thaddeus Coffman May 2007

Immigration Reform In America: Past, Present, And Future, Thaddeus Coffman

Undergraduate Theses and Capstone Projects

This paper examines immigration legislation throughout the history of the United States. The author has divided the focus of legislative activity into four main eras: the Laissez- Fair Era (1789-1875), the Anti-Asian Era (1876-1920), the National Origin Quotas Era (1921-1953), and the Illegal Immigration Era (1954-present). While these eras are not all inclusive, they are indicative of the main focus of legislation passed during their time. The author then compares the impact of major legislation passed during these eras to three current proposals aimed at addressing the increasing issue of illegal immigration: two versions of a guest-worker program and amnesty/legalization …

Contract Delays: The Impact Of Department Of Defense (Dod) Contractors' Wealth, Jacqueline M. Leskowich Apr 2007

Contract Delays: The Impact Of Department Of Defense (Dod) Contractors' Wealth, Jacqueline M. Leskowich

Theses and Dissertations

The monetary incentives used to motivate DoD contractors’ schedule performance on Acquisition Category One programs afford them the opportunity as a whole to earn billions of dollars in addition to their contract award. These incentives are paid 85-90% of the time regardless of schedule performance. While these contractors are paid to avoid delays, there is an indication the delay increases the contractor’s stock value. This research tested the theory that contract delays significantly impact the company’s stock returns. The results found both positive and negative reactions to a firm’s value. Delays caused by budget cuts tend to have a negative …

The Impact Of Privatization On Economic Growth And Income Inequality In Developing Countries, Samuel Adams Apr 2007

The Impact Of Privatization On Economic Growth And Income Inequality In Developing Countries, Samuel Adams

School of Public Service Theses & Dissertations

In the 1960s and 1970s academicians, economists and politicians favored state ownership over private ownership in the production and provision of goods and services. By the end of the 1980s, however, there was a reversal of public policy from state domination of the production and provision of goods and services to private ownership and operation. This was due in part to what the World Bank referred to as "state failure”, which was characterized by inefficient service delivery, unprofitable SOEs, high government debt, and stagnant economic growth rates. Accordingly, privatization caught on in many countries as a policy tool to foster …

An Analysis Of The Impact Of Defense Acquisition Reforms And External Factors On Schedule Growth Of Defense Weapon Systems, Michael P. Giacomazzi Iii Mar 2007

An Analysis Of The Impact Of Defense Acquisition Reforms And External Factors On Schedule Growth Of Defense Weapon Systems, Michael P. Giacomazzi Iii

Theses and Dissertations

The growth in the acquisition cycle time of large defense systems from what was planned (i.e., schedule growth) creates several issues for defense acquisition managers and policy makers. These issues include increased likelihoods of cancellations, changes in requirements, and delays in the fielding of improved combat capabilities and replacements for legacy systems, which have resulted in further cost and schedule growth. As a result, Congress, the DoD, and the individual military services implemented several major reforms to address the cost and schedule growth of weapon systems. This research presents an empirical model of schedule growth to evaluate the impact of …

Internal Versus External For Small Weapons Systems, Joseph S. Elkins Mar 2007

Internal Versus External For Small Weapons Systems, Joseph S. Elkins

Theses and Dissertations

The acquisition method used to gain access to new technologies can heavily influence whether our war fighters have the required tools to fight increasing and constantly shifting global threats (Kessler and others, 2000). The purpose of this study was to investigate the process and results of internal laboratory development, testing and fielding of small weapons systems as compared to traditionally acquired systems which encourage customer pull and contractor development. This research provides insight into how Air Force Research Laboratory (AFRL) personnel choose an acquisition method, retain personnel capability, and maximize product capability. This study consolidates the opinions of subject matter …

Cost Growth In Weapons Systems: Re-Examining Rubber Baselines And Ecomonic Factors, Philip E. Ruter Ii

Theses and Dissertations

This paper will evaluate cost overruns from a microeconomic perspective to determine their root causes. The specific variables that will be evaluated are: contract budget fluctuations, contract length, inflation, procurement budget fluctuation, research and development budget fluctuation, the technology readiness of the commodity, and industry concentration. These variables will be evaluated twice. The first evaluation will consist of a binary choice model to determine whether or not the dependent variables influence the likelihood of a cost overrun. The specific form of the evaluation will take the form of a probit regression in which an independent variable value of zero indicates …

Indentifying And Assessing Effective Mechanisms For Technology Transfer, Michael A. Romero Mar 2007

Indentifying And Assessing Effective Mechanisms For Technology Transfer, Michael A. Romero

Theses and Dissertations

The ability to shift knowledge and resources from federal laboratories to industrial and academic partners and vice versa is the primary reason that technology transfer (T2) exists today. Without the cooperation of federal, state, and private agencies working together to resolve today’s technology quandaries, a lot of the breakthroughs experienced today would not exist. This research was focused on uncovering which mechanisms are utilized by scientists and engineers. The research entails uncovering both official and unofficial mechanisms and ascertaining why some methods are preferred over others. It is also a secondary focus, to determine which barriers are impeding …

Post-Realist Law And Development: Amartya Sen's Critical Theory Of Values, Samuel Maverick Bayard Feb 2007

Post-Realist Law And Development: Amartya Sen's Critical Theory Of Values, Samuel Maverick Bayard

Archived Theses and Dissertations

This thesis asks whether Amartya Sen's idea of "development as freedom" is inconsistent with certain theoretical insights of American legal realism. Specifically, it examines whether Sen's apparent optimism with respect to free markets is undermined by Robert Hale's arguments about the ubiquity of coercion in economic relations and law's implication in the distribution of resources and power in society. It also asks whether taking the expansion of "freedom" as the object of development ignores the Hohfeldian insight that designing particular legal rules is a legislative act that creates winners and losers and is the site of political struggle and conflicting …

Rights Of Muslim Converts To Christianity In Egypt, Hebatallah Ghali Feb 2007

Rights Of Muslim Converts To Christianity In Egypt, Hebatallah Ghali

Archived Theses and Dissertations

“Rights of Muslim Converts to Christianity in Egypt” is a research long-overdue, because converts are increasing in number and they are stripped off their human rights, persecuted by state and society, and considered as apostates civically dead. There is a sharp discrimination and difference in jurisprudence between Court of Administrative Litigation of State Council and State Security Court, which deal with converts. Converts of Christian background are recuperating their civil liberty rights, whereas rights of converts of Muslim background are still violated. I reached this conclusion by tracking the jurisprudential development of the Court of Administrative Litigation, which moved from …

Development Of Subsidiarity Via Civil And Common Law Jurisprudential Epistemology, William Pieratt Demond Jan 2007

Development Of Subsidiarity Via Civil And Common Law Jurisprudential Epistemology, William Pieratt Demond

Theses

This article seeks to justify an examination of subsidiarity's development within Catholicism. Due to the fact that the European Union ["EU"] codified subsidiarity via the Treaty of Maastricht, subsidiarity is now a part of EU law. Although seemingly intended to resolve questions concerning the proper allocation of powers, its codification has generated substantial debate concerning the proper meaning(s) (if any) and/or application(s) of subsidiarity within the EU.

Due to the facts that 1) the EU's legal traditions are heavily influenced by both the civil and common law traditions, 2) both of these traditions advocate the use of established jurisprudential methodologies …
