The purpose of this study is to evaluate two facets of the Norfolk Police Department's Police Assisted Community Enforcement, or PACE, program. While there has been much research on how community policing affects officer and citizen attitudes, there has been very little that focuses on organizational aspects of implementing this philosophy. This research uses a survey instrument to examine how Norfolk's structuring of their community policing program may have an impact on the way the officers involved cooperate with one another. Since the 1970s, law enforcement officials, policy makers and academics have promoted the use of computer-aided dispatch (CAD) as a way of improving both the efficiency and effectiveness of police operations. Past literature on CAD focused on the technology's assumed capabilities for meeting certain goals. However, little if any research has, either objectively or subjectively, tested CAD's ability to meet these goals. This study utilizes subjective data collected from both dispatchers currently using CAD and those who are awaiting its implementation to determine their perceptions of CAD's ability to meet some of these goals. In response to the emergence of sustainable development as the dominant environmental and economic paradigm, a number of mechanisms have been developed to assist in the implementation of these principles. Examples of these "super" instruments abound--market measures, eco-covenants, joint implementation and voluntary compliance. Appreciably less enthusiasm has been dedicated to capacity building for other more traditional tools prescribed by international laws. Counted among the disregarded tools is the widely maligned and misunderstood role of enforcement. As a result of the growing popularity of arrest in domestic assault cases, many studies have focused on the relationship between police arrest policies and incidence rates of domestic violence. However, few actually assess direct input from police officers concerning their attitudes and perceptions of these policies, or how they feel about dealing with domestic violence. The purpose of this research is to examine the acceptability of male homosexuals in law enforcement as determined by those currently employed as sworn officers in Southern California. Law enforcement has historically been reluctant to accept "outsiders" within its ranks. It has only been within the last 25 years that women and minorities have sought to enter the law enforcement profession in significant numbers, and it took legislative action and law suits to make this a reality.

Pre-Academy Placement In The Washington State Patrol: Factors Associated With Academy And Job Performance, Richard Franklin Hamack

Washington State Patrol Trooper Cadets serve in a number of positions, a number of locations across the state and for varying lengths of time before they are selected to attend the academy. The purpose of the present research was to determine whether these factors were related to subsequent academy performance and job performance.

To that end, 255 cadets hired between 1979 and 1985 were studied. The results indicated that only pre-academy assignment duration was significantly correlated with academy completion and academy performance. Implications for further research and departmental policy are discussed.

There has been little intellectual support for the average American's view of the proper relationship between L' crime and punishment. This text is an effort to philosophically define and defend this view. Chapters one and two deal with teleological theories and justification for systems and rules of practices. I first discuss the historical relationship of man to the state, showing the necessity of and providing a basis for civil authority and law and showing both to be based on social utility. This assumption is reflected in many police studies which stress the importance of police chiefs, police discretion, and police personalities as being the decisive factors in police behavior.

This is an exploratory study which focuses on the types of information that deputies assigned to the Department of Public Safety, Multnomah County, Oregon, consider important when making a decision regarding the disposition of a juvenile offender.

This empirical study developed as a result of participant observation. The authors spent one year working with deputies as part of police-social worker teams. During the course of the year it became apparent that police use a considerable amount of discretion when determining the disposition of a juvenile offender.
