To minimize any safety mishaps during operations, new aircraft designs and modifications must go through an airworthiness certification. The current United States Air Force (USAF) airworthiness certification process, captured in MIL-HDBK-516C, is time-consuming and manpower intensive due to extensive documentation. To minimize inefficiencies of this document-based approach, this thesis examined model-based systems engineering (MBSE) to support Safety Critical Function (SCF) thread analysis against criteria found in Section 15 of MIL-HDBK-516C. Organizations with large facility and infrastructure portfolios have used asset management databases for over ten years to collect and standardize asset condition data. Decision makers use this data to predict asset degradation and expected service life, enabling prioritized maintenance, repair, and renovation actions that reduce asset life-cycle costs and achieve organizational objectives. However, these asset condition forecasts are calculated using standardized, self-correcting distribution models that rely on continuous functions. The dilemma with learning curves and actual costs is "fitting square pegs into round holes." Alternative regression techniques or further modifications to Y=aXb may address discrepancies in modeling observed data with learning curves. Adequate data permits further analysis of the constants, variables, and factors that make up a learning curve model. Subject Matter Expert (SME) Elicitation is commonly used as a cost-estimation method when no historical data exists. The elicitation process assumes Subject Matter Experts are the resident experts in their individual fields of study. In addition, the process assumes SMEs provide reasonably trustworthy cost estimates that follow the tenets of probability theory. This last assumption is the subject of this study. A Navy sponsored e-learning course was created to help train SMEs in understanding probability distributions (O'Hagan, 2019). We conducted a study hypothesizing that taking the e-learning course would improve study participant accuracy in estimating confidence intervals for probability distributions.

The Air Force Materiel Command is undergoing a digital transformation to increase the speed of delivering new warfighter capabilities. This Digital Campaign consists of six Lines of Effort (LOEs) formed with diverse goals to transform the enterprise. This research investigated using the Zachman Framework and Systems Modeling Language to analyze this transformation. Extensive modeling captured the as-is Preliminary Design Review (PDR) process, and mapped LOE goals as primary impacts to Zachman cells. This led to an identification of a to-be digital PDR process. This research studies cost and schedule stability in programs that utilize Software Resource Data Report (SRDR) reporting standards. We find software programs at the Computer Software Configuration Item (CSCI) level show much lower levels of stability than previously published DoD stability research that focused on aircraft. A comparison of software development methods found little to no difference between Agile and Plan Driven methodologies. Critical Success Factors (CSF) were identified from prior literature and used to examine CSCIs from the SRDR dataset. Military contingency bases require substantial resources and funding sustain and are often not connected to an infrastructure grid. Infrastructure assets produce the required outputs for sustainment, but are often expensive and inefficient, producing a significant logistical burden. With the increasing near-peer threats of opposing military forces, there is a need for more self-sufficient contingency bases with alternatives that reduce resources usage and the cost of sustainment. Modeling human decision-making is difficult. Decision-makers are typically primed with unique biases that widen the confidence interval of judgment. Therefore, it is important that the human process in the system being modeled is designed to alleviate damaging biases and assumptions in an effort to increase process consistency between decision-makers. In this work, we explore the thermal properties of gallium as an effective phase change material for thermal management applications. Thermal storage and dissipation of gallium manufactured heat sinks were compared to conventional phase change heat sinks. The comparison revealed a 50-fold (80 K versus 1.5 K) potential reduction in temperature during the phase change process due to the high density, thermal conductivity, and latent heat of fusion. The gallium creates shallow thermal gradients when transiently heated, producing a nearly isothermal process. Computational estimates using lumped sum parameters were able to provide simple modeling to predict the results. Gallium based …

Remote and contingency operations, including military and disaster-relief activities, often require the use of temporary facilities powered by inefficient diesel generators that are expensive to operate and maintain. Site planners can reduce operating costs by increasing shelter insulation and augmenting generators with photovoltaic-battery hybrid energy systems, but they must select the optimal design configuration based on the region’s climate to meet the power demand at the lowest cost. Levels of Automation (LOA) provide a method for describing authority granted to automated system elements to make individual decisions. However, these levels are technology-centric and provide little insight into overall system operation. The current research discusses an alternate classification scheme, referred to as the Level of Human Control Abstraction (LHCA). LHCA is an operator-centric framework that classifies a system’s state based on the required operator inputs. Grid-based electrical infrastructure is unavailable at many remote locations including developing nation communities, isolated construction sites, and military contingency bases. Powering these locations with diesel generators requires regular fuel resupply, resulting in increased costs, environmental impacts, and burdensome logistics—making generators an obstacle for energy resiliency and sustainability. This research examines using solar renewable energy systems to replace generators at remote locations and presents a multi-objective optimization model that minimizes logistics variables. Replacing a single deployed generator would save over 500,000 gal of fuel annually, eliminating the need for 100 fuel tanker deliveries.

The purpose of this research was to investigate the total life-cycle cost of using utility-scale battery systems to increase the energy efficiency of forward operating bases, thereby reducing the burden of diesel fuel logistics. A hybrid electric tracked ground vehicle (HETGV) can reduce military fuel usage, however a review of current tools determined they are not suitable to estimate HEGTV performance. Based on topographic data and vehicle attributes, this research developed an estimation tool by creating a model to determine tracked vehicle energy and fuel requirements, and using these requirements, created a HEGTV cost and performance optimisation for the Bradley fighting vehicle energy system. The optimised design reduced fuel consumption by 15%, and met the vehicle's peak power requirement of 365 kW, with a recommended configuration of a 135 kW generator and 100 kWh …

In these situations, camps consisting of poorly insulated fabric shelters are predominantly powered by inefficient diesel generators that require frequent fuel resupply. States facing the decision to develop a nuclear weapons program do so within a broader context of their relationships with other countries. How these diplomatic, economic, and strategic relationships impact proliferation decisions, however, remains under-specified. Adding to the existing empirical literature that attempts to model state proliferation decisions, this article introduces the first quantitative heterogeneous network analysis of how networks of conflict, alliances, trade, and nuclear cooperation interact to spur or deter nuclear proliferation. Remote locations such as disaster relief camps, isolated arctic communities, and military forward operating bases are disconnected from traditional power grids forcing them to rely on diesel generators with a total installed capacity of 10,000 MW worldwide. Quantifying an expected improvement when considering moderate-complexity changes to a process is time consuming and has potential to overlook stochastic effects. By modeling a process as a Numerical Design Structure Matrix (NDSM), simulating the proposed changes, and evaluating performance, quantification can be rapidly accomplished to understand stochastic effects. This thesis explores a method to evaluate complex process changes within Six Sigma DMAIC process improvement to identify the most desirable outcome amongst several improvement options.
