The defense sector is undergoing a phase of rapid technological advancement, in the pursuit of its goal of information superiority. This goal depends on a large network of complex interconnected systems - sensors, weapons, soldiers - linked through a maze of heterogeneous networks. The sheer scale and size of these networks prompt behaviors that go beyond conglomerations of systems or `system-of-systems'. The lack of a central locus and disjointed, competing interests among large clusters of systems makes this characteristic of an Ultra Large Scale (ULS) system. For a number of years, the United States Federal Government has been formulating the Next Generation Air Transportation System plans for National Airspace System improvement. These improvements attempt to address air transportation holistically, but often address individual improvements in one arena such as ground or in-flight equipment.
In fact, air transportation system designers have had only limited success using traditional Operations Research and parametric modeling approaches in their analyses of innovative operations. The limited field of view of static egocentric visual displays employed in unmanned aircraft controls introduces the soda straw effect on operators, which significantly affects their ability to capture and maintain situational awareness by not depicting peripheral visual data. The problem with insufficient operator situational awareness is the resulting increased potential for error and oversight during operation of unmanned aircraft, leading to accidents and mishaps costing United States taxpayers between $4 million to $54 million per year. Longitudinal social network and personality data were collected in a class of enlisted military professionals attending a 6-week leadership development course. Findings support known relationships in existing leadership research. The thesis demonstrates the applicability of system dynamics toward the complex social phenomena of leader emergence.

This paper presents a theoretical framework for the concept of understanding and how it can be used for assessing complex situations. Understanding is presented as a cognitive process on how an individual perceives and represents a complex domain based on his/her own predispositions, and how he/she selects knowledge or what may not be knowledge based on the same predispositions towards finding a set of solutions for the situation. A simulation technique was used to investigate the impacts of organizational structure on an organization's social network. By simulating personnel in an organization as vertices in a graph and the aging of the corporation as the aging of the same graph, the maturation of an organization was realized. The characteristic path length of the graph was measured after each year returning an optimistic average organizational distance. Results include the finding that, per this model, an organization's characteristic path length can drop over 50% in a 20 year period with consideration of edges of all strengths. This research investigated the armed services current uses of GIS, and asked the question whether or not a joint GIS program could benefit the DOD. An information technology implementation model was presented as a framework to implement a joint GIS program. It was found that all four armed services use GIS for forward deployments. The Army has its Combat Terrain Information System (CTIS). The Navy's digital nautical charts are a GIS. These various modalities of sensing combine to facilitate manipulation and interaction with objects and the environment. The way humans interact with computers mirrors this environmental interaction with the absence of feedback from the tactile channel. A gap exists between theoretical stances that acknowledge the importance of dialogue as a dynamic within socially constructed structures, and "steersmanship" of those constructs--e.g., directing, intervening or transforming organizations. A "mechanism" which links theory with practice is missing, leaving practitioners with an acknowledgment of dialogue's central position, but without tools to enact this centrality in practice or research. This research applied sociotechnical systems theory to explore the process used by two elected bodies to decide upon adoption of a complex technical engineering proposal. The research used a modified sociotechnical systems conceptual framework that was developed by Pava (1983) for application to non-traditional work settings. Pava applied the conceptual framework to what he termed non-routine office work which is characterized by non-linear conversion flow, multiple, concurrent conversion processes and vocational separatism (Pava, 1983).
