Performance measurement is utilized by organizations in all industries, including research and development (R&D). Measures are developed, data are collected, and the measurement results are used to drive the organization. The implicit hope is, of course, that the measures drive the organization to improve. However, literature identifies high failure rates directly related to performance measurement system (PMS) implementations. The purpose of this research was to develop and apply a systems theoretic framework for design, analysis and transformation of competency models using an inductive research design. This research examines the origins and development of competency models from a systems theoretic perspective. Competency models have been largely developed by a comparative method first proposed by McClelland, or the use of Delphi method survey techniques. This research develops a deterministic interface evaluation framework (IEF) in support of the principles identified in the Modular Open Systems Approach (MOSA). Interface evaluation in weapon system development requires a Decision Analysis (DA) method capable of handling a continuously growing alternative set and functioning with limited availability of senior decision makers. The analysis of data sets and process conditions commonly assume the use of standard normal distributions and truncated standard normal distributions (TSND). The use of these distributions has application to various engineering disciplines along with numerous other industries (e.g., financial industries, medical fields, management, etc.). The Fast, Inexpensive, Simple, and Tiny (FIST) framework proposes a broad set of organizational values, but provides limited guidance on practical implementation. Implementing FIST principles requires clarifying the definitions of “fast,” “inexpensive,” and “simple,” recognizing where FIST does and does not apply. Additionally, a subset of the FIST heuristics was expanded upon to increase their usefulness for practitioners. The primary research findings are that FIST principles are less conducive for highly complex or novel systems, immature technologies, future needs, acquisitions in early development phases, or when performance is the foremost value. The historical roots of the Emergency Management concept in the U.S. date back to 19th century. As disasters occurred, policies relating to disaster response have been developed, and many statuary provisions, including several Federal Disaster Relief Acts, conceptually established the framework of Emergency Management. In 1979, with the foundation of the Federal Emergency Management Agency (FEMA), disaster relief efforts were finally institutionalized, and the federal government acknowledged that Emergency Management included mitigation, preparedness, response and recovery activities as abbreviated 'MPRR.'

While many approaches exist for classifying and determining their attitudes, these approaches stop short of evaluating stakeholders in a holistic manner. The FROST Method is presented which improves the efficiency of long-term sustainment of hardware systems. The FROST Method makes sustainment and scheduling decisions based on the minimization of the expected value of current and future costs. This differs from current methods which tend to base decisions not on the expected value of costs, but on the expected inventory demand found through projections using data which is often inaccurate.

The issue that would be addressed in this paper is how risks are addressed in project and systems management, and how risks are propagated between projects and systems. This thesis both evaluates, and presents improvements to, the current method of forecasting flying costs of Air Force aircraft. It uses depot level repairable (DLR) and consumable (CONS) data for the Air Force's bomber platforms: B-1B, B-2, and B-52H. The current forecasting method assumes a proportional relationship between costs and flying hours such that 1) when no hours are flown costs are zero, and 2) a 1% increase in flying hours will increase costs by 1%. The findings of this research indicate that applying log-linear ordinary least squares regression techniques may be an improved fit of flying cost data over …
