The Joint Precision Airdrop System has revolutionized military airdrop capability, allowing accurate delivery of equipment and supplies to smaller drop zones, from higher altitudes than was previously possible. This capability depends on accurate wind data which is currently provided by a combination of high-resolution forecast models and GPS dropsondes released in the vicinity of the dropzone shortly before the airdrop. This research develops a windprofiling algorithm to derive the needed wind data from passive IR satellite soundings, eliminating the requirement for a hazardous dropsonde pass near the drop zone, or allowing the dropsonde to be dropped farther from the dropzone. …

This research developed the foundation, theory, and framework for a set of analysis techniques to assist decision makers in analyzing questions regarding the synthesis, interdiction, and protection of infrastructure networks. This includes extension of traditional network interdiction to directly model nodal interdiction; new techniques to identify potential targets in social networks based on extensions of shortest path network interdiction; extension of traditional network interdiction to include layered network formulations; and develops models/techniques to design robust layered networks while considering trade-offs with cost. The threat to the airspace is posed by the outside world in conventional terms as well as hostilities from within the airspace such as hijacked aircraft. Alert aircraft are located with the sole responsibility of responding to any incident. Different regions of the airspace may have different alert states depending on current intelligence input. Detecting and identifying objects of interest is the goal of all remote sensing. New advances, specifically in hyperspectral imaging technology have provided the analyst with immense amounts of data requiring evaluation. Several filtering techniques or anomaly detection algorithms have been proposed. However, most new algorithms are insufficiently verified to be robust to the broad range of hyperspectral data being made available. An automatic target classification system contains a classifier which reads a feature as an input and outputs a class label. Typically, the feature is a vector of real numbers. Other features can be non-numeric, such as a string of symbols or alphabets. One method of improving the performance of an automatic classification system is through combining two or more independent classifiers that are complementary in nature. Complementary classifiers are observed by finding an optimal method for partitioning the problem space. For example, the individual classifiers may operate to identify specific objects. This research presents an inaugural general method of measuring the collaborative and confrontational interoperability of a heterogeneous set of systems in the context of an operational process. The method is holistic, fundamental, flexible, and mathematical in nature and accommodates all types of systems and interoperations. The method relates the interoperability measurement to measures of operational effectiveness for confrontational operational processes. The purpose of this research is to develop a multiple-objective mixed-integer linear programming model that determines the feasibility of a new deployment paradigm, which offers greater flexibility to home station and deployed location civil engineers (CE) by applying hub-and-spoke networking. The research covers the histories of CE and Air and Space Expeditionary Force (AEF), current CE deployment needs, multiple-objective decision analysis, hub-and-spoke networking, and organizational behavior benefits of the new paradigm. This research extends the field of hyperspectral target detection by developing autonomous anomaly detection and signature matching methodologies that reduce false alarms relative to existing benchmark detectors, and are practical for use in an operational environment. The proposed anomaly detection methodology adapts multivariate outlier detection algorithms for use with hyperspectral datasets containing tens of thousands of non-homogeneous, high-dimensional spectral signatures. In so doing, the limitations of existing, non-robust, anomaly detectors are identified, an autonomous clustering methodology is developed to divide an image into homogeneous background materials, and competing multivariate outlier detection methods are evaluated for their ability to uncover hyperspectral …

The Logistics Composite Model (LCOM) is a stochastic, discrete-event simulation that relies on probabilities and random number generators to model scenarios in a maintenance unit and estimate optimal manpower levels through an iterative process. Models such as LCOM involving pseudo-random numbers inevitably have a variance associated with the output of the model for each run, and the output is actually a range of estimates. The reduction of the variance in the results of the model can be costly in the form of time for multiple replications. The purpose of this research is to determine whether the transition to a two-factor authentication system is more secure than a system that relied only on what users “know” for authentication. While we found that factors that made passwords inherently vulnerable did not transfer to the PIN portion of a two-factor authentication system, we did find significant problems relating to usability, worker productivity, and the loss and theft of smart cards. Worldwide, maritime trade accounts for approximately 80% of all trade by volume and is expected to double in the next twenty years. Prior to September 11, 2001, Ports, Waterways and Coastal Security (PWCS) was afforded only 1 percent of United States Coast Guard (USCG) resources. This thesis develops optimization models for prioritizing payloads for inclusion on satellite buses with volume, power, weight and budget constraints. The first model considers a single satellite launch for which the budget is uncertain and constellation requirements are not considered. Subsequently, we include constellation requirements and provide a more enhanced model. Both single-launch models provide a prioritized list of payloads to include on the launch before the budget is realized. The single-launch models are subsequently extended to a sequence of multiple launches in two cases, both of which incorporate an explicit dependence on the constellation composition at each launch epoch. …

A computer tool to aid in selecting the best Automatic Target Recognition (ATR) algorithm is developed. The program considers many quantifiers, accepts user-defined parameters, allows for changes in the operational environment and presents results in a meaningful way. It is written for Microsoft Excel. An ATR algorithm assigns a class label to a recognized target. General designations can include "Friend" and "Foe." The error of designating "Friend" as "Foe" as well as "Foe" as "Friend" comes with a high cost. Studying each algorithm's error can minimize this cost. This research uses an advanced statistical technique to expand upon the current understanding of war termination. Specifically, this thesis addressed questions concerning the most relevant factors toward predicting both the outcomes of interstate wars and the winners of intrastate and extra-systemic wars, within the limitations of the available data. Open-source war data from the Correlates of War Project was analyzed using both binary and multinomial logistic regression techniques. This thesis presents a case study of federal logistics support during Hurricane Katrina disaster relief operations. Data from federal contracts covering the first 10 weeks of Katrina are used to measure federal logistics activity. The study investigates whether chaos theory, part of complexity science, can extract information from Katrina contracting data to help managers make better logistics decisions during disaster relief operations. The study uses three analytical techniques: embedding, fitting the data to a logistic equation, and plotting the limit-cycle. The optimal employment of autonomous search and destroy vehicles is addressed. The results apply to air, land, or water vehicles with 1, k, or infinite warheads. The specific scenarios considered involve an air vehicle searching a battle space for stationary targets in the presence of false targets. Encounters are modeled with uniform, Poisson, and normal distributions. Linear and circular search patterns are examined. All relevant parameters are extracted from intelligence information, the sensor performance specification, and the air vehicle performance specification. This thesis explores the changes in insights that result from using different types of models to assess the capability of deploying the Stryker Brigade within specific timeline goals. The thesis uses as its primary base a study conducted in 2002 by USTRANSCOM to evaluate the ability of Stryker to meet stated deployment timeline goals. Specifically, the author compares the outputs from four different models as they change over three different deployment scenarios and 10 different routes. Given the drawbacks of leaving time-sensitive targeting (TST) strictly to humans, there is value to the investigation of alternative approaches to TST operations that employ autonomous systems. This paper accomplishes five things. First, it proposes a short-hop abbreviated routing paradigm (SHARP) - based on Delaunay triangulations (DT), ad-hoc communication, and autonomous control - for recognizing and engaging TSTs that, in theory, will improve upon persistence, the volume of influence, autonomy, range, and situational awareness. The United States relies on imported oil as a result of domestic petroleum consumption rates greatly exceeding production rates. Alternative fuels are a major force in the effort to reduce petroleum consumption in the transportation industry. The transportation industry also accounts for 1/3 of all greenhouse gas emissions and nearly half of all cancers attributed to outdoor sources of pollutants.
