This research paper analyzes the ethical implications of utilizing artificial intelligence, specifically AI-based algorithms in business selection and recruiting processes, with a focus on potential violations under Title VII of the Civil Rights Act of 1964 and Title 1 of the Americans with Disabilities Act (ADA). Amazon’s attempt at launching AI recruiting tools is examined. Deep space asteroid mining presents the opportunity for the collection of critical resources required to establish a cis-lunar infrastructure. In specific, the Project Khepri team has focused on the collection of water from asteroid Bennu. This water has the potential to provide a source of clean-energy propellant as well as an essential consumable for humans or agriculture on crewed trips to the Moon or Mars. This would avoid the high costs of launching from Earth - making it a highly desirable element for the future of cis-lunar infrastructure. The DOD is adopting open mission systems (OMS) as the future in the military aviation environment. OMS proponents promise reduced costs and truncated schedules through increased competition in the marketplace and reduced coding efforts. To the best of our knowledge, no studies have examined the success of these open architectures in the DOD. Therefore, we investigate costs and schedule for a recent DOD avionics OMS demonstration platform in comparison to 13 historically analogous programs.

Purpose: There appears to be no empirical-based method in the literature for estimating if an engineering change proposal (ECP) will occur or the dollar amount incurred. This paper aims to present an empirically based approach to address this shortfall.
Design/Methodology/Approach: Using the cost assessment data enterprise database, 533 contracts were randomly selected via a stratified sampling plan to build two regression models: one to predict the likelihood of a contract experiencing an ECP and the other to determine the expected median per cent increase in baseline contract cost if an ECP was likely. Cost growth is an established phenomenon within Defense Acquisition that the US Government has attempted to abolish for decades through seemingly endless cycles of reform. Dozens of experts and senior leaders within the acquisition community have published their notions on the reasons for cost growth, nevertheless, legislation has yet to eradicate this presumed conundrum. The number of commercial spaceflights will be increasing by orders of magnitude over the next several decades. The current volume of space traffic can be managed on a case-by-case basis and there is little impact to the National Airspace System (NAS). This will change as more spaceports become operational, commercial sub-orbital flight companies begin serving their customers and as the cost of these flights begin to decrease. The Simplified Acquisition of Base Engineering Requirements (SABER) contract's main purpose is to expedite contract award of civil engineer requirements through the issuance of individual delivery orders. The contract contains a collection of detailed task specifications that include most types of real property maintenance, repair, and construction work. The Assistant Secretary of the Air Force for Acquisition's Operational Contracting Division (SAF/AQCO) identified a number of failed SABER contracts. This study compared the elements of existing contracting certification programs to an ideal contracting certification model developed by experts. The expert panel responded to an open-ended electronic interview to convey their ideas regarding the individual elements for the model. Input received from the initial interviews was used to develop a survey for the panel members. The surveys were completed and results were recorded and conveyed back to the panel members. This process was repeated until a majority was reached on each individual element of the model, resulting in the ideal certification model. The final model contained elements of both the …
