The agricultural decision-making process is experience-based, knowledge-dependent, time-sensitive, complex, and driven by historical data. Planting, fertilization, irrigation, and chemigation are key categories in farm decision-making, and currently there is no one-shot decision-support tool that covers all these activities. Generative Artificial Intelligence (AI) models are more advanced than traditional machine learning and deep learning models. These models have been trained on vast amounts of data from the internet, allowing them to accept unstructured data in various forms and generate human-like text, solutions to problems, and scenario predictions. This thesis is an application of decision analysis techniques to the problem of evaluating competing research and development investments and selecting the best portfolio from among the alternatives. In contrast to the current ad hoc approach, decision analysis provides an explicit and easily explained rationale for investment choices, complete and consistent incorporation of multiple objectives, and direct insight into the effects of uncertain investment returns. A hierarchical objective decomposition was used to capture the user's preference structure. The hierarchy was then used to develop a computer-based decision aid to allow the users to quickly and consistently evaluate technology investment options. …

The administration desired an expedient approach for course scheduling which supports the institute's mission of "providing scientific and technological education" to officers from all branches of military service, as well as international military forces. This system allows assessment of the Master Air Attack Plan (MAAP) during construction and at completion. The system functions around a relational database management system providing a decision support tool for the Guidance, Apportionment, & Targeting (GAT) cell of Central Command's JFACC Combat Plans. A Microsoft Access application is programmed to provide PC-based, real time evaluation of air campaign goals and constraints. The decision support system was validated in February 1997 by the CENTAF combat plans staff at Blue Flag 97-1. The software and user's manual are maintained at HQ ACC/XP-Studies and Analysis Squadron.

The Idaho National Environmental Engineering Laboratory (INEEL), operating in conjunction with the Department of Energy (DOE), faces with the complex decision of selecting an environmental remediation strategy for the Subsurface Disposal Area (SDA) of the Radioactive Waste Management Complex (RWMC). This research uses value-focused thinking and multiattribute preference theory techniques to produce a decision analysis model to aid the decisionmakers as they select a remediation strategy. A deterministic analysis using expert opinion and the best available engineering data demonstrates the model's capabilities. The United States Air Force has recently defined three objectives in developing strategies regarding the management of municipal solid waste at the base level. They are: (1) 50 percent reduction in total waste generated, from a 1992 baseline amount, by 1999; (2) 50 percent recycling of all waste generated, beginning in 1999; and, (3) a minimum cost program. The United States Air Force requires each installation to operate a municipal solid waste recycling program. Two inherently conflicting objectives, waste material diversion and financial result, have been established for the program. Reducing landfill disposal is the primary objective, but the incentive for profit is strong because each installation can retain profits from the program. Installations can be divided into two distinct areas, commercial and residential, based on the waste stream composition and funding. Structuring of the recycling program is often done in an ad-hoc manner. A decision support model was developed to evaluate four methods for each area. The …

The Department of Energy is faced with the complex decision of selecting technologies for waste site remediation. This research focused on developing a decision support system to aid the decision maker in selecting the best strategy of remediation technologies. A decision analysis model was developed which incorporates life cycle cost data, risk information, and user input, to analyze the technology choices. The research outlined the use of multiple attribute utility theory using exponential attribute utility functions with a simple additive objective function. This research focuses on the development of a decision support model to identify the preferred strategy for managing municipal solid waste using the principles of decision analysis theory. The model provides an effective decision making tool to evaluate and compare different municipal solid waste management strategies. The users of this model, the Environmental Manager or decision maker at a given installation, can enter installation-specific waste stream characteristics, treatment and disposal costs, and material buy-back prices to determine the expected value for various alternative strategies. Those decision support systems should use utility theory. This work reviews two techniques of utility theory (decision trees and influence diagrams) and a new technique due to Morlan (probability ratio nets). The purpose of this study was to enhance the capability of PCRSM, a personal computer based decisions support system, to perform response surface methodology. PCRSM was enhanced to allow the printing of graphical displays such as residual plots and to provide the capability to decode the regression equation back to the original variables. Reverse documentation of the prototype was also developed to describe the interfacing of the individual executable modules and development environment. Response surface methodology is a group of statistical tools used to analyze the relationships between predictors (input variables) and responses (output variables).

This thesis research effort develops a prototype meta-language for decision analysis problem description and automated software to translate the meta-language into a format useable by decision analysis software solvers. MELDA, the metalanguage developed, makes use of special symbols to provide a succinct language for the automation environment yet provides the means for user comprehension. Complete syntax and implementation rules are included. The MELADA translator software developed, DAT, stores the data given by MELADA in a file using prototype standard format, DASF, designed to hold all required data to solve a problem.
