Strategic planning can be a critical business process for today’s organizations, especially for IT organizations that are facing continually changes in technology. This research was designed to investigate IT organizations’ use of strategic planning and determine if the organization uses their strategic plan to set project priorities. Learning Without Default: A Study Of One-Class Classification And The Low-Default Portfolio Problem, Kenneth Kennedy, Brian Mac Namee, Sarah Jane Delany

This paper asks at what level of class imbalance one-class classifiers outperform two-class classifiers in credit scoring problems in which class imbalance, referred to as the low-default portfolio problem, is a serious issue. The question is answered by comparing the performance of a variety of one-class and two-class classifiers on a selection of credit scoring datasets as the class imbalance is manipulated. We also include random oversampling as this is one of the most common approaches to addressing class imbalance. Research that focuses on the emotional, mental, behavioral and cognitive capabilities of individuals has been abundant within disciplines such as psychology, sociology, and anthropology, among others. The main argument made in this dissertation, however, is that a different perspective is necessary in order to gain insight about individuals when facing the complex problems that are presented within engineering and management disciplines. Many design problems require the optimization of competing objective functions that may be too complicated to solve analytically. These problems are often modeled in a simulation environment where static input may result in dynamic (stochastic) responses to the various objective functions. System reliability, alloy composition, algorithm parameter selection, and structural design optimization are classes of problems that often exhibit such complex and stochastic properties. This research extends the work produced by Capt. Robert Johnson for detecting target pixels within hyperspectral imagery (HSI). The methodology replaces Principle Components Analysis for dimensionality reduction with a clustering algorithm which seeks to associate spectral rather than spatial dimensions. By seeking similar spectral dimensions, the assumption of no a priori knowledge of the relationship between clustered members can be eliminated and clusters are formed by seeking high correlated adjacent spectral bands. Following dimensionality reduction Independent Components Analysis (ICA) is used to perform feature extraction. The purposes of this research were: (1) validating Kim’s (2007) simulation method by applying analytic methods and (2) comparing the two different Robust Parameter Design methods with three measures of performance (label accuracy for enemy, friendly, and clutter). Considering the features of CID, input variables were defined as two controllable (threshold combination of detector and classifier) and three uncontrollable (map size, number of enemies and friendly). The first set of experiments considers Kim’s method using analytical methods. In order to create response variables, Kim’s method uses Monte Carlo simulation. The new algorithm is applied in the design of a telecommunication network that is formed for several stations or nodes interconnected by telecommunication links or paths. Usability on Web sites is critical because almost no training is provided for users on commercial sites. Instead, Web design relies on standards and consistency across sites. Traditional usability results indicated that computer forms should follow paper-based forms. Yet, Web paradigms have evolved that are quite different from paper-based forms. Specifically, this study reveals that users commit fewer errors and prefer simple forms limited to a single concept per screen. This conclusion significantly alters the recommendations for designing business forms.

Modeling complex urban traffic system requires extensive use of workflow methodologies which can simulate almost real time traffic situations. Number of studies were done in the field of Urban Traffic Simulation like PLOTS, NETSIM and PALAMICS but none of them could provide a real formal solution. Our paper proposes a methodology using Fuzzy Petri nets for modeling real time traffic system. Fuzzy Petrinets are also visualised and tested by using Flow- Charter and HPSIM software packages. These packages help in providing successive iterations of process model for further refinement.

Knowledge libraries hold the promise of widespread access to information available anywhere, anytime, freeing patrons from the geographical and temporal boundaries that currently exist. The classification of materials and subsequent searching of knowledge library content is an overall problem with many complex parts. Relevant classification is important for optimal information retrieval. This is especially important for the virtual communities that exist with extended organizations.
