This study employs a linear and integer programming approach to optimize HIV resource allocation in Ohio, aiming to minimize new infections and enhance the impact of limited resources. With the advances in HIV prevention and treatment, Ohio faces challenges in addressing disparities in access to healthcare, particularly among high-risk populations. The proposed model integrates data on infection rates, transmission patterns, demographic factors, and cost-effectiveness to provide a decision-support framework for policymakers. Using epidemiological data and equity constraints, the model prioritizes high-risk regions and populations while ensuring fair resource distribution. In this work, we study the use of modern portfolio theory in a cost-risk analysis of the Electric Reliability Council of Texas (ERCOT). Based upon the risk-return concepts of modern portfolio theory, we develop an n-asset minimization problem to create a risk-cost frontier of portfolios of technologies within the ERCOT electricity region. The levelized cost of electricity for each technology in the region is a step in evaluating the expected cost of the portfolio, and the historical data of cost factors estimate the variance of cost for each technology. This dissertation explores the application of machine learning to the control of autonomous unmanned combat aerial vehicles (AUCAVs). In particular, this research applies deep reinforcement learning methodologies to a defensive air combat scenario wherein a fleet of AUCAVs protects a military high-value asset (HVA). A collection of air battle management scenarios along with an original simulation environment and a set of designed computational experiments support the approximation of high-quality decision policies by employing Markov decision processes, approximate dynamic programming algorithms, and deep neural networks for value function approximation.

Since there is an uncertainty in the arrival times of flights, pre-scheduled allocation of runways and stands and the subsequent first-come-first-served treatment results in a sub-optimal allocation of runways and stands, this is the prime reason for the unusual delays in taxi-in times at IGIA, New Delhi.

We simulated the arrival pattern of aircraft and utilized stochastic optimization to arrive at the best runway-stands allocation for a day. Previous research investigating lightning warning radii about the Cape Canaveral space launch facilities have focused on reducing these radii from either 5 nautical miles (NM) to 4 NM or from 6 NM to 5 NM depending on the structures being protected. Space launch operations at Kennedy Space Center and Cape Canaveral Space Force Station (KSC/CCSFS) are complicated by unique requirements for near-real time determination of risk from lightning. Lightning forecast weather sensor networks produce data that are noisy, high volume, and high frequency time series for which traditional forecasting methods are often ill-suited. This work develops new methodologies for analyzing accelerated testing data in the context of a reliability growth program for a complex multi-component system. Each component has multiple failure modes and the growth program consists of multiple test-fix stages with corrective actions applied at the end of each stage. The first group of methods considers time-to-failure data and test covariates for predicting the final reliability of the system. The time-to-failure of each failure mode is assumed to follow a Weibull distribution with rate parameter proportional to an acceleration factor. We present an English translation and discussion of an essay that a Japanese physicist, Torahiko Terada, wrote in 1922. In the essay, he described the waiting-time paradox, also called the bus paradox, which is a known mathematical phenomenon in queuing theory, stochastic processes, and modern temporal network analysis. He also observed and analyzed data on Tokyo City trams to verify the relevance of the waiting-time paradox to busy passengers in Tokyo at the time. This essay seems to be one of the earliest documentations of the waiting-time paradox in a sufficiently scientific manner.

This research compares simulations to Dynamic Bayesian Networks in analyzing situations. The research applies models that have known output mean and variance. Queueing systems have theoretical values of the steady-state mean and variance for the number of entities in the system. Monte Carlo simulation development is broken down into two separate approaches: discrete-event simulation and time-oriented simulation. Using regression analysis, a model of recruiting goals and production is built to identify squadrons within the 360 RCGs zone that are capable of producing more or fewer recruits and the factors that contribute to this increased or decreased capability. The development of probability density functions (pdfs) for travel time of a narrow aisle lift truck (NALT) and an automated storage and retrieval (AS/R) machine is the focus of the dissertation. The multiple in-the-aisle pick positions (MIAPP) order picking system can be modeled as an M/G/1 queueing problem in which storage and retrieval requests are the customers and the vehicle (NALT or AS/R machine) is the server. Two problems are essential to the use of HMMs: state estimation and parameter estimation. Manufacturer and industry recommendations vary considerably for maintenance and tests of emergency diesel-electric generator sets in emergency standby duty. There is little consistency among generator sets of similar technology, and manufacturers and their representatives often provide contradictory guidance. As a result, periodicity of emergency diesel-electric generator set maintenance and tests varies considerably in practice. The efficiency of the optimization software can be greatly impacted by the solver’s parameter settings and the structure of the MIP. This article explores the viability of using a FAR Part 141 collegiate crew resource management (CRM) flight simulator scenario event as a jeopardy event (a graded, syllabus item) in an upper-level professional pilot curriculum course. The Air Force monitors the strength of its active duty officer force and attempts to achieve the difficult challenge of employing a diversity of talent among career specialties and experience levels. This study completes two objectives, predicting future manning levels for 23 career fields, and providing a statistical framework to assess the stability of these fields.
