Protecting public health from infectious diseases requires collective action, as individual behaviors—such as vaccination and mask-wearing—directly influence disease dynamics. During the COVID-19 pandemic, unexpected public responses often undermined the effectiveness of interventions, highlighting the need to understand collective behavioral patterns and motivations to design more effective mitigation strategies. This study presents an agent-based simulation model that captures how individuals adjust self-protective behaviors based on evolving opinions about disease risk and examines how these decisions interact with external factors, such as public health interventions, to shape collective outcomes. This dissertation addresses the resource allocation challenges of fighting against infectious disease outbreaks. The goal of this dissertation is to formulate multi-stage stochastic programming and agent-based models to address the limitations of former literature in optimizing resource allocation for preventing and controlling epidemics and pandemics. In the first study, a multi-stage stochastic programming compartmental model is presented to integrate the uncertain disease progression and the logistics of resource allocation to control a highly contagious infectious disease. In this thesis, we develop a framework for E-health Cyber Ecosystems, and look into different involved actors. The three interested parties in the ecosystem including patients, doctors, and healthcare providers are discussed in 3 different phases. In Phase 1, machine-learning based modeling and simulation analysis is performed to remotely predict a patient's risk level of having heart diseases in real time. In Phase 2, an online dynamic queueing model is devised to pair doctors with patients having high risk levels (diagnosed in Phase 1) to confirm the risk, and provide help. New creative approaches are needed to manage emerging biotechnology innovations, regulations, and payor environments to enhance product pipeline productivity, valuation, and risk management. Biopharmaceutical firms must make dynamic resource allocation decisions on their relative levels of internal R&D and external strategic alliances in furthering their pipelines. As the predominant method of using discounted cash flow (DCF) methodologies may lead to chronic underinvestment and performance, we evaluated the integration of traditional DCF with an effectuation model of analysis. Recent literature has been reviewed to provide perspective on current trends in the field. The purpose of the current study was to investigate the effects of decision-making strategies and tendencies, time constraint, and signal characteristics on decision-making performance utilizing the fuzzy signal detection theory framework. Participants were tasked with deciding whether x-ray images of passenger luggage contained hazardous objects.
The first objective of the study was to develop a methodology for quantifying optimizing versus satisficing tendencies in decision making through direct measurement and observation.

Previous general aviation (GA) accident studies showed that decision errors were more associated with fatal GA accidents than other kinds of human errors, and weather related accidents, especially continued visual flight rules (VFR) flight into instrument meteorological conditions (IMC), remained the major cause of fatal GA accidents. Thus, finding the underlying causes of GA pilots' decision errors and continued VFR flight into adverse weather conditions are needed to reduce weather related GA accidents as well as fatal GA accidents.

This dissertation focuses on the resource requirements and scheduling problem for logistic systems. We investigate solutions to this problem in two different logistic systems: logistic system of the health care facilities during emergency evacuations and delivery and distribution system of production industries. All hospitals must have an evacuation plan to ensure the safety of patients and prevent the loss of life. This research developed a methodology for supporting decision making by reducing uncertainty in decision environments which are too large, dynamic and complex to be treated by traditional quantitative and simulation techniques. These environments are complex because of the free choice associated with human involvement, and the existence of a large number of interrelated factors which influence the outcomes of the decision process. They are dynamic because the ground rules affecting those interrelationships are constantly changing. Uncertainty cannot be treated probabilistically, since identification of a full set of outcomes and factors of influence is not possible.

This research accomplished three major tasks. First it examined familiarity and usage rates for fifteen published R&D project selection methods in the context of a larger general issue, the Air Force's ability to develop and exploit technology. Wright Laboratory served as the focus for the research effort and displayed a greater tendency to use formal methods in 1993 than was shown in prior research. The laboratory's overall preference for simpler models like Checklist, Scoring, and Sorting led to a recommendation that authors familiar with the other techniques communicate them in engineering and management vernacular.
